1. Between the Eagle and the Dragon: America, China, and Middle State Strategies in East Asia

Abstract:
For more than half a century, the United States has played a leading role in shaping order in East Asia. This East Asian order has been organized around American military and economic dominance, anchored in the U.S. system of alliances with Japan, South Korea, and other partners across Asia. Over the decades, the United States found itself playing a hegemonic role in the region—providing security, underwriting stability, promoting open markets, and fostering alliance and political partnerships. It was an order organized around “hard” bilateral security ties and “soft” multilateral groupings. It was built around security, economic, and political bargains. The United States exported security and imported goods. Across the region, countries expanded trade, pursued democratic transitions, and maintained a more or less stable peace.

Abstract:
In the post–Cold War period, scholars have considered the Asia Pacific to be ripe for military competition and conflict. Developments over the past decade have deepened these expectations. Across the region, rising military spending and efforts of various states to bolster their military capabilities appear to have created an increasingly volatile climate, along with potentially vicious cycles of mutual arming and rearming. In this context, claims that China's rapid economic growth and surging military spending are fomenting destabilizing arms races and security dilemmas are widespread. Such claims make for catchy headlines, yet they are rarely subject to rigorous empirical tests. Whether patterns of military competition in the Asia Pacific are in fact attributable to a security dilemma–based logic has important implications for international relations theory and foreign policy. The answer has direct consequences for how leaders can maximize the likelihood that peace and stability will prevail in this economically and strategically vital region. A systematic empirical test derived from influential theoretical scholarship on the security dilemma concept assesses the drivers of bilateral and multilateral frictions and military competition under way in the Asia Pacific. Security dilemma–driven competition appears to be an important contributor, yet the outcome is not structurally determined. Although this military competition could grow significantly in the near future, there are a number of available measures that could help to ameliorate or manage some of its worst aspects.

Abstract:
Over the past half-century—what is often called the “American century”—the United States enjoyed extraordinary success, growth, and influence. It was not only the pivotal “arsenal” in the defense of democracy but also the principal exemplar of democratic capitalism that held enormous appeal around the world. During this era, the United States was simultaneously locked in a geopolitical and ideological bipolar struggle with the Soviet Union and, within the free world community, acknowledged as the leader and defender of a broad community of democratic capitalist countries. Not surprisingly, therefore, the United States pursued a multifaceted grand strategy. It played the role of Cold War leader of a coalition in global great power rivalry. It was also the indispensable leader in building order and cooperation within the free world camp. At the same time, the United States often employed its immense influence to advance a universalistic program of human betterment centered on political democracy, market capitalism, free trade, human rights, national self-determination, and international law and organization.

Confronting a punishing budget crisis, an exhausted military, balky allies, and a public whose appetite for global engagement is waning, the United States faces a critical question. After sixty-five years of pursuing a globally engaged grand strategy- nearly a third of which transpired without a peer great power rival-has the time finally come for retrenchment? According to many of the most prominent security studies scholars-and indeed most scholars who write on the future of U.S. grand strategy-the answer is an unambiguous yes. Even as U.S. political leaders almost uniformly assert their commitment to global leadership, over the past decade a very different opinion has swept through the academy: that the United States should scale back its global commitments and pursue retrenchment. More specifically, it should curtail or eliminate its overseas military presence, eliminate or dramatically reduce its global security commitments, and minimize or eschew its efforts to foster and lead the liberal institutional order.

Abstract:
There is no longer any question: wealth and power are moving from the North and the West to the East and the South, and the old order dominated by the United States and Europe is giving way to one increasingly shared with non-Western rising states. But if the great wheel of power is turning, what kind of global political order will emerge in the aftermath? Some anxious observers argue that the world will not just look less American -- it will also look less liberal. Not only is the United States' preeminence passing away, they say, but so, too, is the open and rule-based international order that the country has championed since the 1940s. In this view, newly powerful states are beginning to advance their own ideas and agendas for global order, and a weakened United States will find it harder to defend the old system. The hallmarks of liberal internationalism -- openness and rule-based relations enshrined in institutions such as the United Nations and norms such as multilateralism -- could give way to a more contested and fragmented system of blocs, spheres of influence, mercantilist networks, and regional rivalries. The fact that today's rising states are mostly large non-Western developing countries gives force to this narrative. The old liberal international order was designed and built in the West. Brazil, China, India, and other fast-emerging states have a different set of cultural, political, and economic experiences, and they see the world through their anti-imperial and anticolonial pasts. Still grappling with basic problems of development, they do not share the concerns of the advanced capitalist societies. The recent global economic slowdown has also bolstered this narrative of liberal international decline. Beginning in the United States, the crisis has tarnished the American model of liberal capitalism and raised new doubts about the ability of the United States to act as the global economic leader.

CHANGING THE RULES Amitai Etzioni G. John Ikenberry asks whether China will buy into the prevailing liberal, rule-based international order, which has been promoted and underwritten by the United States ("The Future of the Liberal World Order," May/June 2011). With regard to one key element of this order, however -- the Westphalian norm of sovereignty and nonintervention -- he might have inverted the premise. For here, the West has been seeking major modifications that weaken the norm, whereas China has championed the established rule and the international order based on it. Several leading Western progressives have sought to legitimize armed humanitarian intervention, under the rubric of "the responsibility to protect." Others have gone even further, seeking to legitimize interference in the internal affairs of other countries if they develop nuclear arms, invoking "the duty to prevent." Both concepts explicitly make sovereignty conditional on states' conducting themselves in line with new norms that directly conflict with the Westphalian one. The issue, in other words, is not simply whether China will buy into the existing rule-based order but whether it can be persuaded to support the major changes in the rules that the West is seeking.

Over the last half century, the United States has been a dominating presence in East Asia. In the shadow of the Cold War, a regional order took shape organized around an array of bilateral alliances and an open trade system – all tied to the United States. In this American-led regional hegemonic order, the United States provided security through security agreements and the forward deployment of its forces while it supported the expansion and integration of East Asian countries in the context of an open multilateral world economy. The United States–Japan alliance was the cornerstone of this regional order. In the background, the East Asian region was nested within the wider Cold War-era American-led Western order. After the Cold War ended, this Pax Americana was extended outward throughout the globe. Alliances, free trade, multilateral institutions, democratic community, and American hegemony all went together.

Abstract:
Two recent articles in these pages -- "The Myth of the Autocratic Revival [1]" (January/February 2009) and "How Development Leads to Democracy [2]" (March/April 2009) -- have taken issue with my July/August 2007 essay, "The Return of Authoritarian Great Powers [3]." In the first, Daniel Deudney and G. John Ikenberry dispute my argument that the authoritarian capitalist great powers Germany and Japan were defeated in both world wars largely because of contingent factors rather than structural inefficiencies. As I have argued, these countries were too small in comparison to the United States. With respect to the challenge posed by China and Russia, Deudney and Ikenberry insist that developed nondemocratic capitalist societies will not be viable in the long run.
