Abstract:
Two years after the EU formally launched its strategy for an Energy Union, this Report examines the energy challenges facing the different regions of Europe, investigating shared priorities and common projects, as well as barriers to integration and cooperation. A series of chapters devoted to distinct regions examines what role the Energy Union can play to help address their energy challenges, including those related to energy security and relations with external suppliers. The Report also looks at efforts to push forward with the construction of the Energy Union via regional initiatives, including some that reach beyond the borders of the EU. Such initiatives have shown how progress on all five pillars of the Energy Union is important for the energy security of the EU and how progress need not be uniform across Europe. Notably, the deepening and interconnection of energy markets – nationally, regionally, within the EU, and beyond its borders – are central to this process

2. Sochi: games with frontiers

Abstract:
Russia is often seen as a land of extremes – and the narratives for this month's Winter Olympics in Sochi reflect that view. From the record-length 65,000 km Olympic torch run (which included trips to outer space, the north pole and the bottom of the world's deepest lake) to the incredible $51 billion price tag and the Ian Flemingesque threat of attacks from black widow terrorists, the Sochi games have a distinctly Russian flavour. The Kremlin appears to have envisioned the games as a national triumph, not unlike the 2008 Beijing Olympics, with organisational, architectural and sporting successes that could unite the country. However, with global headlines dominated by stories of corruption, human rights abuses, anti-gay laws and the very real threat of terrorist attacks, one might be forgiven for wondering whether the Russian government regrets its decision to bid for the games.

3. China's energy demands: are they reshaping the world?

Abstract:
In 2012, China was the world's seventh biggest producer of natural gas, the fourth largest oil producer, and the biggest producer of hydroelectricity. It also produced almost as much coal as the rest of the world combined. Still, this is not enough. China's domestic energy bounty has long allowed the country to keep its overall import dependency relatively low but, as the country's economy continues to boom, its import dependency is growing quickly, particularly with regard to oil.

4. Energy moves and power shifts: EU foreign policy and global energy security

Abstract:
Energy security has climbed the list of EU energy and foreign policy priorities in the last decade. This process was accelerated by the shock of the 2006 and 2009 disruptions in Russian gas supply through Ukraine, and by the new possibilities offered by the Lisbon Treaty. Efforts have been directed at interconnecting national gas and electricity markets, diversifying energy suppliers and promoting rules-based energy trade in the wider European neighbourhood. The EU's primary energy security goals are to reduce the strategic dependence of individual member states on single external suppliers and to ensure that energy markets are liquid, open and functioning according to stable market rules rather than power logics. Yet energy security also needs to be balanced against environmental and economic competitiveness concerns.

Rapid economic development and increasing international trade are leading to a more crowded international stage and raising new challenges in the 'global commons' – those domains that are not under the control or jurisdiction of any state but are open for use by countries, companies and individuals from around the world. Their management involves increasingly complex processes to accommodate and integrate the interests and responsibilities of states, international organisations and a host of non-state actors.
