Abstract:: The Russian Armed Forces have been undergoing major structural reform since 2008. Despite change at the most senior levels of leadership, the desired endstate for Russia's military is now clear; but this endstate is determined by a flawed political perception of the key threats facing Russia. This monograph reviews those threat evaluations, and the challenges facing Russia's military transformation, to assess the range of options available to Russia for closing the capability gap with the United States and its allies.

Abstract:: When U.S. President Barack Obama cancelled a scheduled September 2013 summit meeting with his Russian counterpart, Vladimir Putin, “lack of progress on issues such as missile defense” was cited as the primary justification. Despite widespread and well founded assumption that the real trigger for the cancellation was the Russian decision to offer temporary asylum to Edward Snowden, the citing of missile defense was indicative. The comment marked one of the periodic plateaus of mutual frustration between the United States and Russia over U.S. attitudes to missile defense capability, stemming from a continued failure to achieve meaningful dialogue over U.S. plans and Russian fears.

Abstract:: The theory of supreme command of the Russian Armed Forces is set out in the Constitution of the Russian Federation and in published Federal Laws. Decision-making in practice involves the presidency, the government, the Ministry of Defence (MoD), the General Staff, and the Security Council of the Russian Federation. During and after Soviet times, the relationship between these bodies, and by extension how and where decisions were taken, was understood better than it is today - in general terms, the General Staff took important decisions and dealt with planning, while the MoD implemented them, for example dealing with training and logistics. But the fundamental reforms embarked upon in the Russian Armed Forces after August 2008, and changes to Federal Laws which also followed the armed conflict at that time, have shifted these relationships in ways which are not yet fully understood outside Russia, and in some cases within Russia as well. The result is that military decision-making in Russia is now less predictable.
