Abstract:
With Algeria still self-excluded from the ENP, unconvinced by the UfM and indeed now seriously questioning the added value of the Association Agreement, EU-Algerian relations could not be at a lower point. Interaction within the EMP has conspicuously failed to lead to a meaningful convergence of the dyad's interests, even if it has encouraged a process of familiarisation of sorts between actors on both sides. Although energy has traditionally been the area where EU-Algerian relations are strongest, reflecting their market-rooted interdependence, it remains frustratingly under-institutionalised at the bilateral level. The conclusion of a 'strategic energy partnership' could help overcome the extant sterility of EU-Algerian relations, capturing the specificity of their shared interests and focusing minds on tailored 'enhanced bilateralism'.

Abstract:
The Western Sahara conflict is a 32-year old case of decolonisation that has been on the UN Security Council's agenda since 1991. Despite the straightforwardness of the stalemate in terms of international legality, the UN has been unable to implement its own provisions on the issue. The UN's failure is due to the contradictions arising from the interaction throughout the conflict between international law and geopolitics. Morocco's supporters in the UNSC have not only allowed it to systematically violate international law but have encouraged Morocco to formalise its irredentism through its "Autonomy Initiative". This behaviour is perilous not only for the stability of the Maghreb but for the UN system as well.

Abstract:
President Abdelaziz Bouteflika's statement to Spain's El País1 that the idea of a 'gas-OPEC' should not a priori be excluded, adds to a series of twists, among which was Vladimir Putin's confirmation on 1 February that the idea of a gas cartel was an 'interesting one' worth considering further. Hitherto, this gas saga featured Russia, Algeria, the EU, NATO and Iran. The story revolves around Russian-Algerian mingling on gas matters, spurring European and Transatlantic concerns over the prospects of a 'gas OPEC'. At a time of increasing European dependence on foreign energy supplies, these developments have been interpreted as being part of a wider effort, led by Russia, to use energy as a lever to undermine European diplomacy. These allegations have been dismissed by Algeria and Russia, whose leaders insist that their cooperation is intended to optimise their benefits and those of their customers alike. This paper examines the underpinnings of these developments by assessing the likelihood of their culmination in a gas cartel and offers an insight into the potential policy choices behind them.
