- The United States intervened in Syria’s civil war in two ways: (1) anti-Assad efforts—through aid to rebels to help foster regime change and with airpower, troops and support to a militia—and (2) anti-ISIS efforts—through aid to the Syrian Democratic Forces (SDF) to destroy the Islamic State’s territorial caliphate. The first mission was an ill-considered failure, the second a success.

- The war in Afghanistan—now America’s longest at nearly 18 years—quickly achieved its initial aims: (1) to destroy the Al-Qaeda terrorist organization and (2) to punish the Taliban government that gave it haven. However, Washington extended the mission to a long and futile effort of building up the Afghan state to defeat the subsequent Taliban insurgency.

- Abstract:
- In making their case for maintaining the United States' policy of "deep engagement," Stephen Brooks, John Ikenberry, and William Wohlforth stress that the U.S. security commitment to states in Europe, the Middle East, and East Asia, together with the formidable specter of American preponderance, stifles regional rivalries and hinders the resurgence of a dangerous era of multipolar power politics. The authors contend that a policy of U.S. retrenchment could spark the "return of insecurity and conflict among Eurasian powers," whereas a continuing policy of deep engagement, by "supplying re- assurance, deterrence, and active management . lowers security competition in the world's key regions, thereby preventing the emergence of a hothouse atmosphere for growing new military capabilities." In short, they suggest, deep engagement reduces the chances of a major Eurasian war; a new strategy of retrenchment would increase them.

- The United States needs a defense budget worthy of its name, one that protects Americans rather than wasting vast sums embroiling us in controversies remote from our interests. This paper outlines such a defense strategy and the substantial cuts in military spending that it allows. That strategy discourages the occupation of failing states and indefinite commitments to defend healthy ones. With fewer missions, the military can shrink its force structure—reducing personnel, the weapons and vehicles procured for them, and operational costs. The resulting force would be more elite, less strained, and far less expensive. By avoiding needless military conflict and protecting our prosperity, these changes would make Americans more secure.

- Foreign policy experts and policy analysts are misreading the lessons of Iraq. The emerging conventional wisdom holds that success could have been achieved in Iraq with more troops, more cooperation among U.S. government agencies, and better counterinsurgency doctrine. To analysts who share these views, Iraq is not an example of what not to do but of how not to do it. Their policy proposals aim to reform the national security bureaucracy so that we will get it right the next time.
