251. Women’s Voices from the Zimbabwean Diaspora: Migration and Change

Abstract:
The increasing feminization of Zimbabwean migration is part of an overall increase in migration from Zimbabwe since 1990 – primarily to destinations in South Africa and the UK, though Zimbabweans now live in countries throughout the world. There are currently three to four million Zimbabwean cross-border migrants, or about 25 percent of Zimbabwe’s total population of twelve million. Most Zimbabweans leaving the country in the last two decades have been forced to do so because of economic and political instability, and it is women who have experienced the most dramatic changes in patterns of migration. Based on interviews with twenty-three Zimbabwean women migrants, this study seeks to explain the dramatic increase in the number of women who have migrated to work outside of Zimbabwe, and the impact of women’s migration on family structures and gender roles.

It compares such participation with other Southern African jurisdictions and further explores the legal, institutional, economic, political, and cultural factors that influence such participation. Women in Botswana are poorly represented in decision making bodies such as parliament and cabinet where national socio-economic decisions are made and national priorities set.

Abstract:
This report focuses on the rising prosperity of the Islamic middle class since 2002 and the diversification of the religiosity concept within a pluralist structure in Turkey. Written by TESEV consultant Etyen Mahcupyan in February 2014, this report explains the importance of the rising middle class and the new generation of Anatolian entrepreneurs for the political and sociological transformation of Turkey. The findings of the surveys and focus groups are evaluated under four categories: 1) Political Institutions and Rights, 2) Family, Women, Sexuality, 3) Group Affiliations, Individualism, Tolerance, 4) Openions about Market Economy, Class Differences and Western World.

254. Analysis of the Status of Women in Burundi’s Political and Electoral Processes

Abstract:
Burundi is one of few countries in the world to have adopted a gender quota for its legislature in an effort to promote the inclusion and participation of women in the political process. As such, it presents an informative case study on the impact a gender quota can have as a catalyst for more progressive and inclusive governance. Given the International Foundation for Electoral System’s (IFES) commitment to gender equality and women’s participation in electoral processes and government, a thorough analysis demonstrating the effectiveness of quotas is a vital effort that aids IFES in supporting their use as a tool for democratic progress. As detailed in IFES’ Analysis of the Status of Women in Burundi’s Political and Electoral Processes, gender quotas in Burundi, which have their origin in the 2000 Arusha Peace and Reconciliation Agreement that marked the end of a long and bloody civil war and have been encoded in Burundi’s Constitution and Electoral Code, have led to significant increases in the number of women participating in government, which is an important initial step in ensuring meaningful participation of all members of society. Perhaps the greatest indicator of success of the gender quota policy in Burundi is the high rate of women’s representation in the legislature. In the 2010 elections, 31% of National Assembly members and 46% of senators were women. Most remarkable is the fact that provisions to ensure quota requirements, which are set at 30% minimum, did not have to be invoked in order to reach these figures. In contrast, the 30% quota was only reached after seats were added in the 2005 elections. Four years prior to that, before provisions ensuring a minimum of 30% of women’s representation in the legislature had been adopted, less than 20% of seats in both the National Assembly and the Senate were filled by women. This marked improvement from election to election is strong evidence for the efficacy of gender quotas in the Burundian context.

255. Congo: No Peace Without Women

Abstract:
On September 2012, a Congolese doctor stood before the world's leaders at the United Nations General Assembly and denounced the mass rapes of women and girls in the Democratic Republic of Congo (DRC), and the impunity enjoyed by those responsible. Dr. Mukwege said he was ashamed of the international community's failure to stop these atrocities. A month later, he was attacked in his residence in Bakavu, DRC, and was forced into exile. Dr. Mukwege, who was nominated for the Nobel Peace Prize in 2012 and in 2013, returned to the Congo earlier this year in January to resume his work at the Panzi Hospital. There, he treats victims of sexual violence in a country ripped apart by sixteen years of conflict. According to the UN, "Sexual violence in the Congo is the worst in the world." Around 500,000 women have been raped in the country since 1996. Dr. Mukwege shared his insights with the Journal about the Congolese crisis and the role of women in conflict.

Abstract:
In the recent socio-economic culture of Afghanistan, as in most countries since the industrial revolution’s introduction of the artificial division between production and reproduction, women’s participation in the labour economy, whether productive or reproductive, has been invisible and unaccounted for in much policy-making, planning and budgeting. In parallel, socio-cultural practices specific to Afghanistan—often an uncertain mix between the Shari’āh and the customary laws followed by different ethnicities and tribes—have adversely affected the living conditions of women and girls. As a consequence, women’s practical and strategic needs have not been addressed by consecutive regimes. In parallel, the discourse of women’s human rights has not permeated much of the more recent rhetoric around “gender empowerment” to materially and politically improve the lives of women and girls in Afghanistan.

