Abstract:
Small arms and light weapons (SALW) enable and facilitate armed conflict, terrorism, and crime. Today, they remain among the cheapest and most easily accessible instruments for participating in violence. Despite our understanding of the threat posed by SALW to peace and security, development and human rights, deep-rooted differences remain on how to stem their ill effects, in particular the passage of weapons from the licit realm to the illicit. Even the domestic passage of SALW to the illicit realm can, ultimately, have transnational effects, fueling conflict, crime, and terrorism.

Abstract:
Officials in the Obama administration have highlighted the need for a “positive, cooperative, and comprehensive relationship” with China that can help the United States address an array of global challenges. Administration officials have not adopted the “responsible stakeholder” language that characterized recent U.S. China policy, but their overall approach appears compatible with that concept. Initial policy statements have focused on expanding U.S.-China cooperation, with particular emphasis on addressing the global economic crisis and climate change.

Abstract:
For more than sixty years, the United States and the world have benefited immeasurably from a de facto taboo on the use of nuclear weapons. Today, however, this period of nonuse may come to an end, given the rise of a new type of terrorist who seeks to acquire and would not hesitate to detonate nuclear weapons. Moreover, the emergence of more states with nuclear weapons capabilities has raised the likelihood of the use or loss of control of nuclear weapons or the materials used to make them. The imperative before the Obama administration, therefore, is to use all available tools to prevent the use and further acquisition of nuclear weapons. This Task Force report identifies how to leverage U.S. nuclear weapons posture and policy to achieve that objective. It focuses on near-term steps, primarily over the next four years.

Abstract:
If the agreed objective of complete denuclearization of Korean peninsula is to be achieved, it can be expected that dismantling and ultimately decommissioning North Korean plutonium production facilities have to be proceeded. This paper will focus on decommissioning the 5 megawatt-electric (MWe) plutonium production reactor and the reprocessing plant. It explores and recommends the best decommissioning approaches to those nuclear facilities. It also provides a discussion of the decommissioning costs for these nuclear facilities.

155. Funding for U.S. Efforts to Improve Controls Over Nuclear Weapons, Materials, and Expertise Overseas: A 2009 Update

Abstract:
The Obama administration is still developing a plan to ensure effective security for all nuclear weapons and weapons-usable nuclear material worldwide within four years, as President Obama outlined in his Prague speech. Because the plan is still in development, the additional funding to implement such an effort was not included in the “steady as you go” fiscal year (FY) 2010 budget request sent to Congress in early May 2009. The $1.3 billion request for programs to improve controls over nuclear weapons, materials, and expertise overseas is essentially the same as the FY 2009 appropriation and $30 million less than the FY 2008 appropriation. The request for all threat reduction programs (including chemical, biological, and missile-related programs as well as nuclear programs) is approximately $1.6 billion, a slight decline from the FY 2009 appropriation. As Kenneth Luongo, president of the Partnership for Global Security, put it in an April 2 press release: “The budget request for FY 2010 needs to be significantly increased across the board if there is any hope of meeting the President's high pri-ority WMD proliferation prevention goals. A stagnant or modestly increased funding profile will be inadequate and amount to business as usual.” If the four-year target is to be achieved, the administration and Congress will need to work together to ensure that these efforts are not slowed by lack of funds.

The lead up to the Iraq War and its conduct has highlighted significant differences in traditional perspectives, capabilities, and methods. While terrorism has been America's central fixation since 9/11, Europe still sees terrorism as one of several important threats today, with proliferation of weapons of mass destruction, failed states, regional conflicts, and organized crime among other top tier threats. The U.S. possesses a comparative advantage in intelligence gathering and kinetic strike cabability. This military strength has enabled the U.S. to favor it as its top tool in waging its global war on terrorism (GWOT). On the other hand, Europe's tendency toward employment of troops for nation-building and peacekeeping missions is in line with its strengths and its preferences. Europe countries also favour an extensive consensus building period of diplomatic maneuvering to establish a widely accepted multilateral response to threats, America under the current administration, however, has insisted on remaining.

157. Preparing for Sudden Change in North Korea

Abstract:
For most of the 1990s, North Korea was under what can only be called a prolonged deathwatch, so common and confident were predictions of its demise. Despite suffering acute economic stress from the loss of its principal economic patron—the Soviet Union—in 1991, the sudden death of its founding father––Kim Il-Sung––in 1994, and then soon after a devastating famine that may have claimed as many as a million lives, North Korea managed to survive. By decade's end, North Korea's extraordinary resilience, combined with its defiant and at times belligerent attitude to the rest of the world, had convinced most experts that this was not a country about to pass either quickly or quietly into the history books. Since then, the conventional wisdom among most if not all North Korea watchers is that it will muddle through indefinitely even if its long-term future remains doubtful.

159. North Korea's Missile Launch: The Risks of Overreaction

Abstract:
North Korea says it is preparing to launch an experimental communications satellite using a rocket that is part of its ballistic missile program. This would be in the face of an international outcry, and of what is a strong though not definitive argument that it violates two UN Security Council resolutions. Japan has been most vocally opposed, saying it will shoot down the rocket if it threatens to fall on its territory. But even if the test is successful, it would only slightly increase security risks, while an overblown response would likely jeopardise the Six-Party Talks to end North Korea's nuclear program. What is needed is a calm, coordinated response from the key actors to raise pressure on Pyongyang to return to the talks rather than a divided reaction that only fulfils the North's desire to widen splits among its neighbours.

In a letter dated 6 January 2009, the Danish foreign minister, Per Stig Møller, asked DIIS to draw up a report based on the documentary evidence concerning the 1968 crash of a B-52 bomber a few miles from Thule Air Base in northwestern Greenland. The B-52 had four hydrogen bombs on board. For more than four decades, the official American and Danish explanations have consistently stated that all four nuclear weapons were destroyed in the accident.
