Abstract:
Climate change is affecting us all – but some parts of the world will probably bear a far bigger burden than others. A recent study published in the journal Climate Change shows that rising temperatures in the Middle East and North Africa are likely to exceed 2 degrees Celsius by the end of the century, even if the global mean temperature remains below this threshold.

Abstract:
In the Middle East, water often crosses political borders; because water is a shared resource, its effective management demands cooperation among different users. In the absence of cooperation, conflict is likely. Indeed, conflict and cooperation over shared water has defined Israeli-Palestinian relations since 1967 when Israel gained full control over the Eastern and recharge zone of the western Mountain aquifer, as well as the southern Coastal aquifer. These resources, combined with water from the Sea of Galilee have provided about 60% of Israel’s water consumption. With the occupation of the West Bank and Gaza Strip in 1967, Israel placed restrictions on the drilling of new wells for the Palestinian population in the West Bank, and instead chose to supply water to Palestinian households through its national water company, Mekorot. The signing of the 1993 Declaration of Principles on Interim Self-Government Arrangements (Oslo I) and the 1995 Interim Agreement on the West Bank and Gaza Strip (Oslo II) between Israel and the Palestinian Liberation Organization offered an historic opportunity to move from conflict to cooperation over shared water resources. Unlike many other peace agreements, water was codified in the Oslo Accords, as it was understood that water sharing was of critical importance for human security, economic development, and regional cooperation. Specifically, the Oslo Accords called for the creation of a Joint Water Committee (JWC) during an interim period before the final status negotiations, comprised of equal number of members from Israel and the Palestinian Authority, whose functions would include the coordinated management of water resources and water and sewage systems in the West Bank. Oslo II, Article 40 on water and sewage recognized Palestinian water rights in the West Bank and the need to develop additional water supply. Oslo II also detailed specific water quantities to be allocated to the Palestinian population, mostly from the eastern Mountain aquifer in the West Bank.

Abstract:
An insecure supply of clean water raises the dangers of economic disruption, social tension, and even conflict over water resources at both the domestic and international levels. These dangers are highest where water is scarce and governance (at the domestic or international levels) is poor. Asia provides the most powerful illustration of water security risks, with significant challenges that affect both the water supply and demand sides, as well as important governance shortcomings. While there are enormous disparities across Asia in terms of this issue, the continent’s overall water outlook is discouraging. Much of Asia suffers from the consequences of investments in supply-side water infrastructure projects that have emphasised gigantic scale over the efficient use of water. These investments have often been made without adequate consideration of their economic, social, diplomatic and environmental costs, nor with much concern for long-term impact. The rapid pace and massive scale of Asian urbanization are placing new stresses on water demand, because city dwellers consume more water than their rural counterparts. Water experts and practitioners across Asia are fully aware of the continent’s many problems and are diligently working to overcome them. There will be no easy fix, however, because of Asia’s massive scale plus significant financial, political and institutional obstacles. As in other domains, there is no substitute for good governance. Widespread progress on the continent will occur when local, regional, and national leaders use good data and information to make the right decisions to manage water resources smartly and cooperatively over the long run.

Abstract:
Cities are engines of economic growth that provide spaces for social transformation and political inclusion. Their ability to deliver widely accessible and efficiently functioning public services drives productivity and sustains development. We design and apply an assessment framework to 42 cities in 14 African and Asian countries to better understand the functional, administrative, and political dimensions determining the quality and coverage of water, sanitation, and solid waste collection services. We find that urban local governments are constrained in their authority and discretion to deliver basic public services. Reforming intergovernmental institutional structures to better match responsibilities is essential for realizing cities’ full economic potential.

This Policy Paper is part of the Middle East Institute's Regional Cooperation Series. Throughout 2016, MEI will be releasing several policy papers by renowned scholars and experts exploring possibilities to foster regional cooperation across an array of sectors. The purpose is to highlight the myriad benefits and opportunities associated with regional cooperation, and the high costs of the continued business-as-usual model of competition and intense rivalry. The Middle East and North Africa (MENA) is regarded as one of the most water-challenged regions in the world. The destabilizing impact of its resource constraints is compounded by the fact that some 60 percent of the region’s water flows across international borders, generating and exacerbating political tensions between states. Water insecurity will increase in the MENA region if the current situation of minimal water cooperation persists under the disabling conditions of political volatility, economic disintegration, institutional failure, and environmental degradation. Experiences from around the world demonstrate that countries that have achieved regional water cooperation have prospered together and kept the threat of conflict a remote possibility. It is time for the countries in the Middle East to realize that there is no alternative to sustainable water cooperation.

