Abstract:
Increasingly, the armed forces and a vision of security as emphasizing hard rather than soft security have come to the fore in Moscow's national security policy process. Due to this institutionally-driven vision, Russia sees itself facing increasing military-political and strategic threats all along its frontiers. Recent Russian policies reflect that perception and Moscow's adaptation to it. We may think this threat perception to be misguided, even bizarrely misconceived, given our own beliefs about what American policy is and what its goals are. Nevertheless, the strongest forces in the Russian policy community have bought into that vision and have made policy accordingly.

212. The Global War on Terrorism: A Religious War?

Abstract:
The United States has been actively engaged in prosecuting the Global War on Terrorism (GWOT) since September 2001. However, after 5 years of national effort that has included the loss of over 3,000 service members in combat operations, many question whether the U.S. strategy is working, and whether the United States understands how to combat an enemy motivated by a radical revolutionary religious ideology. The author reviews the pertinent cultural history and background of Islam and then posits three root causes of this conflict: the lack of wealth-sharing in Islamic countries, resentment of Western exploitation of Islamic countries, and a U.S. credibility gap within the Islamic community. Following this discussion of root causes, this analysis compares the Ends, Ways and Means of the U.S. Strategy for Combating Terrorism with that of terrorist organizations such as al-Qai'da. The author concludes that the United States is not achieving its long-term strategic objectives in the GWOT. He then recommends that U.S. strategy focus on the root causes of Islamic hostility. Accordingly, the United States should combat radical Islam from within the Islamic community by consistently supporting the efforts of moderate Islamic nations to build democratic institutions that are acceptable in Islamic terms.

Abstract:
Since China has an interest in delivery systems of Weapons of Mass Destruction, and the main strategic capability available to the country is missile technology, China has a range of ballistic and cruise missile capabilities. China's technology export or proliferation of ballistic missile technology is of particular and serious concern. China has not joined the Missile Technology Control Regime (MTCR), but has applied for membership and pledged to abide by its main control mechanisms. The Brief concludes that it seems unhelpful to deny China's accession to the MTCR on the grounds of inadequate missile export control, instead of seeking ways to bring China's missile technology export control policy and infrastructure to the acceptable level. The MTCR in the present international situation appears increasingly less dependent on exclusively bringing likeminded countries inside the regime and more on inclusiveness.

Abstract:
The Liechtenstein Institute on Self-Determination (LISD) at Princeton University's Woodrow Wilson School of Public and International Affairs convened a conference, “Iran, Its Nuclear Ambitions, the Region, and the West,” on 31 March and 1 April 2006. The conference gathered a group of diplomats and international practitioners concerned with the ongoing Iranian nuclear crisis, as well as academics and experts familiar with the nuclear question, Iran, the region, and related policy issues. Over two days of intensive discussions, participants engaged with the pressing issues of Iran's nuclear aspirations based on the internal politics of the country, Iran's interstate relations and the role it occupies within the Middle East and Central Asia, and Iran's and the wider region's relations with Asia and the West. On Friday, participants viewed, via videolink with the Geneva Center for Security Policy in Switzerland, an address delivered at the Center earlier in the day by Manouchehr Mottaki, Foreign Minister of the Islamic Republic of Iran. On Saturday Ambassador Javad Zarif, Permanent Representative of Iran to the United Nations in New York, also participated in the discussions via videolink.

Abstract:
It is one thing to have nuclear weapons; it is another to deliver them. This depends on being able to build them small enough to fit current missile warheads or build new missile technology to carry such weapons. In the case of Iran, this depends on knowing the extent of its nuclear technology. For example, if its P-1 or P-2 designs were provided by AQ Khan—the same warhead that was sold to—then it is the Chinese design with 500 kg and 1 m diameter, which can fit Iran's current Shahab-3 missile.

The first half of 2006 witnessed continuing sectarian violence and domestic insurgency in Iraq and the inability of Iran and the international community to find a politically acceptable means for ensuring adequate transparency and confidence that Iran's nuclear technology program would not be diverted to military purposes. To that end, the Pugwash Conferences and the Center for Strategic Research in Tehran co-sponsored an international conference in April 2006 covering both Iran's nuclear energy program and the equally important issue of Iraq and regional stability (see p. 35). Unfortunately, little progress was made on either issue, whether at the conference or by the international community. When added to the continuing stalemate in the Palestinian-Israeli peace process occasioned by the election of a Hamas government, the outlook for Middle East stability could not have been more bleak.

218. Weak States and Global Threats: Assessing Evidence of Spillovers

Abstract:
A key motivation behind recent donor attention and financial resources devoted to developing countries is the presumed connection between weak and failing states, on the one hand, and a variety of transnational threats, on the other. Indeed, it has become conventional wisdom that poorly performing states generate multiple cross-border “spillovers,” including terrorism, weapons proliferation, organized crime, regional instability, global pandemics, and energy insecurity. What is striking is how little empirical evidence underpins such sweeping assertions. A closer look suggests that the connection between state weakness and global threats is less clear and more variable than typically assumed. Both the type and extent of “spillovers” depend in part on whether the weakness in question is a function of state capacity, will, or a combination of the two. Moreover, a preliminary review suggests that some trans-border threats are more likely to emerge not from the weakest states but from stronger states that possess narrower but critical gaps in capacity and will. Crafting an effective U.S. and international strategy towards weak states and the cross-border spillovers they sometimes generate will depend on a deeper understanding of the underlying mechanisms linking these two sets of phenomena. The challenge for analysts and policymakers will be to get greater clarity about which states are responsible for which threats and design development and other external interventions accordingly. This working paper represents an initial foray in this direction, suggesting avenues for future research and policy development.

Abstract:
The war in Afghanistan represented an eastward shift in the United States' international focus. Previously concentrated on the Middle East, the United States has reconfigured its foreign policy directives to include interests east of the Middle East. The shift was long overdue. Central Asia is a rising regional security concern, and Chinese and Russian actions therein have cultivated robust political ties. Resulting cooperatives and agreements promote Chinese and Russian regional objectives. The Shanghai Cooperation Organization (SCO) originally consisted of five Central Asian and Asian countries (the Shanghai Five), ostensibly to unify signatories on economic, social and political platforms. However, the SCO is often a proxy to advance Chinese and Russian interests.

On April 28, 2006, Jeffrey White, Matt Sherman, and Michael Eisenstadt addressed The Washington Institute's Special Policy Forum. Jeffrey White, the Berrie Defense Fellow at The Washington Institute, spent thirty-four years with the Defense Intelligence Agency. Matt Sherman recently returned from Iraq after serving for two years as the senior coalition advisor to the Iraqi Ministry of the Interior. During his tenure, he counseled four interior ministers and was the lead coordinator for policy on Iraqi police services. Michael Eisenstadt is director of The Washington Institute's Military and Security Studies Program, and is the coauthor, with Jeffrey White, of the Institute Policy Focus, Assessing Iraq's Sunni Arab Insurgency.
