Abstract:
European seaports and related logistics are a key part of international trade and logistics. In recent years, foreign involvement by third countries has gained greater significance in this sector, especially where China is concerned. The recent calls for a European port strategy in the European Parliament underline this. Individual Member States and the EU as a whole can actively influence future scenarios by managing the degree of foreign involvement in European seaports and logistics, with special attention for China’s influence. However, a lack of EU cooperation concerning foreign involvement negatively impacts the EU’s strategic autonomy. This limits control over future scenarios. The aim of this report is therefore to conceptualise an EU-wide policy framework for strengthening strategic autonomy in the domain of seaports and related logistics sector systems. China serves as a case study.

This report analyses whether recent, current and expected China-related developments may threaten the strategic position of the port of Rotterdam in terms of freight flows and how this might play out. This report is based on research conducted on behalf of the Port of Rotterdam Authority. The report comprises four sections covering the following topics, respectively: Changes in Chinese government policy and Chinese corporate strategies towards European seaports, and specifically the Rotterdam port area. Changing attitudes of the EU and the Netherlands towards Chinese influence in European seaports due to geopolitical factors. Chinese interests and ownership in the port of Rotterdam, including the (future) development of Chinese FDI and freight flow. Sanction scenarios and changing freight flows.

Abstract:
The maritime logistics hub function is of strategic importance to the Netherlands as a trading country. The Netherlands positions itself as the ‘Gateway to Europe’ thanks to its advanced logistics network and plays an important role in the global economy. This position nevertheless faces an uncertain future: there is no guarantee that the Netherlands will remain a leader in the years ahead. Geopolitics, and particularly the influence of China, will have a major impact on the Dutch maritime logistics hub function. On behalf of the Ministry of Infrastructure and Water Management and the Ministry of Foreign Affairs, this report examines China’s influence on the Netherlands’ maritime logistics hub function. The main question posed in the study is: How is China’s influence on the central position of the Netherlands’ maritime logistics hub function likely to evolve in the decades ahead and what possible actions could the Dutch government take in response to it? The purpose of this study is to assess scenarios as a basis for possible actions by the Dutch government and the Dutch maritime logistics sector, particularly with regard to the Netherlands’ central position and strategic autonomy as a maritime logistics hub.

Abstract:
Rising US–China rivalry is shaping and constraining the relations between European states and China. The Netherlands is no exception and recent tensions with China have carried over to impact its trade and cooperative engagements with Beijing. The Netherlands never formally signed onto the Belt and Road Initiative (BRI)[1] – the Chinese policy framework for international transport, communication and energy development. Nevertheless, the BRI is very relevant to the Netherlands, in particular for the Dutch port of Rotterdam and its ambition to preserve its role as a major logistical hub for trade with Europe.

Abstract:
This Clingendael Report explores whether and how China’s approach to the six non-European Union (EU) countries of the Western Balkans (the WB6) relates to EU interests. It focuses in particular on the question of whether China’s influence affects the behaviour of the WB6 governments in ways that run counter to the EU’s objectives in the region. China engages with the Western Balkans primarily as a financier of infrastructure and a source of direct investment. This is in line with China’s main strategic objective for the Western Balkans – that is, to develop the Land–Sea Express Corridor, a component of its Belt and Road Initiative, aimed at improving China–EU connectivity. This report proposes a number of actions based on recognising the developmental needs of countries in the Western Balkans, and accepting that China’s economic involvement is inevitable and potentially beneficial for such developmental needs. In particular, the EU should maximise accession conditionality as a tool to influence the conditions under which China is involved in the region.

Abstract:
This policy brief analyses whether there are grounds for the Dutch government to conduct critical assessments of direct investments, particularly from China, from a geopolitical perspective. The economic consequences of the COVID-19 pandemic warrant continued critical oversight of Chinese foreign investments and screening of such investments. Particularly during the current difficult times for the Dutch economy, there are new opportunities for Chinese investors as a result of increased needs for capital and/or new markets on the part of Dutch companies. This policy brief argues that from a geopolitical perspective there are two grounds for the Dutch government to screen investments: the Netherlands’ need to keep pace with changes in the geopolitical stance of the US and other Western countries towards China; and the risk that the Netherlands and the EU could lose a large part of their capacity for autonomous action in a geopolitical context. Hence there are two criteria that investment screening must fulfill. The first is that it must take account of the security and geopolitical implications of investments in high-tech companies. The second is that it must be aimed at preventing a high degree of strategic dependence on a single operator.

Abstract:
China’s role as a global investor and financier has grown rapidly in recent decades, nowhere more so than in Europe. In 2017, a full quarter of China’s outbound foreign direct investment was destined for Europe. China has stepped up promotion of its signature Belt and Road Initiative (BRI), with Europe as its final destination, ever greater flows of investment in Eurasian connectivity are on offer. However, in recent years scepticism about rising flows of Chinese investment into the EU has grown. This report aims to carefully scrutinize the linkage between Chinese investment in Europe and China’s influence in the region and provides a nuanced and careful analysis that goes beyond the alarmism and polarization that dominates so much of the recent discussion about China’s role in Europe. It is based on a series of case studies examining a Chinese port investment in Greece, a Chinese-financed rail project in Hungary and Serbia, and two Chinese acquisition deals in the Netherlands. Thus, the authors shed light on the motives behind these individual Chinese investments and financial packages, including the interests of both the Chinese and the host governments and firms involved, evaluating what, if any, Chinese “influence” can be linked to the deals. According to the findings, the specific terms of each investment or loan package are dependent on the individual circumstances of the countries and firms involved. In each case there is an identifiable commercial basis for the Chinese investment, but economic and political viability of each deal varies.

Abstract:
As China’s role as a major power in international affairs is growing, the Chinese government is becoming more active and more influential in the United Nations (UN). This is likely to have – or, in the eyes of some, already has – a significant impact on the UN’s (future) functioning. Growing Chinese influence is important for all UN members, and particularly so for Western countries, including the Netherlands, which strives to maintain and strengthen the international legal order as a principal foreign policy aim. This report by Maaike Okano-Heijmans and Frans-Paul van der Putten, with contributions from Etienne Béchard, Louise van Schaik and Vishwesh Sundar, aims to provide a better understanding of the process currently underway. It does so, first, by analysing how and in which direction China’s involvement in the UN is evolving. Next, the discussion turns to the question of how China’s growing involvement is relevant to the setting and the developing of norms and standards within the UN. Finally, the authors explore where European countries and China have common interests, and where their interests are conflicting through presenting three case studies in three thematic areas, namely human rights, development finance and climate change.

Abstract:
This paper provides a brief overview of current developments relevant to Sino-U.S. security relations, and to China's involvement in regional security issues, in East and South-East Asia. The most fundamental challenge with regard to regional stability is how the roles of China and the United States in the Asia Pacific can be reconciled. While the U.S. is concerned that a rising China will eventually push American influence out of East and South-East Asia, China in turn fears that the U.S. will try to retain its leadership role by exploiting and amplifying tensions between the Chinese and their neighbours. Currently the Sino-U.S. rivalry is threatening unity within ASEAN, which poses an immediate risk for regional stability. A substantial improvement in regional stability – whether in South-East or in East Asia – is unlikely unless the U.S. and China manage to stabilise their bilateral relationship. It is important for all interested parties, inside Asia but also outside (including in Europe), to contribute to a move away from a scenario in which regional stability continues to deteriorate, and in the direction of a scenario that involves a cooperative arrangement between China and the U.S. in a stable multilateral setting.
