The Australian Defence Force (ADF) is aggressively pursuing a diverse array of uncrewed air, surface, and undersea systems to address capability gaps in today’s force and exploit emerging opportunities in new technology. Thus far, these efforts have yielded a few programs that have transitioned into operational use, consisting predominantly of uncrewed air vehicles (UAV) that support intelligence, surveillance, and reconnaissance (ISR) operations. ADF concepts tend to constrain uncrewed system use cases by treating them as extensions of crewed platforms or units, such as the Royal Australia Air Force (RAAF) Ghost Bat program.1 These manned-unmanned teaming (MUM-T) concepts generally exploit the systems-level characteristics of uncrewed vehicles to provide crewed units with greater reach or persistence, as figure 1 summarizes. Because they do not carry human operators, strategists can consider even relatively expensive uncrewed vehicles attritable, and forces may lose these vehicles to combat or other exigencies with little regret.2 Uncrewed systems can operate for extended periods in severe environments or circumstances, such as space. And without human operators, uncrewed vehicles can be less expensive than their manned counterparts due to fewer requirements for life support, protection, live training, or multi-mission capability.

2. Campaigning to Dissuade: Applying Emerging Technologies to Engage and Succeed in the Information Age Security Competition

Abstract:
The People’s Republic of China (PRC) presents the United States with its most comprehensive economic and security rival since Great Britain during the nineteenth century. Starting in 2018, US defense strategies have highlighted the threat that the PRC poses to US allies, and successive presidential administrations and Congresses responded by increasing defense budgets to expand US military capability and capacity. Despite these efforts, numerous assessments now show that modernization of the People’s Liberation Army (PLA) has eroded—and in some missions overcome—US military superiority. Absent large and politically fraught increases in defense spending, continued expansion and improvement of today’s US force are unlikely to regain broad overmatch against the PLA in the Western Pacific. Instead, the United States will need new strategies and operational concepts to deter PRC aggression. Recognizing this imperative, the 2022 US National Defense Strategy (NDS) attempted to move in a different direction from its predecessors through two new lines of effort called “campaigning” and “integrated deterrence.” However, in unclassified documents and speeches by defense officials, both the essence of integrated deterrence and the mechanism of campaigning remain unclear. 1 Emerging technologies offer the US military a way to put these new concepts into action, sustaining its ability to prevent conflict and gaining an upper hand in the strategic competition with China despite the PLA’s “home team” advantages. The United States remains the world leader in operational and technological innovation, as evidenced by decades of advancements in networking and computing—marked recently by the rapid commercialization of artificial intelligence (AI). Building on the 2022 NDS, this report proposes a strategy for campaigning that would exploit information technologies to dissuade China from pursuing acts of aggression against allies such as Taiwan. The primary objective of the proposed campaigning model is to shape PRC government decision-making, especially that of the PRC military, in ways that are conducive to long-term regional stability and prosperity. A whole-of-government effort like that implied by the 2022 NDS would be the most effective form of campaigning because it could exploit the PRC government’s numerous vulnerabilities, from its appalling record on human rights to its loss of economic momentum and its growing demographic challenges. However, this report focuses on actions the US military can take by itself or with allied militaries to dissuade future PRC aggression. In the proposed approach, campaigning is an ongoing sequence of probing, signaling, adapting, and acting by the US military and intelligence community, coupled with and informed by instrumentation of the information environment. In addition to demonstrating US resolve, campaigning should enable the US to estimate competitor habits, preferences, and fears. These estimates would guide future campaigning activities and inform US force planners regarding a competitor’s uncertainty and areas of concern. Armed with increasing insight about adversary beliefs, campaigning actions would aim to shape an opponent’s preferences and priorities away from violent paths to their goals and toward scenarios that are more aligned with US interests. In offering an approach to dissuasion, this report diverges from the strategy of deterring war primarily through threats of denial or punishment. This construct has dominated US defense strategy since the Soviet Union collapsed because conventional dominance enabled the US military to credibly stop or reverse an act of aggression and nuclear weapons provided the capability to impose existential punishment. Today, the PRC’s status as a peer competitor makes denial and punishment less credible. The US government will instead need to prevent conflict before it becomes imminent.

