Seventy years after the Nakba, the Palestinian dispossession and exile that accompanied the establishment of the State of Israel in 1948, Palestinians today remain stateless. Their prospects for securing collective or individual rights are bleaker than they have been for decades. Alongside the international and regional developments that are undermining their quest for self-determination, Palestinians are also on the cusp of a leadership change that could have far reaching implications for their collective future. News emerging from the Gaza Strip today offers a glimpse that Palestinians are entering a new phase in their struggle. Drawing on his newly-released book, Hamas Contained: The Rise and Pacification of Palestinian Resistance, Tareq Baconi reflects on the wider trajectory of Palestinian nationalism through the prism of Hamas and the extraordinary challenges faced by Palestinians in Gaza. He is joined by, Khaled Elgindy, who addresses the history of American policy towards the Palestinians and the peace process and its impact on the Palestinian leadership more broadly. Noura Erakat focused on the role of international law in shaping the current Palestinian predicament and assess Palestinian officialdom’s legal strategy since 2000 to indicate possible horizons. The discussion was moderated by FMEP President Lara Friedman.

Abstract:
Political and humanitarian conditions in Gaza are in a critical state. The Fatah-Hamas rivalry and the Gulf countries’ rift with Qatar have stymied funding to the territory and exacerbated an already desperate energy crisis. The issuance of exit permits to Palestinians in Gaza is at its lowest rate since 2014. In the midst of pressing humanitarian concerns, what options do Palestinians and Israelis have to help prevent renewed violence? How can the United States and the international community bring the question of Gaza back into regional deliberations and the peace process? The Middle East Institute (MEI) hosted a discussion with Tareq Baconi (al Shabaka), Lara Friedman (FMEP), Christopher McGrath (UNRWA), Natan Sachs (Brookings), and Paul Salem (MEI) on the ways in which to mitigate the political and humanitarian problems in Gaza. Abstract:
With their own interests challenged and growing domestic constituencies pressing for action, European leaders are asking what Europe can do to reaccredit its policies in the Israeli-Palestinian arena, notwithstanding U.S. opposition. In this context the time has come for Europe to adopt a new Middle East policy paradigm in which European leverage is identified and employed as part of a coherent effort aimed not at altering the behavior of Israeli prime minister Benjamin Netanyahu, but at altering the political environment in which Netanyahu and his challengers on the right operate.
