Abstract:
The Kurds of Iraq have been patiently waiting for the right time to secede from the troubled state. Monday's referendum turnout was high and the result was clear: 92 per cent are overwhelmingly in favour of independence. While many Kurds felt the time was right to have a referendum on the question of independence, it is the worst time for all regional stakeholders and the Kurds may have made it more difficult for themselves to realize their national dream.

Abstract:
Securing CBI has become best practice in global governance. Both the political and economic literatures suggest that CBI facilitates price stability, promotes transparency to citizens and provides accountability toward the public good. CBI is also credited with protecting the economic and financial system from the trappings of regulatory capture. In addition, a number of scholars have argued that CBI is correlated with positive policy outcomes, including balanced long- term economic growth, stable financial markets and a reduced likelihood of publicly funded financial institution bailouts. Moreover, some have suggested that CBI is important for fostering a healthy liberal democracy. As global markets have become increasingly integrated and interdependent, securing CBI is also considered a domestic, regional and global public good.

Abstract:
In response to the Arab uprisings in Egypt, Morocco and Tunisia, the IMF has changed its perspective on the social outcomes of its economic policy advice. The Fund now explicitly advocates inclusive growth, reduced inequality and increased attention to, and spending on, health and education services. Although this is a welcome transition, there is still room for improvement. In particular, the Fund could strengthen its commitment to the social dimensions of public policy by delivering more specific, tangible policy advice for countries to achieve inclusive growth, reduce inequality and improve health and education outcomes. More diverse expertise, achieved through wider recruitment of staff, would help the IMF achieve these goals.

It argues that a central bank's organizational structure and culture facilitate the effective implementation of governance practices that have been enacted by law or in a strategic plan, with specific reference to central bank independence, communication, transparency, professionalization, technical excellence and reputation risk management.

Abstract:
It is increasingly obvious that Qatar is playing above its weight in the international role. There is no one script that defines Qatar's diplomatic role. It is best seen as a maverick, willing to work with the US as well as Hamas, Hezbollah and Iran. It operates a complex form of public diplomacy via Al-Jazeera and other high profile initiatives at the same time as it mediates behind the scenes with Israel and Lebanon. Qatar's role as a unique hybrid diplomatic actor is reinforced by the enthusiastic support it displayed towards the revolutions in Tunisia, Egypt and Libya, including operational support for the UN Security Resolution to place a no-fly zone with respect to the Qaddafi's regime, while being more circumspect on the uprising in Bahrain. Such an extensive, unconventional and differentiated approach creates risks as well as opportunities. Yet, through a combination of resources and vision, it is skilled resilience not vulnerability that defines Qatar.

Abstract:
Top policymakers worry today that the International Monetary Fund (IMF) risks 'slipping into obscurity'. What explains the IMF's declining influence? Two significant developments have been the declining demand for IMF loans from middle-income borrowers, and the emergence of a more critical view towards the institution from US policymakers in recent years. In this new political context, a range of reform proposals has been put forward by Fund management, key shareholders, and the concerned policy community with the goal of restoring and preserving the IMF's significance. Advocates of change have focused particular attention on the need for process-oriented reforms that would change the nature of IMF governance as a means of restoring its legitimacy among many member governments. Also prominent have been more outcome-oriented reforms that propose various changes in IMF activities and performance. Are-invigorated IMF is unlikely to emerge from the current situation without the implementation of governance-related reforms.