3. Unalone and Unafraid: A Plan for Integrating Uncrewed and Other Emerging Technologies into US Military Forces

During the Cold War, the United States Department of Defense (DoD) led global research and development (R&D) and in the process created what are now commonplace technologies, including the internet, precision weapons, and the global positioning system. However, since then the DoD has struggled to incorporate new advancements as initiatives to transform the force or implement a new offset strategy have failed to substantially change the US military’s design or capability development processes. In large part, the DoD’s adoption difficulties result from the center of technological innovation shifting from governments to the private sector, increasingly making the military a technology customer rather than a creator. This is the case with artificial intelligence (AI) and uncrewed systems, which are already upending long-standing approaches to modern warfare. The challenge of integrating these new technologies, many of which are commercially derived, therefore provides a good case study for how the DoD could reform its processes and organizations for innovation. To that end, this study evaluates how the US military could realize more timely development, deployment, and integration of relevant uncrewed systems, and illustrates its proposed methods using examples from the US Navy. The Navy and DoD will need the operational advantages that AI-enabled uncrewed vehicles could offer. Against a resident major power like the People’s Republic of China (PRC), the US military cannot continue to rely on its historical dominance to deter and defeat aggression. Instead, the DoD will need to attack the People’s Liberation Army (PLA) strategy of system destruction warfare by fielding a force that is less predictable, more adaptable, and increasingly resilient. Uncrewed systems could enable such an approach by unlocking the operational innovation of US servicemembers, who could—like their counterparts in Ukraine today—use uncrewed systems to grow the variety of tactics and effects chains that they can employ, which could undermine PLA planning and concepts and afford US forces the capacity to sustain a protracted conflict. The ability of uncrewed systems to provide resilience and adaptability depends on scale. A small fleet of vehicles cannot be simultaneously applied against multiple mission threads or effects chains and will lack the capacity to support extended operations. Uncrewed systems can enable scale by foregoing robust self-defense and focusing on a narrow set of functions to lower their cost and complexity. These limitations will require that uncrewed systems be combined with other uncrewed systems and crewed platforms in systems of systems (SoS), which could exacerbate the US military’s long-standing struggles to integrate forces between and within each service branch. Realizing the benefits of uncrewed systems will therefore demand that the DoD establish routinized processes for integrating new mission threads and SoS. Otherwise, the US military services will only be able to field individual uncrewed systems that replace crewed platforms in existing use cases. US military services are already attempting to improve their ability to integrate SoS through initiatives in experimentation, rapid acquisition, digital interoperability, and Joint All-Domain Command and Control (JADC2). However, as this report describes for the US Navy, these efforts tend to focus on long-term service objectives rather than near-term operational problems and use a top-down process of systems engineering to guide requirements for future capabilities. This traditional approach assumes that the US military has the time to develop new systems and retains a substantial technological edge over its rivals, but neither condition is likely to endure in the context of the US-PRC competition. To bring uncrewed systems into the force more quickly and gain the resulting operational advantages, the DoD will need to flip its traditional acquisition approach and adapt US military tactics or mission threads so they can integrate uncrewed systems that are available today. This bottom-up method of “mission integration” contrasts with the DoD’s predominant approach of systems engineering and reflects best practices emerging in commercial manufacturing or distribution, where the fastest and most effective way to assimilate robotics is to adjust the organization’s workflow as opposed to developing robots that replace humans in existing workflows.

