1. The new NATO Force Model: ready for launch?

Abstract:
NATO Allies are in the process of a dramatic change to the Alliance’s force structure, which will see the NATO Response Force (NRF) replaced with a threetiered structure of Allied forces, to include an Allied Reaction Force (ARF), all of which is designed to better defend and deter. This new NATO Force Model faces a variety of challenges, from whether Allies will have suffi cient forces at appropriate readiness levels to fulfi l their own objectives to whether SACEUR will still have the authority to “alert, stage and prepare” Allied forces as a crisis emerges, through whether and how the Alliance’s command structure now needs a re-examination as well. To avoid the potential pitfalls and ensure the Alliance fulfi ls its own vision, NATO and its member nations ought to consider an array of mitigating steps, such as using snap exercises and inspection visits to ensure forces are indeed manned, trained and equipped, and emphasizing mass and capacity in Allied acquisition plans and capability targets.

Sweden and Finland have just cleared a big hurdle on their path to NATO membership with the US Senate’s overwhelming vote to welcome them into the Alliance. While several other allies still need to ratify the expansion, Finnish and Swedish membership in NATO is now not a question of whether but when. Even though some analysts have posited that these two countries—especially Finland, which has an 830-mile border with Russia—bring disqualifying liabilities, most Alliance leaders, NATO-watchers, and European security experts argue these newest aspirants will strengthen the Alliance. This is especially so in terms of military capabilities and capacity, but also in terms of strategic culture and geostrategic outlook. Nonetheless, in the days, weeks, and months after Finland and Sweden officially become members, there is an array of subsequent questions that these two aspirants, other allies, and NATO as an organization will need to consider—and ultimately answer. After examining the key strengths that Finland and Sweden are likely to bring into NATO, this issue brief will consider several of these critical topics. These include defense planning, operational planning, and readiness concerns.

3. Security Threats, American Pressure, and the Role of Key Personnel: How NATO’s Defence Planning Process is Alleviating the Burden-Sharing Dilemma

Abstract:
In 2017, for the first time since the end of the Cold War, none of the capability targets identified in NATO’s quadrennial NATO Defence Planning Process (NDPP) were left on the negotiating table. Previously, capability targets were identified by the alliance’s secretariat, but they remained unfilled as allies failed to assume responsibility for them. This monograph examines the 2014–18 iteration of the NDPP, which represented a stunning turnaround in transatlantic burden sharing. The analysis reveals a combination of factors—the changed threat environment, political pressure from Washington, and the role of “policy entrepreneurs” working within NATO—best explain the alliance’s success in achieving more equitable burden sharing. To reach this conclusion, the monograph relies on an array of primary and secondary sources, including interviews with over two dozen officials directly involved in the 2014–18 NDPP. While incorporating available quantitative data on alliance defense spending, the monograph primarily focuses on process tracing as the most effective qualitative methodology for revealing the story behind the 2014–18 NDPP. Policy makers will find this monograph particularly useful because it draws key lessons from the 2014–18 NDPP to make several forward-leaning policy recommendations to strengthen and build upon NATO’s burden-sharing successes to date.
