Abstract:: This special issue of the Cato Journal stems from the Cato Institute's 29th Annual Monetary Conference—Monetary Reform in the Wake of Crisis—held in Washington, D.C., November 16, 2011. At no time since the founding of the Federal Reserve nearly a century ago has it been more important to reconsider the role of monetary policy in a free society. In particular, as F. A. Hayek noted, “All those who wish to stop the drift toward increasing government control should concentrate their effort on monetary policy.”

Abstract:: Part 2 of Restoring Global Financial Stability, based on the Cato Institute's 27th Annual Monetary Conference, held in Washington, D.C., on November 19, 2009, contrasts the current discretionary government fiat money regime with alternatives designed to improve global financial stability. Those alternatives range from constraining the power of central banks by imposing some type of monetary rule to replacing them with private competing currencies convertible into one or more commodities. Even if it is unlikely that the Federal Reserve and other central banks would be abolished any time soon, it is useful to consider the properties of private, rule-based, market-friendly monetary regimes.

The question posed in this issue—Are Unions Good for America?—has both normative and positive aspects. Normatively, if one takes freedom as a fundamental principle, then compulsory unionism cannot be justified in a free society; it violates the rights of both workers and employers. Under current U.S. labor law, workers are often compelled to join unions and employers are compelled to negotiate “in good faith.” Public sector unions are even more onerous than private sector unions; they limit consumer choices and impose heavy tax burdens.

Abstract:: The current turmoil in global financial markets, which began with the U.S. subprime crisis in 2007, has shed a bad light on market liberalism. But it was the socialization of risk—not private free markets—that precipitated the crisis. Government sponsored enterprises (GSEs), not private enterprises, politicized investment decisions and overextended credit to high-risk households by buying up and guaranteeing subprime and Alt-A mortgages.
