Abstract:
For the Journal’s 19th issue, we explore modern populism across the world. Richard Aidoo looks at the landscape of anti-Chinese populism in the context of Africa’s resource scramble, while Alexander B. Makulilo takes an in depth look at the siren song of populism in Tanzania. Marten Brienen and Carlos de la Torre hone in on populism in Latin America, exploring its early 21st Century evolution and its relationship with democracy respectively. Additionally, the Journal is proud to publish an interview with Ron Boquier and Raul Castillo, both of whom are active supporters of human rights in Venezuela, a county was a harbinger of recent global populist sentiment. Outgoing editor Joel Martinez speaks with Boquier and Castillo on the roles of the United Nations and United States in helping to advance democratic reform in the country.

Abstract:
Populism has always been a contested concept. However, its core message across definitions is simply in defense of the “common people” who are often regarded as marginalized. Hence, as a movement, it claims to seek for “inclusion.” In this regard, its core assumption is just doing away with elites and establishes a more direct democracy thereby reducing inequality and exclusion. As a leader, a populist is associated with “a strongly personalistic leadership style; outsiderism, or the claim that the new leader does not originate from among the existing political class; an anti-system, antiinstitutions and anti-organisations rhetoric, often targeting political parties and political corruption; a call for restoring ‘the power of the people.’” This indicates that an individual leader becomes the center of politics in a polity thereby undermining political institutions. This, in turn, suggests “decisionism” and lack of predictability in the political system. As such, a populist leader tends to free himself from any kind of institutional control hence promoting institutional decay. As such, populism is “anti-party, antielite, anti-establishment, anti-political.” Indeed, populists are hostile to the rich, to finance capital, and to big corporations.

3. Why the CCM is Still in Power in Tanzania? A Reply

Abstract:
In her article “Why the CCM won't lose”, Melanie O'Gorman claims to have found a puzzling dominance of the CCM in Tanzania. Using a survey conducted in 2008 amongst subsistence farmers, she notes that respondents tend to support the ruling party despite the rural neglect. This article questions the methodology and contests the key findings. It argues that the CCM's dominance is a function of the incomplete de - linking of the party from the state of the old authoritarian regime thereby suffocating political space not only for the opposition parties but also for the members of civil society in rural and urban areas. The electoral data from the 2005 and 2010 general elections indicate that the margin of votes across constitu encies for the CCM is in steady decline, thus challenging its dominance.

Abstract:
The legislature remains an important institution of democracy worldwide. It is the home of the elected representatives of the people and often largely responsible for law making, budgeting as well as overseeing the powers of the executive. In Africa, as elsewhere in the Third World, parliaments have had a checkered history. The executive arm of the government, more often than not, has monopolized political space, normally through excessive ruling party discipline, thereby undermining the powers of legislatures. Yet some countries in the region have experienced a history of military coups with the consequence of halting democratic practices and the functions of legislatures. Nigeria is one country in which military coups became the order of the day. With the restoration of democratic governance in Nigeria, the newly instituted legislature is a clear symbol that distinguishes democratic governance from the authoritarian past. Perspective on the Legislature in the Government of Nigeria is a much needed study to understand how this institution functions in a nascent democratic nation like Nigeria.

Abstract:
The Independent candidate question in Tanzania has, since 1992, remained a subject of debate among political parties, judiciary, parliament, executive, the attorney general's chamber, academics, civil societies, and election observers. The issue of this debate is whether or not independent candidates should be introduced in the electoral system. The ruling party and its government have been agains the independent candidates on the ground that it would jeopardize the entire electoral system. The purpose of this article is twofold. First is to present my rejoinder to the issues raised by Frank Mateng'e's article "Protesting the Independent Candidacy in Tanzania's Elections: A Bona Fide Cause?" concerning one of my earlier works about the independent candidate issue in Tanzania. Second, I engage the contribution of Mateng'e to the independent candidate debates. This entails also interrogating his concept of "de facto independent candidacy".

Abstract:
After the end of the Cold War imperialism in the form of neoliberalism exerts its hegemony over the entire world. Under what came to be known as the “Washington Consensus”, which emphasizes liberal democracy, market economy and foreign capital investments, the U.S sought to enhance and consolidate its access to cheap natural resources and raw materials from Latin America, thereby capitalizing its domination over the region. Challenging the neoliberal paradigm, the masses in Latin America developed a series of social movements to protest this form of foreign domination. In line with this move, contemporary scholarship in the region is preoccupied with theorizing and understanding the nature, development and impact of these social movements in emancipating the region. Merging theory and practices, Latin American Social Movements provides an in-depth and comprehensive analysis of social movements in the region. It traces the historical origins, evolution, strategies and implications of social movements and their resistance to neoliberal and global capitalism. And therefore, the book challenges the mainstream literature that focuses on “transition to democracy” and that views social movements as merely temporary resistance to authoritarianism and electoral politics that unseat repressive regimes.

7. "Join a party or I cannot elect you": The independent candidate question in Tanzania

Abstract:
Independent candidates are not allowed in Tanzania. This restriction has raised debate which dominates multipartism and its efficacy in the country. Since the inception of multipartism in 1992, there have been three major cases on independent candidates. In the first two cases, the High Court ruled in favour of independent candidate. However, in the third case, the Court of Appeal, while subscribing to the need of independent candidates, it nullified the previous judgments by the High Court on the ground that the court had no jurisdiction in declaring a constitutional provision to be unconstitutional; and that the independent candidate issue being political and not legal should be resolved by the parliament. I argue that the Court of Appeal failed to exercise its mandate in administering justice. I further argue that such failure is attributed to the fear by the justices from the ruling party and its government.