4. One-Size-Fits-None: Overhauling JADC2 to Prioritize the Warfighter and Exploit Adversaries’ Weaknesses

Abstract:
Amazon founder Jeff Bezos famously attributes his company’s success to its customer obsession, which drove initiatives ranging from the creation of a cloud infrastructure and processing orders at unprecedented scale to establishing an entirely new logistics network that rapidly moves purchases to destinations. Amazon’s focus on shoppers is understandable, as it only makes about 1 percent of the merchandise it sells. Unlike a product-aligned business model like Apple’s, which seeks to anticipate or shape customer demand, Amazon’s bottom line depends on it being able to understand and respond to consumers better and faster than competitors. Given the urgent challenges China and Russia pose to US allies, the US Department of Defense (DoD) should adopt a fulfillment model like that of Amazon. Although analysts often treat the DoD as a single customer in a monopsonistic relationship with its thousands of suppliers across the defense industrial base, the DoD more closely resembles a market where military services, combat support agencies, and defense contractors collaborate to deliver capabilities to their ultimate customers—combatant commands such as US Indo-Pacific Command (INDOPACOM), US Strategic Command (STRATCOM), and US European Command (EUCOM). Viewing the DoD as a market rather than a customer suggests that services and agencies should focus their efforts on understanding and meeting combatant commanders’ needs. This would reverse the Pentagon’s longstanding practice, codified in the Joint Capabilities Integration and Development System (JCIDS), in which services and agencies predict future operational requirements and task government labs or contractors with developing solutions that will fill anticipated capability gaps. JCIDS harkens back to the 20th century’s industrial model of product development exemplified by Henry Ford, who famously said that purchasers of his Model-T could have it in any color they wanted, as long as it was black. The DoD’s customers are similarly disenfranchised. The US Joint Staff, which administers JCIDS and acts as the combatant commanders’ representative in Pentagon decision fora, lacks acquisition authorities and funding and thus can impact defense programs only by defining requirements for future systems. Because requirements are predictive, they attempt to capture the full range of use cases for a new product, leading JCIDS to produce comprehensive, generalized solutions rather than customized capabilities designed to meet combatant commanders’ operational challenges. The argument for military services “pushing” new systems to customers instead of letting end-users “pull” what they need centers on the perception that combatant commanders are focused on near-term capacity rather than next-generation capability. This assessment may have been valid in 2003 when JCIDS was first implemented. Emerging systems like the F-35 strike-fighter and DDG-1000 each took nearly two decades to reach fruition, and combatant commanders lacked the analytic processes and far-term perspective to determine what would be useful or feasible 10 to 20 years in the future. Moreover, the US military in 2003 was by far the world’s most capable force, and threats requiring substantially different US capabilities would take a decade or more to materialize. However, the assumptions underlying the DoD’s industrial model of capability development are no longer valid. INDOPACOM assesses that China could mount a successful invasion of Taiwan during the 2020s, and Russia continues to threaten imminent action against Ukraine and NATO’s eastern members. Combatant commanders’ perspectives on capability requirements should therefore be a top priority for services, agencies, and the defense industry. At the same time, in the commercial sector, computing, manufacturing, and materials technologies are delivering new products within months or several years rather than decades. New defense industrial base entrants that leverage commercial advancements and software-centric innovation could quickly provide relevant capabilities by responding directly to combatant commander’s current and emerging operational challenges. Unfortunately, the DoD’s pursuit of efficiency and centralized decision-making hinder the direct connections between combatant commander customers and commercial or government suppliers that foster innovation. The results will therefore continue to be one-size-fits-all solutions that take longer and are more expensive than concepts and capabilities tailored to meet specific needs. In addition to furthering the Pentagon’s well-documented problems delivering new systems and concepts on cost and schedule, universal solutions will be less likely to target the specific threats posed by such peer adversaries as China or Russia. Without restoring combatant commander customers to the center of the DoD’s capability development efforts, US forces will not be able to keep up with the challenges posed by peer adversaries like China or Russia and may even find themselves behind regional powers with geographic advantages and little to lose. The US military cannot afford another failed and ponderous attempt to “boil the ocean” with universal solutions and should take a page from Amazon by focusing on customer needs first.

US air and naval forces face contested environments over wider areas than ever before. Opponents fighting near their home territory can use long-range surface-to-surface missiles and air defense systems—enabled by a combination of commercial or military satellites and airborne sensors—to threaten US or allied airfields, ships, and aircraft thousands of miles away, as depicted in Figure 1.1 By showing they can slow or prevent US intervention in their regions, aggressors like the People’s Republic of China (PRC), Russia, and Iran hope they can convince neighbors to accept their demands for access, influence, or territory. And if coercion proves unsuccessful, these revisionist powers could employ long-range precision weapons as part of a military offensive to achieve their objectives. Although formidable, long-range weapon and sensor complexes like that of the PRC would not be impenetrable. For example, countermeasures and stealth capabilities could degrade the ability of enemy sensors to target and communicate the location of US ships or aircraft, and self-defense systems could prevent small attacks from being successful. As Figure 1 suggests, against the larger strikes likely to be mounted during war, US ships, aircraft, and bases could also be positioned farther from enemy missile batteries to shrink weapon salvos to within US units’ defensive capacities.3 However, reducing their detectability and attacking from longer ranges would reduce the number and intensity of effects US ships or aircraft could generate. Consequently, adversary leaders may have greater confidence in their ability to win a war on acceptable terms.

