Abstract:
China is poised to become a major strategic rival to the United States. Whether or not Beijing intends to challenge Washington's primacy, its economic boom and growing national ambitions make competition inevitable. And as China rises, American power will diminish in relative terms, threatening the foundations of the U.S.-backed global order that has engendered unprecedented prosperity worldwide. To avoid this costly outcome, Washington needs a novel strategy to balance China without containing it.

Abstract:
China's rise constitutes the most serious geopolitical challenge facing the United States today. On current trends, China could–many say will–develop a national economy larger than that of the United States as early as the end of this decade, at least when measured in purchasing power parity terms. China's national ambitions too are clear: at the very least, Beijing seeks to recover the centrality it enjoyed in Asian geopolitics until the coming of colonialism. Its economic renaissance since the 1980s has now positioned it to play a major global role that was simply unimaginable some thirty years ago. With its extraordinary military modernization program, Beijing has also made tremendous strides toward holding at risk the United States' forward deployed and forward operating forces in the western Pacific, thereby raising the costs of implementing U.S. security guarantees to its partners in the region. Its unique characteristics–being a continental sized power, possessing a gigantic and technologically improving economy, having a strategically advantageous location, and rapidly acquiring formidable military capabilities-add up quickly to make China a consequential rival to the United States, even if it differs from previous challengers in character, aims, and ambitions.

As the two powers grow, they are bound to change the current international system—with profound implications for themselves, the United States, and the world. Abstract:
The United States and India share the fundamental objective of preserving an Asia that is peaceful, prosperous, and free. Without security, India's meteoric rise cannot continue. While New Delhi can manage Pakistan, its longtime regional adversary, it will have more difficulty confronting the challenges posed by a rising China. As a result, India will continue to depend on the United States to preserve order in Asia until it can protect its own interests there.

Abstract:
During the 1990s the United States and its allies enjoyed a much sought-after period of prosperity and tranquility following the end of the Cold War. In hindsight, however, it is now apparent that Al Qaeda, a fiercely anti-American global terrorist network, was taking root in over sixty countries during this period, culminating in the devastating September 11 attacks on New York and Washington, D.C. The Bush administration, which had entered office determined to secure U.S. primacy amid the emergence of major power centers in Asia, such as China, soon found itself forced to confront a worldwide Islamist insurgency. This study analyzes the relevance of terrorist groups as substatal actors in international politics, their influence on deeper dynamics of the international system, and the challenges facing the United States posed by transnational terrorist organizations. It argues that international terrorism, although currently salient, does not necessarily replace or even alter the traditional concerns of international politics, but rather subsists among them. On balance, the United States has managed these interlocking challenges with partial success, and needs to pay greater attention to pursuing the legitimacy and protecting the economic foundations of its power. Failing to do so, or waging a poorly defined “war against all,” carries the risk of far-reaching economic and political reverberations that may, in the not-too-distant future, enervate the United States, undermine its legitimacy as the sole superpower, and gradually erode continued American dominance in the world order.