While the prospects for creating a regional architecture in the Middle East may seem grim currently, it is a crucial time to begin thinking about regionalization as a long-term project. The ongoing conflicts in the Middle East are likely to continue over the course of the coming decades, but it is possible that game-changing events could occur that create the political will necessary for adversaries like Saudi Arabia and Iran to cooperate. By looking at steps taken in Asia, Africa, Europe, and Latin America, this paper analyzes the conditions conducive to creating a regional order and how they arise at critical moments in history. Getting regionalization right can help create a pathway toward a regional institutional architecture and will be fundamental to establishing stability in the region.

Abstract:
The 2014 entry into force of the UN Watercourses Convention of 1997 could institutionalise water law globally, thereby countering hydro-hegemonic approaches. However, since the Convention is out of date; has been ratified by only 36, mostly downstream countries; does not require amendments of pre-existing treaties; and has no Conference of the Parties to ensure that it becomes a living treaty, its actual influence in addressing the evolving problems in transboundary river basins remains minimal. Nevertheless, it is not unimaginable that with an appropriate follow-up to this Convention, it could be converted into a living and relevant framework convention in the future.

58. Water Resources in American Samoa: Law and Policy Opportunities for Climate Change Adaptation

Freshwater resource managers in American Sāmoa are facing climate change issues. A projected increase in frequency and intensity of extreme rainfall events, rising sea level, and rising air temperature are among these climate-related dynamics. This confirms the need for effective climate change adaptation strategies, particularly with respect to protecting water quality. The existing law, policy, and management framework for American Sāmoa's freshwater resources is somewhat fractured, consisting of overlaid US federal environmental laws and regulations, territorial laws and policies, utility management of groundwater, and village-based management of surface water. This framework presents both challenges and opportunities, but foundational adaptive needs--such as resource monitoring, awareness, and continuing climate research--are pressing. This work identifies nine opportunities to enhance adaptive capacity within American Sāmoa's existing law and policy framework.

Abstract:
China’s growing water thirst lends an urgency to understand China’s resource choices, the possible conditions under which it is likely to exercise these choices and the ripple effects these are likely to have across the borders. While overinterpretation and hysteria has tended to take the place of informed scholarship and media, India’s official narrative has largely tended to downplay many of these concerns. The paper argues that the debate has also unwittingly ended up being a single-issue debate fixated on water diversion, in the process inadvertently diverting attention away from other equally important issues. Can we frame the water debate with China in ways that can create institutional entry points for a whole set of missing issues that are currently invisible to the mainstream policy and research gaze? India and China’s willingness to begin a subregional conversation on regional public goods could pave the way to designing norms of benefit sharing, negotiating trade-offs, and allocating risks and burdens on collective goods and bads in the region.

Water is an essential ingredient for the preservation of life on earth. Maintaining the food chains and humanizing the life standards are closely connected to the fresh and clean water accessibility. But, declining the magnitude of water and enhancing of its demands have extended the space between water accessibility and water demand. In Pakistan like many other countries of the world particularly in Asia, high population growth rates, feudal and aristocratic dominancy over community advantageous areas, swiftly urbanization, climatic changes, local and social variances in collaboration of absence of institutional responsibility and governance malfunctions have pressurized and over-stressed the water resources of the country. Although, water is not the only threat to human security of Pakistan but an infuriating factor to worsen the human security conditions in the country. Such water-stressed conditions in the country are mostly misused by some pressure groups and non-state actors to exploit the deprived people for the purpose of the promotion of their respective agendas. Therefore, it is dire need to understand the water accessibility, accepted water allocation among provinces, water mechanisms, inconsistency and requirement in Pakistan and its connection with security threats. This paper portrays the analysis about some of the most important inclinations and challenges in the areas of water availability and demands in Pakistan and its close connection with security of common people in the country. It examines the dynamic responsible factors behind these issues and evaluates the repercussions for human development and security and also recommends some suggestions for both the state and the general public in order to face the challenge by doing more with something less.