7. Software Defines Tactics: Structuring Military Software Acquisitions for Adaptability and Advantage in a Competitive Era

You would not be reading this if you did not realize that it is important for the Department of Defense (DoD) to get software right. There are two sides to the coin of ubiquitous software for military systems. On one side lies untold headaches—new cyber vulnerabilities in our weapons and supporting systems, long development delays and cost overruns, endless upgrade requirements for software libraries and underlying infrastructure, challenges in modernizing legacy systems, and unexpected and undesirable bugs that emerge even after successful operational testing and evaluation. On the other side lies a vast potential for future capability, with surprising new military capabilities deployed to aircraft during and between sorties, seamless collaboration between military systems from different services and domains, and rich data exchange between allies and partners in pursuit of military goals. This report offers advice to help maximize the benefits and minimize the liabilities of the software-based aspects of acquisition, largely through structuring acquisition to enable rapid changes across diverse software forms. This report features a narrower focus and more technical depth than typical policy analysis. We believe this detail is necessary to achieve our objectives and reach our target audience. We intend this to be a useful handbook for the DoD acquisition community and, in particular, the program executive officers (PEOs)1 and program managers as they navigate a complex landscape under great pressure to deliver capability in an environment of strategic competition. All of the 83 major defense acquisition programs and the many smaller acquisition category II and III efforts that make up the other 65 percent of defense investment scattered across the 3,112 program, project, and activity (PPA) line items found in the president’s budget request now include some software activity by our accounting.2 We would be thrilled if a larger community—contracting officers, industry executives, academics, engineers and programmers, policy analysts, legislators, staff, and operational military service members—also gleaned insight from this document. But we know that some terms may come across as jargon and that not everyone is familiar with the names of common software development tools or methods. We encourage them to read this nonetheless and are confident that the core principles and insights we present are still accessible to a broader audience.

8. Advancing Decision-Centric Warfare: Gaining Advantage Through Force Design and Mission Integration

Advancements in digital communication and virtualization are creating opportunities and challenges for integrating military capabilities similar to those associated with the emerging Internet of Things. Contemporary discussion in the Department of Defense (DoD) frames the military use case for integration as multi-domain operations, in which capabilities from different services and operating environments are combined to achieve a common objective. However, this paradigm merely perpetuates long-standing approaches to joint operations and misses the fundamental shift underway toward the centrality of information and decision-making in warfare. Attrition is receding as a mechanism to achieve national security objectives as computing and communication innovations enable military forces to gain a decision-making advantage through capability arrangement and orchestration that improves their own adaptability and creates uncertainty for opponents. To exploit this emerging opportunity, commanders in the field will need the ability to identify and implement new force combinations, communications paths, and courses of action. This report describes a new model for joint force design and integration, where elements of military capability are able to be composed and tailored to the needs of specific operational challenges close to the time of use. Combined with appropriate command and control processes and systems, this model of mission integration has the potential to provide military advantage against capable adversaries through the surprise generated from force composition and recombination. Mission integration could also reduce the cost of operations and modernization by enabling aggregation of less-expensive weapons systems to realize capabilities provided today by large multimission platforms or formations. However, institutional challenges will hinder implementation of mission integration. The plodding, supply-side processes of the Department of Defense are built on predictability and homogeneity of forces, in which weapon system performance and quantity are critical parameters. Supply-focused capability development and integration worked when the US military was broadly superior to its potential opponents following the Cold War. Today, US forces face peer competitors and must adopt more agile approaches to deliver and deploy capabilities. In addition to supply-side improvements in interoperability and decision-support tools to recompose forces, achieving mission-tailored adaptability will require demand-side customization of military capabilities such as radio waveforms, sensor packages, decision aids, warhead characteristics, or electromagnetic warfare algorithms to address evolving threats. Unfortunately, the Pentagon’s centralized industrial base and forecast-centric requirements and budgeting processes do not afford the flexibility to deliver this kind of heterogeneity at scale. This study uses an operational challenge vignette to describe a plausible pathway to implement mission integration that illustrates how clever and sustained force recomposition could fundamentally alter an adversary’s strategic calculus without developing a new weapon system. The vignette and associated analysis highlight specific recommendations for the Department of Defense to fund and explore the concept of mission integration, and to take an evolutionary approach to modernizing its institutional processes to exploit the opportunities afforded by changing technology and the emerging character of warfare.

