1. Estonia in the UN Security Council: The Importance and Limits of European Cooperation

Abstract:
In January 2020, Estonia became a non-permanent member of the United Nations Security Council (UNSC) for a two-year term. The international environment, meanwhile, is becoming increasingly challenging for multilateral cooperation and a rules-based global order. The COVID-19 pandemic has underscored the lack of global leadership, previously provided by the US, and inability of the UNSC to mobilise international cooperation. In recent years, European cooperation in the UNSC has increased, while transatlantic tensions and great-power rivalry have grown. Estonia has taken an active role in shaping the joint positions of EU states in the UNSC, for example on issues related to the Middle East Peace Process (MEPP), Ukraine and Syria. The case of the MEPP in particular illustrates that it has become more difficult to reconcile good transatlantic relations with a consistent commitment to the EU, multilateralism and international law. It is in Estonia’s interest to work towards as much consensus as possible between Europe and the US and, on issues where this is not feasible, to avoid exacerbating the tensions. At the same time, Estonia has a strong interest in being consistent on international law, even if at times this means disagreeing with its most important security ally. The dilemma for Estonia and the EU as a whole is how to work to maintain the rules-based order while simultaneously adapting to its erosion and change. The EU should move on from joint statements to more action and the generation of a real ability to enforce international law and resolve conflicts, especially in its own neighbourhood. The need for Europe’s active role in tackling global problems has also been evident during the COVID-19 crisis.

2. Estonia’s Partners in the EU Coalition Machinery: Maximising Influence in the EU through Coalition-building

Abstract:
This policy paper examines Estonia’s partners in the European Union with the aim of identifying ways to enhance its influence on policy-making. Effective coalition-building is also important for the EU as a whole, since it can improve the Union’s capacity to take decisions and act. The paper highlights that: Estonia has a relatively strong position in the EU, considering its small size and limited resources. It is particularly well-connected with the Nordic-Baltic partners and should seek ways to use this grouping more effectively as a means to reach out to larger member states and shape decisions in the Union. The main challenge is to build stronger links with France and Germany, something that has become all the more important due to Brexit. Teaming up with other countries that are better connected to Berlin and Paris, such as Finland, Sweden, the Netherlands and Belgium, is one way to pursue this goal. It is too early to draw conclusions about the impact of the latest change of government in Estonia on the country’s influence and image among partners in the EU. However, the research interviews show some indications of a weakened position. Estonia should avoid losing its reputation as a results-oriented member state that takes into consideration the priorities of others while pursuing its own interests in a constructive manner.

3. Post-Crimea Shift in EU-Russia Relations: From Fostering Interdependence to Managing Vulnerabilities

Abstract:
The relationship between the EU and Russia is characterised by a considerable degree of interdependence. In the 1990s and 2000s, the EU’s approach to Russia was based on the expectation that economic ties and interaction in various fields would contribute to regional stability and security and possibly even the democratisation of Russia. However, looking at the relationship today, one has to admit that the expected positive effects of interdependence have not materialised. Since 2014, the conflict over Ukraine and rising geopolitical tensions have pushed the Europeans to reassess their approach and put more emphasis on reducing the vulnerabilities created by mutual ties, notably (but not only) in the field of energy. Russia, for its part, has been keen to reduce its dependence on Europe, for instance in the financial sector and in respect of food imports. As a result, the preconditions for developing the EU-Russia relationship in accordance with the logic of positive interdependence have weakened further.

4. The changing global order and its implications for the EU

Abstract:
The forms of global political transition contradict each other. The Western leadership of the world seems to be in decline, with the US political and military hegemony being challenged by the rise of China and other emerging powers and with global power structures evolving towards multipolarity. At the same time, however, there are increasing signs of a diffusion of state power. It involves a growing group of non-state actors challenging state power in very different forms and different capacities. This report focuses on the axis of state power considered the most important in terms of its global implications: the relationship between the US and China. This relationship is studied with the aim of assessing how the mutual interdependencies are evolving, and what the goals of the two actors look like in respect of their own global role. The im¬plications of this power transition in the key fields of global governance – also covering the simultaneous diffusion of power to non-state actors – forms another relevant topic under review in the global context. Lastly, the report analyses how the EU contends with these forms of power transition and safeguards its own influence in this changing environment. The project also addresses the international role and influence of one of the northernmost EU members, Finland. It investigates how the changes in the global and regional setting should be understood from the Finnish point of view and how Finland should act in order to consolidate its international role in economic as well as political terms.

