1. Competing for Talent: What Role Can Employment- and Skills-Based Mobility Projects Play?

Many countries in Europe and beyond are contending with acute labor shortages and looking to immigration as one policy option to sustain and support economic growth, alongside efforts to retrain local workers and improve productivity. At the same time, lower- and middle-income countries with fast-growing populations are exploring ways to better link their nationals with economic opportunities at home and abroad. Legal migration pathways that connect unemployed workers in such countries with hard-to-fill jobs abroad are thus gaining interest in both origin and destination countries. To date, however, employment- and skills-based mobility projects have encountered challenges in fully realizing their anticipated benefits. These include difficulties building up project infrastructure and securing private-sector engagement. As a result, many have facilitated the movement of small numbers of people. This policy brief explores the case for employment- and skills-based mobility projects, looking at how different types of cooperation can support legal migration pathways, as well as common challenges these projects face. The brief also discusses strategies for achieving economies of scale and these projects' unique value—including the chance they offer to test new migration corridors or new recruitment models, while broadening cooperation opportunities with partner countries.

2. Engaging Employers in Growing Refugee Labor Pathways

Abstract:
Refugee labor pathways, which focus on helping displaced people with in-demand skills access existing economic immigration channels, have attracted considerable attention in recent years. The appeal is two-fold: From a humanitarian perspective, they open additional opportunities for refugees and other displaced people to move to safety. From a labor market perspective, they offer access to an additional talent pool at a time when many employers are struggling to recruit qualified workers. Such programs now exist in several countries, with the largest in Australia, Canada, and the United Kingdom. Designed and implemented as a partnership between these countries’ governments and the nongovernmental organization Talent Beyond Boundaries (TBB), these pathways aim to help jobseekers overcome obstacles that can be exacerbated by displacement, such as difficulty connecting with potential employers or providing identity or credential documentation. As these programs progress from the pilot stage, the central role employers play and their impact on efforts to achieve scale have gone largely unexplored. This first-of-its-kind report aims to fill this gap by examining employers’ experiences with recruiting displaced talent and ideas for program improvements. The analysis, conducted by MPI and drawing on unpublished TBB survey data on employer engagement, draws in part on consultations with employers, policymakers, and civil-society stakeholders.

3. Displaced Ukrainians in European Labor Markets: Leveraging Innovations for More Inclusive Integration

Abstract:
The war in Ukraine has led millions of displaced Ukrainians to seek protection in European countries since February 2022, and welcoming new arrivals has put enormous pressure on reception and integration systems. But with the right supports, displaced Ukrainians could also potentially help address some of Europe’s pervasive skill shortages. Many newcomers have a tertiary education, and the EU decision to activate the Temporary Protection Directive has provided swift access to clear residence and work rights. Early evidence suggests that displaced Ukrainians’ labor market entry is progressing well, with many working-age adults finding jobs. However, challenges such as language barriers, difficulties getting foreign credentials recognized, and trouble securing child care have limited some Ukrainians’ ability to enter the labor market and find a job commensurate with their skills. A desire among many to return to Ukraine, as circumstances allow, is also shaping their decisions about finding work and participating in integration and training programs. This report explores how displaced Ukrainians are faring in European labor markets, including what is known about their early labor market outcomes and the barriers they face when seeking work. It also examines how governments can work together with civil society and employers to help new arrivals find quality jobs and, in doing so, help European societies benefit from their skills.

Labor shortages are a pressing concern for policymakers and employers alike in many countries around the world. As pandemic-era economic disruptions have collided with longer-running workforce trends, these shortages have become more acute but also hard to predict. Immigration can play an important role in addressing labor shortages—and in some economies and sectors, already does. But there is a robust debate about the extent to which countries should rely on admitting immigrants to address these shortages, and how this should be balanced against other, more far-reaching policy interventions in education and training, labor, and social policy that would boost the labor market participation of resident native- and foreign-born workers. This policy brief examines how immigration can help address labor shortages, the trade-offs that governments must navigate, and current and potential approaches to factoring labor shortages into economic immigration policies. The brief is part of a series of policy analyses and blueprints being generated under MPI’s Global Skills and Talent Initiative, which is exploring the role that immigration can play in addressing workforce needs and skills gaps in rapidly evolving labor markets.

5. Consolidating Gains: Lessons and Priorities for Promoting Fair and Ethical Recruitment

Moving to another country for work is far from a new phenomenon, but questions of how and under what conditions workers are recruited across international borders have attracted increased scrutiny in the last decade and a half. This attention has been spurred by the rising number of people on the move in search of employment and growing awareness of the risks involved, including the potential for exploitation, human trafficking, and forced labor. Considerable progress has been made in developing a consensus about what fair and ethical recruitment could and should look like. This has involved, among other things, defining recruitment fees and other related costs; pushing for the principle that employers, not workers, should bear the costs of recruitment; establishing guidance for different industries and stakeholders; and developing recommendations on how governments can better regulate recruitment. The next, formidable challenge will be building on this significant progress and more fully implementing recruitment standards so that more migrant workers benefit from them. This policy brief explores progress toward fair and ethical recruitment to date and priorities for future work by governments, employers, and recruiters. The brief results from a multiyear research partnership between MPI and the Swiss Agency for Development and Cooperation’s Thematic Section Migration and Forced Displacement to support the development of global solutions for migration-related challenges.

