Abstract:
India's Prime Minister, Manmohan Singh, will come to Washington on November 24, 2009, for the first state visit hosted by President Barack Obama. This event will be widely viewed as evidence of the importance attached to maintaining the upward trajectory in U.S.–Indian relations. By all accounts, the two leaders have already established a good working relationship—something skeptics feared was impossible given the prime minister's warm regard for President George W. Bush and the differences between Bush and Obama on many issues involving India. The global economic crisis, however, appears to have enhanced the personal collaboration between the two leaders, as many of Singh's ideas for stimulating the global revival have been backed by Obama in various forums, including most recently at the Group of Twenty's summit in Pittsburgh.

Abstract:
The run-up to the announcement of President Obama's new "Af-Pak" strategy provoked a flurry of "new solutions" to the conflict. Promoting reconciliation with the Taliban is one idea that has reappeared—even in the administration's own White Paper on U.S. policy toward Afghanistan and Pakistan. While this notion would rightly have been considered ridiculous a few years ago, many in Europe and the United States obviously believe that stabilizing Afghanistan may require just that. In fact, it would be the worst approach at this time—and it is destined to fail so long as key Taliban constituents are convinced that military victory in Afghanistan is inevitable.

On June 24, 2003, at a Camp David meeting with his Pakistani guest, President George W. Bush declared that key al- Qaeda terrorists had been successfully neutralized thanks "to the effective border security measures and law enforcement cooperation throughout [Pakistan], and ... to the leadership of President Pervez Musharraf." Although Osama bin Laden was still at large, Bush nevertheless concluded that "the people reporting to him, the chief operators [of al-Qaeda], ... people like Khalid Sheik Mohammed, are no longer a threat to the United States or [to] Pakistan, for that matter."

Abstract:
The widely noted decision to resume F-16 sales to Pakistan and, even more, the largely ignored commitment to assist India's growth in power represent a new U.S. strategy toward South Asia. By expanding relations with both states in a differentiated way matched to their geostrategic weights, the Bush administration seeks to assist Pakistan in becoming a successful state while it enables India to secure a troublefree ascent to great-power status. These objectives will be pursued through a large economic and military assistance package to Islamabad and through three separate dialogues with New Delhi that will review various challenging issues such as civil nuclear cooperation, space, defense coproduction, regional and global security, and bilateral trade. This innovative approach to India and Pakistan is welcome—and long overdue in a strategic sense—but it is not without risks to the United States, its various regional relationships, and different international regimes.

Abstract:
During the 1990s the United States and its allies enjoyed a much sought-after period of prosperity and tranquility following the end of the Cold War. In hindsight, however, it is now apparent that Al Qaeda, a fiercely anti-American global terrorist network, was taking root in over sixty countries during this period, culminating in the devastating September 11 attacks on New York and Washington, D.C. The Bush administration, which had entered office determined to secure U.S. primacy amid the emergence of major power centers in Asia, such as China, soon found itself forced to confront a worldwide Islamist insurgency. This study analyzes the relevance of terrorist groups as substatal actors in international politics, their influence on deeper dynamics of the international system, and the challenges facing the United States posed by transnational terrorist organizations. It argues that international terrorism, although currently salient, does not necessarily replace or even alter the traditional concerns of international politics, but rather subsists among them. On balance, the United States has managed these interlocking challenges with partial success, and needs to pay greater attention to pursuing the legitimacy and protecting the economic foundations of its power. Failing to do so, or waging a poorly defined “war against all,” carries the risk of far-reaching economic and political reverberations that may, in the not-too-distant future, enervate the United States, undermine its legitimacy as the sole superpower, and gradually erode continued American dominance in the world order.