5. EU Foreign Policy in a Networked World: Webs against power politics

Abstract:
The liberal, norms-based international order is being challenged by two contradicting trends: the rise of power politics and geopolitical conflicts, on the one hand, and the diffusion of power and increased importance of networks, on the other. This paper explores how increased connectivity is shaping the agenda and practice of EU foreign policy and re-defining the traditional tensions between realist and liberal approaches to global politics. It argues that the EU should develop foreign policy strategies that utilise networks as an asset against power politics, looking at two examples of how a network-based approach can help the EU to defend its values and interests: networks for resilience against hybrid threats, and networks for supporting Ukraine. These cases shed light on how the concept of networks can contribute to the EU’s strategy in today’s fluid global politics and unstable regional security environment.

Abstract:
New turbulence in the international environment is pushing Estonia and Finland closer together in the foreign and security policy domain. The Ukraine crisis has re-introduced old geopolitical constraints and concerns about national security and sovereignty, limiting the room for manoeuvre for small states. Estonia and Finland took similar positions on many key issues regarding the Ukraine crisis. The common ground is based on both countries' attachment to the liberal world order and Western structures. However, there are deep-rooted differences between the Estonian and Finnish positions on the way to handle Russia and the need to adjust security arrangements, notably the role of NATO in the Nordic-Baltic region. It is common in Finland to see Estonia's approach as unhelpfully hawkish, and common in Estonia to see Finland's approach as too accommodating towards Russia. Shared interests stem from an understanding that the weakening of the security of one country inevitably weakens the security of the other. As both countries are investing more in national security and defence, relevant bilateral cooperation is increasing.

7. EU Sanctions Against Russia: Europe brings a hard edge to its economic power

Abstract:
The EU has responded to the Ukraine crisis with a set of political and economic sanctions against Russia which constitute a qualitatively new step in the EU sanctions policy. The EU sanctions against Russia are exceptional and have strategic importance due to a combination of three factors: big power rivalry, the context of a major European crisis with global ramifications, and the costs of the sanctions for the EU itself. The EU has managed to maintain its fragile unity and has applied its collective diplomatic and economic weight in very difficult circumstances. The sanctions have not provided an alternative to diplomatic efforts to solve the crisis - on the contrary, hardening sanctions have been used as a way to put pressure on Russia to seriously engage in diplomacy. The impact of the sanctions on daily developments in Ukraine has been limited and uncertain, but the sanctions have imposed a long-term cost on Russia for violating key international norms. The policy process of Russia sanctions has exposed problems of leadership and coordination. The latest reform of the EU foreign policy machinery has streamlined the preparation of sanctions, but the current system still lacks the necessary resources to match the growing importance of the EU sanctions policy.

The EU has a strategic goal to build political association and economic integration with the six countries included in its Eastern Partnership policy. To reach this goal, it has invented a new model of association agreement that includes deep and comprehensive free trade. At best, three out of six Eastern partners are likely to sign the agreements within the next couple of years.

9. Between conditionality and engagement: Revisiting the EU's democracy promotion in the Eastern neighbourhood

Abstract:
The EU needs to place a stronger emphasis on promoting democracy in its Eastern neighbourhood. A new approach should combine limited, focused conditionality with increased openness and multi-level linkages. Conditionality is often effective in promoting faster and better reforms where the home-grown will to democratise is present (as in Moldova, for example). It is not likely to work as a transformative policy, bringing about change from authoritarianism to democracy in the neighbourhood. The goal of tying neighbours to Europe should prevail over the principle of political conditionality. Economic integration and visa freedom have to be pursued with all neighbouring countries. This makes democratisation more likely to occur in the longer term. Engagement, providing it is not limited to political leaders, can be a successful strategy to push for democratic change. Cooperation with (semi-)authoritarian governments has to be accompanied by strong support for civil society and multiple links with the populations. Ukraine is a test case of the EU's ability to use association agreements as a tool for democracy promotion. The involvement of neighbours in the negotiation process offers a possibility to shape their domestic agendas. At the same time, there must be 'red lines': the EU should emphasize that it will not sign the agreements with countries having major problems with democracy.

10. From a Recipient of Aid Towards an Independent Actor: The Impacts of EU Integration on Estonia's Civil Society

Abstract:
In recent scholarly and political debates, civil society has often been considered one of the weakest, if not the weakest aspect of democracy in the Central and Eastern European countries (CEECs). Although the Eastern EU applicant states have been fairly successful in establishing democratic institutions and formal procedures, all of them suffer from political apathy and alienation of the citizens, low public trust in state authorities, and general dissatisfaction with the functioning of democracy – even though democracy is valued in principle. In the face of these problems, activation of a sphere of civic initiative and organisation is seen by many analysts as one important means for improving the quality of democracy. Support to the development of civil society has also been an increasingly important aspect of EU policy aimed at strengthening democracy in the Eastern candidate countries. In addition to supporting civic activity in general, the EU has in recent years started to pay attention to the involvement of civil society in the Eastern enlargement process. It has been underlined that in order to guarantee the legitimacy and effectiveness of integration, citizens and nongovernmental actors should play a stronger role in the candidate countries' preparations for EU accession.