6. Reassessing Recruitment Costs in a Changing World of Labor Migration

Recent years have seen national governments, multilateral organizations, civil society, and private-sector groups take steps to promote the fair and ethical recruitment of migrant workers, including efforts to reduce or eliminate recruitment costs. High recruitment costs can result in workers taking on a financial burden that can only be serviced through high-interest loans or debt bondage, placing them in a more vulnerable position and curtailing the income they can then save or send to loved ones via remittances. Still, progress to address recruitment costs has been uneven to date, and the pandemic has been a major setback. The public-health crisis has seen some existing costs rise or fluctuate wildly and new ones emerge (e.g., fees associated with COVID-19 testing and quarantine), with particularly pronounced effects in low- and middle-skilled sectors and informal employment. This has put working abroad out of reach for some would-be migrants while exposing others who travel abroad for work to new risks. This policy brief explores how the pandemic has affected costs for migrant workers at every stage of their journey, with a focus on new public-health measures and other additional expenses. It also reflects on what these developments mean for future efforts to promote fair and ethical recruitment. The brief is the first publication resulting from a multiyear research partnership between MPI and the SDC’s Thematic Section Migration and Forced Displacement to support the development of global solutions for migration-related challenges.

7. The Future of Remote Work: Digital Nomads and the Implications for Immigration Systems

The pandemic spurred a rapid shift in working practices. In the decades leading up to the COVID-19 crisis, technological advances had allowed a growing number of people with jobs not tied to a specific location to work remotely, particularly in high-income countries with robust technological infrastructure. But the social-distancing and lockdown measures implemented in early 2020 accelerated this trend, with many people working remotely for the first time and some “digital nomads” seeking to do so internationally. These changes in the world of work have important ramifications for immigration systems worldwide, most of which are poorly attuned to remote work arrangements. Finding ways to adapt immigration policies to keep pace with remote work trends is likely to remain important even as the public-health threat recedes in many places, as there are signs that many employers will continue to demonstrate far greater flexibility about where their employees work—both as a means to streamline operations and to attract and retain workers who are increasingly demanding the option to work remotely. This report examines the challenges that remote workers and their employers face when navigating immigration systems, and analyzes opportunities to introduce greater flexibility into immigration, employment, and tax policies to accommodate the rapid rise of nontraditional working arrangements. In the immigration sphere, it identifies options for adapting existing immigration pathways to accommodate remote work and discusses the new digital nomad visas that have sprung up in countries around the world.

8. How Can Europe Deliver on the Potential of Talent Partnerships?

Europe faces a looming shortage in skilled workers, one linked to both growing demand in knowledge- and service-intensive sectors and to its aging population and shrinking workforce. For education and training systems, the question is how to train people for the jobs of tomorrow. For migration policymakers, the question is how to attract and retain foreign workers with in-demand skills and experience to help address the shortfall. These priorities are reflected in the European Commission’s New Pact on Migration and Asylum and in the Talent Partnerships the pact proposes. These partnerships will combine new mobility schemes for workers or students from certain non-EU countries with related investments in capacity-building in partner countries, with the aim of attracting talent to Europe and fostering deeper cooperation with third countries on migration. As the European Commission and its partners prepare to launch the first Talent Partnerships in 2022, this MPI Europe policy brief explores how and under what conditions the partnerships could help meet Europe’s labor market needs and provide more tangible benefits for partner countries and migrants themselves. It draws on the experiences of the European Union’s legal migration pilot projects and other past mobility schemes, as well as expert insights, to offer lessons learned on issues including: selecting which countries to partner with, building flexibility into mobility schemes, and thinking critically about how these schemes can dovetail with other policy interventions.

9. From Unilateral Response to Coordinated Action: How Can Mobility Systems in Sub-Saharan Africa Adapt to the Public-Health Challenges of COVID-19?

Abstract:
The COVID-19 pandemic challenged public health and migration management infrastructures in sub-Saharan Africa, like elsewhere, as never before. While many countries in the region had experience dealing with infectious disease outbreaks, including Ebola and yellow fever, the nature of transmission under COVID-19, among other factors, forced governments to reassess many of their public-health strategies and adopt strict guidelines to prevent pushing fragile and over-burdened health-care systems over the edge. However, border closures and other mobility restrictions brought unintended consequences, including stranding large numbers of people, imperiling the supply of essential goods and services, and cutting off income for border communities and prospective migrants. In addition, unilateral containment and mitigation policies prevented a coordinated approach to both public health and migration management. The policy brief examines the different strategies employed by governments in sub-Saharan Africa during the first year of the pandemic, and the limitations of unilateral action. It offers recommendations on how states and the international community can work together to restart migration and mobility and, looking forward, build capacity to respond to COVID-19 and future public health emergencies.

10. Seasonal Worker Programs in Europe: Promising Practices and Ongoing Challenges

Abstract:
Seasonal worker programs represent one of the few ways in which low-skilled workers can migrate legally to the European Union, enabling them to work in sectors such as agriculture, hospitality, and tourism. Countries have taken different approaches to selecting seasonal workers, with some recruiting from within the European Union and others soliciting workers from third countries. But while some of these programs are long-established, they can struggle to meet labor demands swiftly while ensuring that workers are treated fairly and will return home when their permits expire. The European Commission has aimed to create common standards for seasonal workers’ admission, residence, and rights across Europe and to address longstanding issues such as worker exploitation, visa overstays, and hiring through the informal economy. As European policymakers take stock of these Commission-driven harmonization efforts to date, this brief by MPI Europe and the Research Unit of the Expert Council of German Foundations on Integration and Migration (SVR) explores some of the challenges common to these programs, drawing on examples in Europe, Australia, and New Zealand. It also highlights practices that can help maximize the benefits for migrants, employers, and countries of destination and origin alike. The authors sketch a number of principles to guide future reforms. Among them: prioritizing more transparent and standardized recruitment procedures, greater monitoring and outreach to protect seasonal workers, and strategies to help deliver on the thus far limited investments to support economic and social development in sending countries.
