Abstract:
In recent years, accelerating geopolitical tensions, economic disruptions, and climate-related disasters have elevated resilience and economic security to the forefront of both global and European policy agendas. In response, strategies such as de-risking have driven substantial investments in redundancy, new trade corridors, and expanded infrastructure – including railway lines, highways, ports, electricity grids, pipelines, and undersea digital cables. This infrastructure forms the backbone of the global economy. It is not only crucial for maintaining competitiveness and supporting growth but also plays a central role in enabling the energy and digital transitions. As such, protecting these systems from hostile actions or third-party interference has become an urgent priority. At the same time, the long-standing trade-off between efficiency and security has grown more pronounced amid increasingly strained international relations. Both governments and private sector actors are now more willing to absorb higher costs in order to enhance the resilience of supply chains and connectivity networks. Against this backdrop, a new paradigm is emerging - one that raises two critical questions: Where will the balance ultimately settle between economic efficiency and security/resilience? And what investment priorities will shape the future of transport, energy, and digital connectivity infrastructure?

International cooperation is paramount for building global connectivity and resilient logistic systems. Geopolitical shifts and climate change pose challenges that could disrupt the effective functioning of logistics. This underscores the need for policymakers and operators to implement mitigation measures that also enhance the security of supplies. Amidst global turmoil, diversification and redundancy of transportation systems and modes are crucial, with the security of supplies serving as the backbone for the smooth functioning of the global economy. In a geopolitically charged context, the challenges of the digital and green transition remain at the forefront. How can the resilience of value chains be increased in the face of geopolitical factors, while simultaneously navigating the dual transition? How can logistics adapt to and benefit from the new international wave of potentially protectionist industrial policies? How can risks be reduced, and what are the strategies for Europe, Italy, and the involved enterprises?

Sustainability and climate-resilience imperatives, new geopolitical headwinds, technology and connectivity issues, as well as the ongoing reconfiguration of global value chains, all call for a rethink in how infrastructure is designed, built and maintained. In today’s tumultuous and fast-changing times, digitalisation and technology are game changers in a wide range of sectors and have a tremendous impact on infrastructure. Roads, railways, electricity grids, aviation, and maritime transport are deeply affected by the digital and technological transition, with gains in terms of competitiveness, cost-reduction, and safety. Digitalisation is also a key tool for fostering global commitment towards sustainability, but the race for digital infrastructure is also a geopolitical one. As the world’s largest economies are starting to adopt competitive strategies, a level playing field appears far from being agreed upon. Why are digitalisation and technology the core domains of global geopolitical competition? How are they changing the way infrastructure is built, operated, and maintained? To what extent will road, rail, air, and maritime transport change by virtue of digitalisation, artificial intelligence, and the Internet of Things? Abstract:
In the aftermath of the pandemic, global demand for infrastructure is booming. National plans around the world show that infrastructure is likely to provide the backbone for a resurgence in public expenditure, and to support growth in economies badly hit by the pandemic. As all the biggest powers and blocs (the EU, the US, China, and Japan) have recently announced their plans for climate or carbon neutrality, the room and need for green and sustainable infrastucture are greatly expanding. Decarbonisation and digitalisation will be underpinning this latest investment drive in infrastructure, with sustainability and ESG principles at its core. However, infrastructure expenditure will not come without risk: after the pandemic, the world will be left with the highest levels of public and private debt since World War II, and the sustainability of key investment decisions must be carefully evaluated. How to foster quality and sustainable infrastructure investment? What role for the private sector? What future for sustainable mobility? What kind of policies will countries adopt to reach carbon neutrality?

In a world on the brink of a global recession caused by COVID-19, the Infrastructure efforts of today and tomorrow are more crucial than ever. They are an indispensable countercyclical tool to mitigate the negative effects of the economic paralysis. But they also constitute a pivotal component of a country’s development and competitiveness in the long term. That is why infrastructure will continue to play a critical role even when the pandemic crisis has been tamed. Rapid demographic growth, increasing urbanization, especially in developing countries, coupled with the mounting climate change are challenges that won’t disappear with the virus. These significant challenges will come with equally difficult questions. How to cope with these long-term trends? How to finance the increasing need of infrastructure? Abstract:
This study is an initiative of the ISPI’s Centre on Infrastructure, promoted with the knowledge partnership of McKinsey & Company. It analyses the importance of economic infrastructure and how to finance and develop it. Economic infrastructure is the backbone that, in many cases, crosses the borders of political geo- graphy and defines the space supporting the movement of goods, services, people and their ideas. The eight articles of this study are structured into four main sections: 1) The economic impact of infra- structure, with a focus on the transportation network of the EU; 2) The geopolitical role of infrastructure; 3) The infrastructure gap at the global level and how to ease its financing; 4) The efficient development of infrastructure.
