Abstract:
A February 18 report from the Financial Action Task Force (FATF), the Paris-based organization that sets global standards for combating money laundering and terrorism financing, revealed new details about Iran's ongoing activities in both realms. The same day, a new report from the Vienna-based International Atomic Energy Agency (IAEA) reached disturbing conclusions about Iran's past nuclear efforts while raising intriguing questions about technical problems the regime may be encountering. As global powers debate a fourth round of UN sanctions on Iran, these reports demonstrate growing international consensus on the nature of Iran's illicit conduct.

112. Strengthening the IAEA: How the Nuclear Watchdog Can Regain Its Bark

Abstract:
The United States has a great interest in the success of the International Atomic Energy Agency (IAEA), given the important role it can play in reducing the risks of nuclear proliferation and nuclear terrorism. Stalled investigations of Iran and Syria have put the credibility of the IAEA at stake. The agency detected neither Iran’s hidden uranium enrichment facility near Qom nor the reactor being constructed by Syria near al Kibar. These examples underscore the importance of strengthening the agency’s verification capability, by both increasing its authority and sharing more information. The IAEA can also help shape the global growth of nuclear power, ensuring the highest levels of safety and security, while discouraging the spread of sensitive technologies that can be misused to build nuclear weapons. The IAEA Board of Governors’ recent decision to establish a nuclear fuel bank in Russia is a step in the right direction. Success requires a new “Spirit of Vienna”—a willingness of delegates to work toward consensus on even difficult topics—surrounding the agency’s important role in nonproliferation. It also requires a conscious effort by the new Director General to remove the politics from IAEA business and return the agency to its technical mandate.

The United States needs to modernize and ensure the long-term reliability and respon¬siveness of its aging nuclear deterrent force and nuclear weapons infrastructure. It cannot otherwise safely reduce its nuclear weapons, responsibly ratify the Comprehensive Test Ban Treaty, confidently deter and contain challenges from rising or resurgent nuclear-armed near peers, and effectively dissuade allies and partners from acquiring their own nuclear weapons. An arms race in space among the major powers would be immensely dangerous, destabilising and expensive. Russia, which has a long history in space technology dating back to Sputnik in 1957, does not have the resources or the political will to sustain such a race. But China does. This is principally an issue between the United States and China. Some analysts say that it is too late to conclude a treaty to ban weapons in space, but others argue that, if not a treaty, then perhaps a code of conduct might work. It is in the interests of both the US and China — and the world! — that the weaponisation of space be stopped. On 28 June 2010, President Obama announced a New National Space Policy with a central goal 'to promote peaceful cooperation and collaboration in space', and he invited arms control proposals to help make that happen. Now is the time. Australia, enjoying close relations with both the US and China, could play an important role in encouraging the major powers to reach such an agreement.

Global terrorism, irregular migration, proliferation of WMDs and piracy are all issues currently included in the EU's Mediterranean maritime security agenda. Due to the peculiar nature of these threats, the European Security Strategy claims that multilateral action is the most effective way to deal with these security threats. The involvement of regional and non-regional influential actors - both state and nonstate actors - is deemed crucial. Therefore, this analysis illustrates Mediterranean institutionalised security cooperation within many regional fora: EMP/UfM, NATO Mediterranean Dialogue, the Western Mediterranean Dialogue. Finally, some concrete actions are suggested for the EU to play an effective role.

Abstract:
Current trends in defense thinking show signs of being influenced by the notion that preparing for one form of war has brought about another. We find evidence of this notion in a number of official speeches, the 2008 National Defense Strategy, and the 2010 Quadrennial Defense Review Report. It is captured in the almost routine claim that America's superiority in conventional warfare is so great that it is driving our adversaries toward irregular methods. All of these examples share the basic assumption that we are now fighting (and will likely continue to fight) conflicts for which we have not prepared—precisely because we have not prepared for them. Thus, the modern complement—a preparation paradox—to the old Latin adage “If you want peace, prepare for war,” might well be “If you want one kind of war, prepare for another.”

Abstract:
When legendary jihadist Abdullah Azzam was assassinated under mysterious circumstances in November 1989, suspects in his murder included Osama bin Laden and Egyptian Islamic Jihad (EIJ) leader Ayman al-Zawahiri. After the Soviets were expelled from Afghanistan, Azzam sought to shift jihad to his homeland, Palestine. Zawahiri sought to focus the jihad on Egypt and the other secular Muslim states, in hopes of restoring the caliphate, the rule of Islamic clerics, which had ended after the dissolution of the Ottoman Empire in 1924. After Islamic rule had been re-established in the Islamic world, Zawahiri wrote, “then history would make a new turn, God willing, in the opposite direction against the empire of the United States and the world's Jewish government.”