9. Regaining the Digital Advantage: A Demand-Focused Strategy for US Microelectronics Competitiveness

Microprocessors are a critical element of US national infrastructure and manage the country’s energy grids, transportation systems, and telecommunications networks. Without a reliable supply of computer chips and microelectronic components, most US economic and societal activity would grind to a halt. The semiconductor manufacturing process is largely concentrated in East Asia, where manufacturers could be subjected to pressure or coercion by the People’s Republic of China. The semiconductor supply chain, and its inherent resilience and security, could be strengthened by US government investment to bring more steps of the microelectronics production and assembly process onto US shores. To guide government policies, this study proposes a four-factor framework measured from the perspective of the US microelectronics customers and industry. These factors include: resilience of continued microelectronics supplies to the US market; assurance that US microelectronics reflect their intended design and are free of security vulnerabilities; the ability of the US microelectronics industry to meet current microelectronics demand, which shapes the ecosystem; and the value added from US firms, which supports future demand.

10. Competing in Time: Ensuring Capability Advantage and Mission Success through Adaptable Resource Allocation

The keystone of the Department of Defense’s institutional architecture is not acquisition, but rather the budgeting process. This governs its ability to allocate funding to achieve national security objectives, links together requirements and purchasing, sets the calendar of the department, controls changes to investment priority, and serves as the mechanism for Congress to exercise its constitutionally granted appropriations powers. While there have been dozens of acquisition reform efforts, the budgeting process has been nearly untouched since 1961. Bureaucratic resource allocation processes—especially planning, budgeting, and appropriations—are a critical engine for maintaining an edge in a long-term military competition. In the 1950s, this realization was mechanized by the US, when fast-paced military developments with shifting directions were used to drive cost into ponderous Soviet planning processes. Ultimately, Soviet strategists also recognized that agility in resource allocation would ultimately determine the outcome of competition given a sufficiently long horizon. The Department of Defense (DoD) allocates resources through the Planning, Programming, Budget, and Execution (PPBE) system. PPBE is the scheme by which DoD sets its own plans and priorities and also how it asks Congress to approve its spending and provide oversight (often by verifying actual execution against predicted schedule and performance). The history of the PPBE dates to 1961 and is based on period industrial planning concepts. The PPBE’s inflexibility increases the difficulty of rapidly shifting funding to emergent innovations that appear promising, as new programs must typically wait more than two years to be included in the budget. Additionally, the PPBE encodes divisions between research, production, and operations activities that stymy iterative or feedback-based development. A common theme across core DoD processes including the PPBE is an emphasis on long-term prediction of future needs and an attempt to optimize high-performance weapons against projected requirements. When these conditions are not met (whether from shifting technology or shifting adversaries), these processes may not yield optimal, relevant, or militarily effective results. Historical analysis of innovation time cycles—the time measured from the origin of a new concept for military capability until its initial fielding—indicates the cycles were shorter prior to the implementation of the triad of McNamara-era processes, commonly with an average time around five years for both ships and aircraft, and have grown steadily since. Emerging technologies, especially information technologies, are central to future conflict and are largely commercial and globalized. The defense acquisition process and legacy defense industrial base approach struggle to accommodate timely adoption of these technologies, as evidenced by lengthy modern time cycles (more than ten years) for development and fielding of new-start weapon systems. China may have an edge in its resource allocation process, although this topic merits further investigation. Evidence includes their ability to develop and field twenty-five new unmanned aircraft systems from 2010 to 2020, including stealthy carrier-based unmanned systems. Efforts to improve adaptability that focus on acquisition milestones have been only partially successful. Analysis of the chained and linear components of the modern military capability development and fielding process suggests that it is difficult to create a competitive, adaptable resource allocation scheme without revisiting the PPBE and key decision processes that govern the ability to make rapid, early investments in new operational capability or concepts. Incoming administration leadership, military leaders, and Congressional leaders need to revisit institutional structure and the budgeting process recognizing the central role of time in driving innovation, adaptability, and resilience. It is not yet too late to favorably shape the trajectory of long-term military competition with China, but the only hope of an upper hand rests on agility and initiative.
