Abstract:: Set against the backdrop of Russia’s war on Ukraine, the June 2022 Madrid NATO Summit set the tone for the next decade of the Alliance’s shared future. Allies made it clear that they consider Russia their most immediate and direct threat. Yet they also made headlines by addressing challenges emanating from the People’s Republic of China (PRC). Allies laid out actions to be taken across the diplomatic, economic, and military spheres. Now the Alliance must implement those responses. Beijing will be watching closely.

Abstract:: NATO’s Madrid Summit in June 2022 was potentially transformative. Allied leaders agreed to a fundamental shift in NATO’s deterrence and defense posture and to continue the fight against terrorism. They committed to long-term support for Ukraine, they invited Finland and Sweden to join the Alliance, and they unveiled a new NATO Strategic Concept. Alliance members must now translate words into deeds. They must move from deterrence by reinforcement to deterrence by denial. They must bolster their resilience to disruptive forces. They need to offer Ukraine, Georgia, Moldova and other partners what they need to defend themselves. They must address the China challenge. And they must rebalance transatlantic defense burdens by boosting European capabilities.

Abstract:: The NATO Alliance faces simultaneous dangers to its east, to its south, and from a series of security challenges unbounded by geography, at a time when disparate allied responses to a host of challenges are tearing the seams of European unity and American political figures have even questioned the need for NATO. Europe risks turning from an exporter of stability to an importer of instability. The vision of a Europe whole, free and at peace is challenged by a Europe fractured and anxious. The Alliance must be revitalized for the new world rising before us. An overarching Alliance strategy must rely on NATO’s ability to provide a full spectrum of deterrent and defense tools to provide collective defense for all of its members, together with an ability to project stability and resilience beyond its borders using an array of tools for crisis management.

Abstract:: Russia under Vladimir Putin has become a revisionist power seeking to undo the post-Cold War settlement, control its neighborhood, and disrupt Western influence. By annexing the eastern Ukrainian region of Crimea and waging war in other parts of the country, the Kremlin seeks not only to undermine Ukraine's sovereignty but the European security order. The comfortable verities of the ''post-Cold War era'' are a paradigm lost. The Soviet succession continues to rumble, and a new era has begun - more fluid, more turbulent, more open-ended.
