Abstract:
Global cybersecurity regulation is fragmented, inefficient, and often ineffective. More than 60 countries are implementing an array of legal frameworks, making it difficult to regulate cyber practices across borders. Costly on many levels, inconsistent regulations and varying compliance standards allow bad actors to seek out gaps in the system and facilitate attacks that span geographies. With the current amplification and intensity of cyber threats, government and industry need to share tactics, techniques, and procedures with each other as well as with partner nations. If the field doesn’t achieve a higher degree of harmony in the global regulatory landscape, multiple dimensions will remain inefficient and costly: operations, risk management, research and development, and more. In A Security Symphony, Aspen Digital’s Global Cybersecurity Group calls for establishing regulatory harmonization principles, with a focus on collaboration and standardization. The principles span the core categories of interoperability and transparency, market competition, and mutual recognition frameworks. The paper also demonstrates the real-life harms of lacking coordination as well as the benefits of harmonized models through case studies on the 2016 dismantling of the “Avalanche” network and the Factor Analysis of Information Risk (FAIR). A collective of cybersecurity experts committed to democracy and freedom online, the Global Cybersecurity Group is uniquely positioned to offer cross-border guidance to their peers and like-minded nations.

2. The Cyber Defense Assistance Imperative – Lessons from Ukraine

Abstract:
Russia’s further invasion of Ukraine in February 2022 was a watershed moment, and unique in that a major nation-state had engaged in coordinated, convergent digital and physical attacks in an effort to conquer a neighboring country. Leaders will draw lessons from this conflict for years, but one is already clear: the ability to deliver cyber defense assistance must be a key national security capability. Informed by the ongoing work of a variety of organizations providing operational cyber support to Ukrainian institutions through the Cyber Defense Assistance Collaborative, this paper seeks to define cyber defense assistance, outline its primary component parts, and identify key lessons learned that can help inform how such assistance can be provided in future geopolitical conflicts. It also makes the case that an effective national security toolkit requires the ability to deliver cyber defense assistance to allies.

Abstract:
For over 60 years the United States has enjoyed unfettered access to space, which has allowed the U.S. to develop high-end military capabilities and, more recently, a burgeoning commercial space industry. As U.S.-led activity in space expands beyond its government-led roots to the commercial sector, new challenges have emerged, centered on the regulation and organization of U.S. efforts. Tied to this swiftly evolving space landscape, U.S. national and economic security are now inextricably intertwined and depend on the security, resilience, and sustainability of all U.S. space systems. In recognition of the space domain’s importance to national and economic security, and the challenges of the changing landscape, MITRE and Aspen Digital, a program of the Aspen Institute, partnered to host a series of cross-sector space stakeholder sessions focused on securing space and maintaining U.S. technological advantage. Participants included industry, government, academia, non-profits, and federally funded research and development centers. The stakeholder sessions identified three overarching challenges, to which this report makes corresponding recommendations.

Abstract:
Misuse of personal information, manipulation of platforms to influence elections, and failure to extend broadband to underserved areas are a few of the problems facing governments at all levels. Increasingly, policymakers are taking up the challenge of shaping legal solutions to these problems, only to find they lack both the tools and technical expertise to regulate wisely, meaningfully and efficiently. Given the current technological environment, what goals are appropriate to assure that emerging technologies are used to benefit the populace and do not harm society? Participants of the 34th Aspen Institute Conference on Communications Policy, which took place in Aspen, Colorado in August 2019, examined regulatory frameworks that can provide a successful model for future problems as they inevitably appear. The report of the Conference explores approaches to impede harms from digital and network technologies that address user protection, promote consumer choice and competition, and foster access to essential services.

Abstract:
For all of the gains that artificial intelligent (AI) systems allow, society is only now beginning to orient itself to the tremendous ethical and political issues emerging as a result of AI’s prevalence in our society. For example, recent critiques of facial recognition software bring to light issues of algorithmic bias, data irregularities, human rights violations, and government surveillance. In response, various principles and values-based governance models are furiously being developed to direct the future of AI design. The report of the 2020 Aspen Institute Roundtable on Artificial Intelligence explored the intersection of human intimacy and artificial intelligence, investigating how different human-machine relationships may affect the development of human behavior and emotions.
