Abstract:: The Lord's Resistance Army (LRA) is one of Africa's most brutal militia forces. It has plagued Central Africa, particularly northern Uganda, for over two decades. The group's tactics provide textbook examples of war crimes and crimes against humanity. When attacking civilians, the LRA instills fear by selecting random individuals for brutal executions. Children are abducted to serve as porters, sex slaves, and new militia. In order to indoctrinate child soldiers, young abductees are routinely forced to kill their own family members and other children, or be murdered themselves. Anyone caught trying to escape from the LRA is summarily executed. By contrast with other African rebel groups, which occasionally adopt such brutal tactics, the LRA has conducted such atrocities on a systematic and prolonged basis.

Abstract:: The United States has a growing strategic interest in Africa at a time when the security landscape there is dominated by a wide range of irregular, nonstate threats. Militia factions and armed gangs are ubiquitous in the continent's civil wars, fighting both for and against African governments. Other security challenges include terrorism, drug trafficking, maritime threats such as piracy in the Indian Ocean, and oil bunkering in the Gulf of Guinea. Organized criminal activities, particularly kidnapping, human smuggling and trafficking in persons, weapons smuggling, and environmental and financial crimes, are increasingly brazen and destructive. These are not isolated phenomena. Rather, they create a vicious circle: Africa's irregular threat dynamics sustain black markets directly linked to state corruption, divert attention from democratization efforts, generate or fuel civil wars, drive state collapse, and create safe havens that allow terrorists and more criminals to operate

Abstract:: Somalia's Transitional Federal Government (TFG) was given a second lease on life in January 2009, after successful peace negotiations in Djibouti produced new TFG leadership and yielded substantial international backing. However, the TFG remains weak and has yet to develop new political alliances or military capabilities that provide traction against Islamist insurgent groups. The insurgents themselves—including al Shabab and Hizbul Islamia—are also weak and internally divided.

Abstract:: This article provides an overview of Africa's irregular, nonstate threats, followed by an analysis of their strategic implications for regional peace and stability, as well as the national security interests of the United States. After reviewing the elements of the emerging international consensus on how best to address these threats, the conclusion highlights a number of new and innovative tools that can be used to build political will on the continent to confront these security challenges. This article is intended as a background analysis for those who are new to the African continent, as well as a source of detailed information on emerging threats that receive too little public or policy-level attention.
