1. The future of Israel-Palestine: a one-state reality in the making

Abstract:
With no agreement on a two-state solution to the Palestinian-Israeli conflict in sight, one-state dynamics are gaining momentum – a development that will be difficult to reverse or even contain. In the medium and long term, no one benefits from such a development. Indeed, all might lose: an ugly one-state dynamic has no happy ending, and such a solution is rejected by Palestinians and Israelis alike. Instead, the emerging one-state reality increases the potential for various kinds of conflicts and contradictory impulses. The international community too finds itself unprepared and perhaps unwilling to confront this emerging reality, but in doing so it imperils the prospects for peace in the region – the exact thing it seeks to promote.

Abstract:
If new Palestinian Authority president Mahmoud Abbas is to succeed, he must deal with the issue of violence. Over the past year, positive changes have emerged in all areas of Palestinian public opinion except one: the role of violence. In the eyes of the public, violence pays. Three-fourths of Palestinians perceive the disengagement as a victory for violence. To be sure, more than two-thirds of Palestinians believe that Abbas should negotiate with Israeli prime minister Ariel Sharon. Yet, the public views Israel's unilateral moves as a threat, not an asset. They see only settlements, closures, checkpoints, and humiliation. These perceptions are responsible for their anger. Abbas must help remove dynamics that encourage the public to believe in the utility of violence; otherwise, the issue will continue to impede his ability to govern effectively.

Abstract:
In 1996, Assistant Secretary of State for Near East and South Asian Affairs Robert Pelletreau described democracies as "the best partners for making peace and building prosperity." Nevertheless, democracy is a term seldom mentioned with regard to the Israeli-Palestinian peace process. U.S. policy toward the Palestinians and the peace process has been focused on security, but that does not necessarily have to come at the expense of democracy. In fact, a more democratic Palestinian Authority (PA) would enhance security. En route to a peace agreement with Israel, Palestinians will be required to make concessions that will be easier to achieve if a popular consensus for those concessions is built through a democratic process. Democracy will promote better governance, resulting in an improved economy and therefore a better Palestinian neighbor for Israel. Furthermore, Palestinians will be discontented without democracy, for they have a long history of democratic civil institutions, including student councils and municipal elections, as well as an extensive knowledge of and appreciation for Israeli democracy.
