Abstract:
India is racing against the clock in its fight against antimicrobial resistance. A combination of complex regulatory and procurement systems, a lack of health insurance penetration, and little groundwork on state and national action plans has stymied progress. A multi-fold approach is needed to improve access to, and innovation of next-generation antimicrobials and enhance stewardship practices. Improving access to the World Health Organization’s list of Watch and Reserve categories of antimicrobials through existing and new procurement channels, strengthening stewardship and diagnostic facilities in hospitals, and developing an environment conducive to antimicrobial research and development is key to achieving these goals.

Abstract:
On January 28, members of an international team led by the World Health Organization (WHO) concluded fourteen days of quarantine and began field work in Wuhan, China for a mission aimed at investigating the origins of the COVID-19 pandemic. As of the time of writing, the team had made visits to the Hubei Center for Disease Control and Prevention; the Wuhan Institute of Virology (WIV) and the Huanan Seafood Wholesale Market. State media also reported that the WHO team visited “an exhibition featuring Chinese people fighting the epidemic,” raising concerns that the trip could prove to be little more than a public relations move even as the origins of the coronavirus remain heavily politicized and uncertain (Global Times, January 31). Foreign experts have worried about whether the WHO investigation will be sufficiently transparent or if investigators will be allowed adequate access to key locations and scientific data (SCMP, January 27). Apart from a “terms of reference” report and a list of WHO members released in November, further details on the WHO team’s trip have not been released.

Abstract:
The report ‘Time to End Prohibition’ marks the 10th anniversary of the Global Commission on Drugs. Ten years after the establishment of the Global Commission, the taboo on drugs has been well and truly broken. In the last decade, there were impressive reforms around the world at national and sub-national levels. More and more countries are decriminalizing drug use, adopting innovative approaches based on public health, and legalizing formerly banned substances. Recognition is growing that prohibition has failed to achieve its goals while having a detrimental impact on our societies. At the same time, the international drug control regime, created sixty years ago and built around the idea of a ‘drug-free world’, remains in place. In this report, the Global Commission urges global leaders to review the international drug control conventions in order to build a serious, modern and responsible drug control framework based on science and evidence and centered on human rights. It also calls for a more prominent role of the World Health Organization in the scheduling of substances and in ensuring access to controlled essential medicines.

Abstract:
Digital Health holds enormous potential to improving access to health care services. It has been well documented that the African health sector is facing challenges in the delivery of high quality healthcare both in terms of development of high quality programs and also in increasing access to health care services. Despite decades of foreign assistance, few countries in the region are able to spend even the $34-$40 per person per year that the World Health Organization (WHO) considers the minimum necessary to provide a population with basic health care. In spite of the billions of dollars of international aid dispensed, an astonishing 50 percent of Sub-Saharan Africa’s total health expenditure is financed by out-of-pocket payments from its largely impoverished population. Interventions that aim at increasing access to high quality healthcare in a cost effective way have the potential to greatly transform the health sector. Digital healthcare technology stands out in the 21st century as a major game changer for the health sector and the African continent is well positioned to benefit greatly since technology can help tackle the rising burden of disease and major obstacles in infrastructure and the environment.

Abstract:
The reflections made in this writing, bring to discussion the importance of transnational law, in the face of the occurrence of the current pandemic. From this, considerations are made about the transnational law produced by the WHO against Covid-19. Also, an analysis is made of the central categories and their relationship with the prefix ‘trans-’ and transnational law. Subsequently, the WHO is discussed, its emergence and performance in the elaboration of a transnational legal framework to be considered when internalizing its guidelines by each Member State. In the context of final considerations, it is emphasized, in addition to the importance that should be attributed to transnational law that the work of the WHO, as a transnational actor, practices materialized acts such as transnational law, both in terms of guidance and in connection with public health matters. The methodology used was based on the inductive method, using the bibliographic research.

The fight against COVID-19 has been the greatest challenge the world has faced since the middle of last century. As countries have fought to control the disease, they have closed borders, quarantined their citizens, and shut down economies almost entirely. The ramifications will reverberate for years, if not decades, to come. In April 2020, the Lowy Institute published a digital feature in which twelve Institute experts examined the ways in which the COVID crisis would affect Australia, the region and the world. In this new feature, Lowy Institute experts provide policy recommendations for Australia to address issues that are critical to our nation’s — and the world’s — successful emergence from the pandemic. Countries have turned inwards in an attempt to fend off the threat of an infection that is oblivious to borders. Some have seen globalisation as the cause of the crisis, and have focused on solving problems without recourse to the international institutions of global security and prosperity, including the United Nations, the World Health Organization, and the G20. Yet global problems require international solutions. As the world emerges from the crisis, cooperation between nations will be more important than ever. Nation states cannot revive their economies purely through national solutions. They cannot address global threats, including the possibility of further pandemics, alone. Australia’s achievements in managing the COVID crisis have been exemplary. It has handled the health and economic emergency with great competence. But this is just the beginning of our crisis recovery. The challenges in our region, and the global problems that existed before COVID, have only been exacerbated by the pandemic. Australia has already done much to address the domestic economic and health issues from the COVID crisis. But to shape a prosperous and secure future, it will also need to work in cooperation with other nations, large and small, allies and partners, on a much broader array of international issues ranging from the economic disruption across the region, pressure from China on trade, and development challenges in the Pacific, to increasingly competitive relations between the United States and China, the weakening of the World Health Organization, and the declining utility of the G20.
