Abstract:
With Palestinian Authority (PA) Prime Minister Ahmed Qurei (a.k.a. Abu Ala) rescinding his recent resignation without gaining any meaningful control over disparate security forces, PA Chairman Yasir Arafat can claim to have won the latest round in the power struggle taking place inside the West Bank and Gaza. Arafat's success is partly attributable to his ability to use a variety of methods to outmaneuver his opponents, as he has done in the past. In addition to intimidating foes and mollifying allies, Arafat has skillfully used his iconic status as a symbol of Palestinian nationalism to retain unquestioned political preeminence. Yet, the more Palestinians are able to distinguish between Arafat the symbol and Arafat the leader, the harder it will be for him to divert criticism.

Abstract:
Palestinian Authority (PA) chairman Yasir Arafat is facing a serious challenge to his authority, perhaps the most serious since he arrived in the territories from Tunis a decade ago this month. Yesterday, the Palestinian Legislative Council (PLC) voted by a 43-4 margin to accept the resignation of Prime Minister Ahmed Qurei (a.k.a. Abu Ala), who earlier this week warned he would quit due to the lack of reform in the PA and the lack of authority granted him to halt chaos in the West Bank and Gaza. In doing so, the PLC called for the formation of a new reform-oriented government, a move that could actually serve to strengthen Qurei's position in a power struggle with Arafat. The resignation marks the second time in ten months that a Palestinian prime minister has resigned due to complaints about lack of authority.

13. Whither the Sharon Coalition? Implications of the Latest Cabinet Vote on Gaza

On June 6, 2004, the Israeli cabinet authorized (by a 14-7 margin) preparations for a possible Israeli withdrawal from Gaza. The authorization called for a final decision to be made about the Gaza settlements by March 2005. In the meantime, Israeli national security advisor Maj. Gen. Giora Eiland is heading a ministerial panel to discuss different aspects of withdrawal. The cabinet vote has triggered changes in Prime Minister Ariel Sharon's government. On the eve of the vote, Sharon fired two ministers from the National Union Party (NU) for opposing the plan. That move led the staunchly pro-settler NU to withdraw entirely from Sharon's government, decreasing his coalition's 68-seat Knesset majority by 7 seats. Following the cabinet vote, a minister and a deputy minister from the pro-settler National Religious Party (NRP) resigned, and both have stated that they would individually leave Sharon's coalition as well. If they do so, Sharon would for the first time preside over a minority coalition of 59 in the 120-member Knesset.

Abstract:
Less than a year ago, Israeli prime minister Ariel Sharon rejected the idea of a unilateral pullback from Gaza, telling Labor Party leader Amram Mitzna that isolated settlements such as Netzarim were equal to Tel Aviv in his eyes. Last week, however, Sharon -- a leading architect of Israel's settlement movement -- declared his intention to authorize plans for a unilateral evacuation of at least seventeen of the twenty Israeli settlements in Gaza. Although some remain unsure whether the prime minister will follow through on this pledge, skepticism regarding Sharon's intentions should be balanced by other considerations.

15. The Seizure of Gaza-Bound Arms: Political Implications

Abstract:
Israeli naval commandos seized the Gaza-bound freighter Karine-A in the Red Sea last Thursday, exposing a cargo hold containing fifty tons of munitions. The seizure took place in international waters some 300 miles off of Israel's southern coast, between Sudan and Saudi Arabia. The ship's captain, Omar Akkawi, later participated in an interview with Reuters and several television networks invited by Israeli authorities to the prison where Akkawi was being held; in the interview, he named Adel Awadallah of the Palestinian Authority (PA) as head of the operation. Akkawi also identified himself as both a long-time member of Yasir Arafat's Fatah and a naval advisor to the PA's Ministry of Transport; the PA subsequently confirmed the latter fact. In front of the reporters, Akkawi disclosed his instructions to first collect arms at a specified point off of Iran's coast and then sail through the Red Sea and Suez Canal to the Mediterranean. He also confirmed that one of the men who helped load the arms onto his ship was a member of the Iranian-backed Hizballah, and that one of his own crew members had been trained by the group.

Abstract:
The assassination of Israeli cabinet minister Rehavam Ze'evi today outside his hotel room in Jerusalem is unprecedented. With the Palestinian Front for the Liberation of Palestine (PFLP) taking responsibility, it marks the first time that an Israeli cabinet minister has been assassinated by a Palestinian since Israel was established. According to Israeli security officials, the assailants fled in the direction of Palestinian Authority (PA)controlled territory, that is, Ramallah. In front of the cameras, PFLP in Gaza immediately took responsibility, declaring that the assassination was in retaliation for Israel's killing on August 27 of PFLP leader Abu Ali Mustafa.

As violence rocked the West Bank and Gaza, Israeli prime minister Ehud Barak was scoring a significant parliamentary victory Monday. By a 56-48 margin, the Knesset approved transfer of three Palestinian villages on the outskirts of Jerusalem, including Abu Dis, from partial to full control by the Palestinian Authority (PA). An endorsement of Barak's peace process approach, the vote also stemmed a growing perception that the prime minister is hopelessly captive to the escalating, conflicting demands of recalcitrant coalition partners.
