Abstract:
In 2019, the Atlantic Council’s Global Energy Center and Adrienne Arsht Latin America Center began an effort in partnership with the United States Department of Energy to consider a fresh approach to energy in the Americas that is comprehensive in nature and targeted in its approach. Following a year-long period of engagements alongside six representative stakeholder countries participating, the resulting report: “A New US Energy Strategy for the Western Hemisphere,” was launched in March 2020 and will serve as the launch point for additional work by the Atlantic Council on energy and sustainability issues across the hemisphere.

Abstract:
U.S. foreign policy officials have embraced economic sanctions as a tool of choice for American foreign policy. Decisionmakers have deployed sanctions against strategic adversaries and national security threats ranging from Russia to non-state actors such as terrorist groups, drug cartels, and businesspeople who engage in corrupt activities. The appeal to both policy leaders and key constituent groups of the potent economic impacts of sanctions in several recent high-profile cases, particularly those of Iran, Russia, North Korea, and Venezuela, combined with broad bipartisan support for aggressive use of U.S. sanctions, suggests that the United States will favor this policy tool and be an active practitioner in the years ahead. This brief describes five of the most prominent and influential trends that could affect U.S. sanctions and other coercive economic measures in the future. The five trends are: (1) a shift toward more aggressive use of U.S. unilateral sanctions; (2) the growing role of Congress in enacting sanctions and managing their implementation; (3) an increased potential for unintended consequences as a result of growing complexity in sanctions; (4) accelerating efforts of foreign governments to insulate trade and payment channels from U.S. sanctions; and (5) new technological developments that may have the potential to both enhance and weaken the impact of U.S. sanctions in the years ahead.

Oil, gas, and renewable energy markets will face high levels of uncertainty and potentially extreme volatility under a Trump administration in 2017. Some of these uncertainties flow from questions about the new administration’s yet-undefined policies on energy production, trade, and climate policy. Others flow from the basket of national security risks that a new US President was destined to inherit. Yet it is Mr. Trump’s signaling of major shifts in US foreign policy priorities that may have the greatest near-term impact on energy supply and demand. The impact of these uncertainties, following two years of reduced oil and gas investment and low energy prices, may inhibit investment and sow the seeds of a potential oil and gas price shock by 2020, if not sooner.

Senator Lisa Murkowski (R-AK), Chairwoman of the Senate Energy and Natural Resource Committee, and Senator Mark Warner (D-VA), co-chaired the Atlantic Council Global Energy Center's US Energy Boom and National Security task force, which convened foreign policy, defense, and energy experts. The experts assessed how the United States can strengthen American leadership, advance international security, and promote global prosperity by leveraging necessary hydrocarbon export policies and deploying US prowess in energy innovation and technology to others. The task force report, Empowering America: How Energy Abundance Can Strengthen US Global Leadership, makes the case for a more robust energy strategy that capitalizes on US energy resources to advance our foreign policy and economic interests. It calls on US policymakers to repeal the crude oil export ban, ease the process of licensing for LNG exports, sustain research and investment in clean energy technology, support energy diplomacy and technical assistance abroad, advance North American energy integration efforts, and more. The report unequivocally concludes that, if properly utilized, American energy abundance will be an extremely valuable tool that favorably impacts global energy security, trade, and US foreign policy.

It has been nearly ten years since the launch of Petrocaribe, a program designed to win the political loyalty of the Caribbean states through generous credit subsidies to help import Venezuelan crude oil and products. Recipient states have grown dependent on high-cost, high-carbon fuels for power generation and Venezuelan credit to balance their budgets.

Abstract:
Together, the United States, Europe, and Russia can help to diversify the global energy supply by creating a Global Strategic Petroleum Reserve (GSPR) filled largely with oil from Russia and other states in the Caspian Basin. Such a move would mitigate U.S. and European dependence on Middle East oil and help to stabilize world oil prices. Other important beneficiaries of a GSPR would be the Asia-Pacific economies outside the OECD that currently lack strategic reserves. A GSPR offering access to China and other Asian economies would help anchor these states in an important, positive-sum arrangement that highlights shared energy security interests with Russia and the West. If managed responsibly, creating the GSPR will not antagonize OPEC countries, which themselves benefit from stable energy markets. Moreover, developing the GSPR will encourage the reform and modernization of Russian and other transition countries' energy economies and give real substance to collaboration on energy issues between Russia, the EU, and the U.S. If coupled with close collaboration on Caspian energy development, the creation of a GSPR would make U.S. and EU energy ties with Russia and its neighbors sources of substantial, long-term strength.
