Abstract:: Advocates of military action against Iraq contend that war is the only certain option for preventing Saddam Hussein from developing or using nuclear, chemical, or biological weapons. They claim that diplomacy, containment, and other options have been tried and found wanting. They add that the possibility that Saddam will pass these weapons on to terrorist groups leaves little choice for measures other than prompt military action. This approach was underscored by President Bush in his address of October 7 delivered in Cincinnati, Ohio.

Abstract:: This study proposes a narrowly defined and tightly implemented set of smart sanctions focusing on weapons and military-related goods, as an alternative to the current faltering comprehensive sanctions regime. Such a modernized sanctions regime would need to be sustainable over the long term via the support of key UN Security Council members and frontline states. It would remain in effect until such time as Iraq complies fully with the relevant Security Council resolutions and fulfills its disarmament obligations.

Abstract:: The United States should seek to limit Iraqi designs to develop weapons of mass destruction by supporting a UN-sponsored 'smart' sanctions mechanism. Smart sanctions would involve a tightened system of border monitoring and verification with an eye toward control of dual-use technologies. Financial controls through the UN escrow account should be retained to limit Iraq's purchasing abilities in the global marketplace. Private accounts of Iraqi elites should also be frozen to limit purchases of dual-use goods or expertise. The elimination of the blunt general trade sanctions, which are already leaking, would lift a considerable burden off the Iraqi people.

Abstract:: Increased concerns about the negative humanitarian consequences of multilateral sanctions have prompted calls for reform. Drawing upon expertise in both humanitarian activities and sanctions scholarship, the report by independent analysts offers a series of recommendations to the United Nations system for ameliorating the adverse humanitarian consequences of sanctions and making their implementation more effective and accountable. The authors call for greater transparency in the functioning of UN sanctions committees and urge that the present ad hoc policy be replaced by a more regime-like system characterized by agreed principles, rules, and procedures.
