761. Policy Space for Development in the WTO and Beyond: The Case of Intellectual Property Rights

Abstract:
Global governance in intellectual property (IP) has changed dramatically in the last two decades, and these changes have profound - and worrying - implications for late development. What was once principally an instrument of national policy is now increasingly subject to international disciplines, as the world moves ever-closer to harmonization in the area of IP management. But moving toward harmonization and achieving harmonization are different matters, and it is essential to keep in mind that the former and not the latter describes contemporary arrangements: the trend is toward a reduction in policy space, a feature that many scholars and activists point to with great concern (Gallagher, 2005), but the outcome remains one where countries retain space for autonomous IP management.

762. The Shrinking Gains from Trade: A Critical Assessment of Doha Round Projections

Abstract:
Computable general equilibrium (CGE) models of world trade, often presented as demonstrating the benefits of trade liberalization, now make much more modest forecasts than they did just a few years ago. The estimated benefits are not only small in the aggregate, but also skewed toward developed countries; the expected contribution of trade liberalization to economic development and poverty alleviation is extremely limited. Related calculations, for the expected benefits of services liberalization, trade facilitation measures, and long-term productivity gains from trade liberalization, remain problematical and/or speculative. The empirical limitations of CGE forecasts rest on broader theoretical weaknesses: the models are largely locked within a static framework, and remarkably assume that trade policy causes no changes in total employment, up or down. Models built on more adequate theories, which have only begun to appear, would paint a very different picture of the effects of trade liberalization.

The parties of the Czech left have enjoyed a nominal majority in the House of Representatives of the Czech Parliament: the Czech Social Democratic Party (ČSSD) gained 70 seats and the Communist Party of Bohemia and Moravia (KSČM) 41 seats during the elections in June 2002. Both parties have so far used this political potential with caution.

Abstract:
The Nuclear Nonproliferation Treaty (NPT) was concluded at the end of the 1960s, a decade which saw the drama of the Cuban Missile Crisis, the height of the nuclear arms race between the superpowers, and the entry of France and China into the club of countries that had tested nuclear weapons. The basic bargain underlying the NPT allows countries to surrender their right to develop nuclear weapons in return for access to international assistance in civilian nuclear technology. Five countries (the United States, the Soviet Union, the United Kingdom, France, and China) that had tested nuclear devices before 1 January 1967, were conferred the status of Nuclear Weapon State (NWS) by Article IX. All other signatories (Non Nuclear Weapon States or NNWSs) pledged to abjure the development and diffusion of nuclear weapons technology.

Abstract:
This paper examines the role of multilateralism in fostering and managing normative change in world politics, with specific regard to the fundamental norms of state sovereignty. Post-war multilateralism helped to define, extent, embed and legitimize a set of sovereignty norms, including territorial integrity, equality of states and nonintervention. Today, multilateral institutions are under increasing pressure to move beyond some of the very same principles, especially nonintervention, as part of a transformative process in world politics. Without multilateralism, it is highly doubtful that the post-war international order would have been so tightly and universally built upon the norms of sovereignty. And without multilateralism, argues this paper, transition from this normative order now would be difficult and chaotic, as may be already happening as a result of the Bush administrations's challenge to the current multilateral system

766. Predicting Trade Expansion under FTAs and Multilateral Agreements

This paper examines the historical record of eight recent free trade agreements (FTAs). It also investigates the predictive power of two popular quantitative world trade models—the single-equation gravity model and the multiequation computable general equilibrium (CGE) model—as applied to three major trade liberalization agreements adopted during the 1990s: Mercosur, NAFTA, and the Uruguay Round Agreement, using the Rose gravity model and the GTAP general equilibrium model. Both models are found accurate in some instances, but intervening influences in the wake of trade liberalization episodes confound the challenge of drawing a strong conclusion in favor of one modeling approach over the other. Between the "naïve" gravity model and "naïve" CGE model predictions, we find that the former tends to overpredict intrabloc trade expansion (especially over horizons of five years and less) while the latter tends to underpredict. CGE models remain favored for ex post analysis of welfare impacts and the direct and indirect linkages between policy reforms and the numerous other economic variables of concern to policymakers and the public at large.

Abstract:
The fourth regional Summit of the Americas in Mar del Plata, Argentina, on November 4–5, will be a test of courage for the region's leaders. Pressured by genuine popular dissatisfaction, they will either commit unequivocally to finish the hard work of creating economic opportunity for the region's 128 million poor, or they will let warmed-over populism undermine the consensus behind free-market reforms and democracy itself. The stakes are high, and the leaders must use the summit process to advance the reform agenda for their peoples' sake. At the summit, President George W. Bush will, no doubt, press his colleagues to reemphasize their commitments to defend democracy and the rule of law, deepen economic reforms, and expand trade as a recipe for sustained, equitable growth. But there is a significant number of Latin leaders who may try to scuttle this work plan and serve up sympathetic rhetoric to cynically court the poor.

768. Opening Gaza to the Wider World: The Israeli-Palestinian Agreement on Movement and Access

Abstract:
On November 25, Palestinians celebrated the opening of their first self-governed external passage, the Rafah border crossing that separates the Gaza Strip from Egypt. Following months of negotiations, on November 15 Israel and the Palestinian Authority (PA) reached the Agreement on Movement and Access, governing the flow of people and goods into and from the Gaza Strip. Isreal's disengagement from the whole of Gaza, including the border with Egypt, made an accord on border crossings necessary. The agreement was achieved through extensive mediation by Quartet's special envoy, James Wolfensohn, and at the final stage through the unprecedented involvement of U.S. secretary of state Condoleezza Rice. The agreement is an attempt to balance Israeli security concerns with Palestinian political, humanitarian, and economic concerns.

The September 1 Egypt-Israel agreement regarding the deployment of new Egyptian forces along the Egyptian border with Gaza (the Agreed Arrangements) represents a shared Israeli-Egyptian interest in preventing the militarization and radicalization of Gaza following Israeli disengagement. For the first time, Israel is relinquishing its control over part of the external perimeter of the Palestinian areas, handing responsibility to a third party. Success or failure will bear important consequences for both Israeli-Egyptian and Israeli-Palestinian relations.

On September 1, 2005, following lengthy negotiations, Egypt and Israel signed the Agreed Arrangements Regarding the Deployment of a Designated Force of Border Guards along the Border in the Rafah Area (the Agreed Arrangements). This agreement was designed to enable Israel to evacuate the Philadelphia corridor, an eight-mile (thirteen-kilometer) military zone along the Gaza-Egypt border, through the deployment of Egyptian border patrol forces to the Egyptian side of the border in order to prevent smuggling into Gaza. In eighty-three clauses, the agreement describes the mission, weaponry, infrastructure, and obligations of the parties.
