Abstract:
Liberal Leviathan is a monumental work of political science that will stand for many years as a canonical statement on a topic- U.S. foreign policy and the liberal international order-that has been, and will continue to be, on the short list of the large topics of international history and politics. The book masterfully draws on history, advances international relations theory, and illuminates foreign policy choices of the past, present, and future. It also makes important contributions to the general theory of international orders (the circumstances, forces, and processes that shape their rise and fall), and of how the liberal international order differs from previous international orders and from the orders advanced by its rivals in the course of its rise. Henceforth, no serious student of American foreign policy and of international theory will be able to proceed without engaging Ikenberry's powerful and carefully formulated arguments.

Abstract:
Over the past half-century—what is often called the “American century”—the United States enjoyed extraordinary success, growth, and influence. It was not only the pivotal “arsenal” in the defense of democracy but also the principal exemplar of democratic capitalism that held enormous appeal around the world. During this era, the United States was simultaneously locked in a geopolitical and ideological bipolar struggle with the Soviet Union and, within the free world community, acknowledged as the leader and defender of a broad community of democratic capitalist countries. Not surprisingly, therefore, the United States pursued a multifaceted grand strategy. It played the role of Cold War leader of a coalition in global great power rivalry. It was also the indispensable leader in building order and cooperation within the free world camp. At the same time, the United States often employed its immense influence to advance a universalistic program of human betterment centered on political democracy, market capitalism, free trade, human rights, national self-determination, and international law and organization.

Abstract:
Two recent articles in these pages -- "The Myth of the Autocratic Revival [1]" (January/February 2009) and "How Development Leads to Democracy [2]" (March/April 2009) -- have taken issue with my July/August 2007 essay, "The Return of Authoritarian Great Powers [3]." In the first, Daniel Deudney and G. John Ikenberry dispute my argument that the authoritarian capitalist great powers Germany and Japan were defeated in both world wars largely because of contingent factors rather than structural inefficiencies. As I have argued, these countries were too small in comparison to the United States. With respect to the challenge posed by China and Russia, Deudney and Ikenberry insist that developed nondemocratic capitalist societies will not be viable in the long run.

Abstract:
The end of the Cold War has triggered new debates about international relations theory. Most of the attention has been focused on explaining the end of the Cold War. Equally important, however, this epochal development raises new questions about the impact of forty years of East-West rivalry on the relations among the Western liberal democracies. This issue is not simply of passing historical interest because it bears on our expectations about the future trajectory of relations among the great powers in the West. Will the end of the Cold War lead to the decline of cooperative relations among the Western liberal democracies? Will major Western political institutions, such as NATO and the U.S.-Japanese alliance, fall apart? Will "semi-sovereign" Germany and Japan revert to traditional great power status? Will the United States return to its traditional isolationist posture? Our answers to these questions depend upon the sources of Western order: was the Cold War the primary cause of Western solidarity or does the West have a distinctive and robust political order that predated and paralleled the Cold War?