257. Improving the Future of Maternal and Child Health in Sub-Saharan Africa by Investing in Adolescent Girls

Abstract:
The premise of this policy brief is simple: The most effective way to dramatically reduce maternal and child mortality in sub-Saharan Africa over the next decade is to invest in adolescent girls’ educational and economic opportunities today. The goals set forth by MDG 4 (decrease child mortality by two thirds) and MDG 5 (reduce maternal mortality ratio by 75%) are already unlikely to be reached by 2015. What is more, we will continue to fall short of these objectives over the next ten years if the developmental needs of adolescent girls continue to be neglected. Continued investment of resources to improve access to high quality health services, medical treatments, and technology development are necessary and important to reach these goals. But they are not sufficient as long as the root causes of poor maternal and child health outcomes remain unaddressed. Devoting resources to improving the social and economic opportunities of adolescent girls offers a proactive approach with multiple long-lasting effects on not only these girls directly, but also on their future families and communities. The profound effect of women’s education on child survival is well-established. Improvements in women’s education account for half of the decline in child mortality since 1970. Other equally impressive effects are less well-known. Girls who attend secondary school, for example, delay sexual debut, pregnancy, and marriage by several years, resulting in lower rates of sexually transmitted infections (STIs) and HIV, teen pregnancy, unsafe abortions, and single adolescent motherhood. Consequently, increasing girls’ schooling will make their pregnancy and motherhood experiences safer and reduce maternal mortality. Alleviating adolescents’ poverty and developing their income-generating skills will also offer girls alternatives to early motherhood and marriage and provide them and their families with the economic resources to improve their nutrition, sanitation, and utilization of health services.

258. Targeting the ‘Invisible’: Improving Entrepreneurship Opportunities for Informal Sector Women

In the wake of global economic downturn, policymakers in many developing countries are turning their gaze upon two things: private sector-led strategies for economic growth and women’s potential to contribute to this growth. As a consequence, female entrepreneurship has been an area of particular interest to policymakers, businesses, and non-governmental organizations, and many female-targeted policies and programs have been implemented, ranging from microfinance and subsidized loans to training and incubator programs. However, the focus on entrepreneurship as a development strategy conceptualizes entrepreneurship in a particular way—as opportunity entrepreneurship. Opportunity entrepreneurs can identify available opportunities and exploit them; they are often highly educated, have prior managerial experience, and have solid job alternatives with good salaries. They also have access to external capital and formal business networks, and operate in the formal sector of the economy. Opportunity entrepreneurs are more likely to have high-growth and high-tech businesses, but a large portion of entrepreneurship in the developing world— street vending, for example—does not fit into this category. Necessity entrepreneurs are driven to entrepreneurship for lack of other job options; they generally operate in the informal sector and lack legal protection, and their businesses do not facilitate upward mobility. The proliferation of necessity entrepreneurship in the developing world is associated with global trends of increasing informal and flexible employment over the last few decades, and it exacerbates gender inequality. Women are more likely than men to be engaged in vulnerable, informal employment across the globe, and even within the informal sector, the highest-paid jobs are primarily held by men, while the lowest-paid jobs are primarily held by women. In nearly all countries, women are more likely to be necessity entrepreneursthan men. However, most existing entrepreneurial programs target the formal sector and neglect the informal sector, disproportionately harming women. Many government-sponsored or private sector-led programs supporting female entrepreneurship focus on highly educated, middle- or upper-income women with prior entrepreneurial experience—a small minority of women. It can be challenging to design programs that effectively meet the needs of informal workers; although international organizations and non-governmental organizations are more likely to reach out to informal sector and rural women, these programs often focus on sustenance rather than business growth. There is no one-size-fits-all approach to designing female entrepreneurship programs for the informal sector. However, improving and tailoring such programs can establish a ladder between necessity and opportunity entrepreneurship, reduce gender inequalities, improve informal sector living conditions, and increase economic dynamism and informal-formal sector linkages in developing countries around the world.

259. South Sudan Women Face Human Rights Violations

A woman with her two-week-old baby was dragged out of her home at gun point in April at Hai-Mauna residential area over issues of domestic violence. In the process, Rose Mary Adare broke her finger as she was being flogged by the plainclothes, h armed men who were brought by the husband. “My husband has thrown me out of the house with my kids because he has a newly wedded wife. This has been his habit, chasing women out of the house, whenever he gets a new wife”, she said. As it started raining, the woman took off with her little baby and her two older children to a makeshift shelter that was just across what used to be her home. Michael Amule Joseph, Rose Adare's husband and the Commissioner General for the State Revenue Authority, drove off with the armed men, leaving onlookers wondering as to why a constitional post holder entrusted with a national responsibility had to drag the wife and the newly born baby out of the house at gun point. An eye witness says the arms scared the neigbours who intended to run to the rescue of the woman. “We wanted him to calm down so that we talk to both of them”, said a neighbour. Rose Adare had been married for a period of seven years, saying that the time has been hell on earth. “I tried complaining to my parents but they couldn’t help me out. When I approached Munuki Police station in order to help me, the police authorities advised me to settle the issues with relatives”. Lilian Riziq, the President and Chief Execitive Officer of South Sudan Women Empowerment Network, said it is unfortunate that South Sudan does not have family laws that protect women. They are always referred to the customary courts which are normally biased against the women, putting women on the wrong side in cases of domestic violence. A concerned citizen, who termed this a human rights violation, urged men not to behave inhumanely against their wives and children. “We are supposed to protect women but not to abuse them nor intemidate them when they say something. Why should armed men involve themselves into domestic issues? If the armed men have failed to maintain law and order, then, who will protect the civilians?” he asked.

Universal texts have the potential to provide findings for the reader from any perspective at any period of time. So does the written heritage of Early Romanticism. Nevertheless, to understand the spiritual awakening in the 18th century in Germany, an outline of a social and political environment as prerequisites is here given. Several “departures” led to the movement of the Early Romantics at the end of the century. In its center were women. Early Romanticism has always been a challenge for each existing social order, a social disruption, demanding the whole human being in all his and her possibilities. For in the history of reception of Romanticism, those of the late phase have been more easily comprehended. They are happy by nature, Catholic, and they can be categorized, while the Early Romantics usually are dismissed as “crazy” and “confused”.
