As Qaddafi's regime crumbles and Libyan rebels assume the mantle of governance, many are bemoaning rather than celebrating the role of NATO in the Libyan revolution. As the Alliance winds down its military campaign and contemplates next steps, now is the time to draw lessons from what worked and what did not, and to prepare to act on these lessons in time for NATO's next summit in Chicago in May 2012.

Abstract:
Transport is the only sector in the EU in which greenhouse gas emissions continue to rise. Unless this trend can be reversed, the EU will have little chance of reaching its objectives in the context of global obligations on industrialised countries to reduce emissions between 80% and 95% by 2050 compared to 1990. Many different solutions exist, including, for example, new technology such as electrification of road transport, modal shift, optimising existing technologies and policy measures and more radical measures such as binding GHG emissions targets. While there is some merit to all of these approaches, this Policy Brief argues that current EU policy thinking is not (yet) bold enough to credibly tackle the GHG emissions challenge from transport.

Abstract:
The United Nations Framework Convention on Climate Change (UNFCCC) concluded its annual meeting in December 2010, reaching agreements that are relevant for the climate strategies and policies of states and regions worldwide. This policy brief explores the deliberations and outcomes of this 16th Conference of the Parties (COP16) as they relate to Southeast Asian responses to climate change at the community, state and regional levels. This brief proceeds in three sections. Section I reviews the diplomatic processes of the COP16, examining how they diverge from the approaches of the recent past, and critically assesses the agreements realised at the conference. Section II addresses the specific implications that these developments have for Southeast Asian countries and the region at large, paying particular attention to the unique vulnerabilities experienced to varying degrees throughout the region. Section III offers strategic recommendations relating to the current state of international climate negotiations and the existing policies and needs of Southeast Asian stakeholders.

474. Bosnia: Europe's Time to Act

Abstract:
After years of hesitancy, European Union (EU) member states should make 2011 the year when the lead international role in Bosnia and Herzegovina shifts from the Office of the High Representative (OHR) to a reinforced EU delegation. Bosnia has outgrown the OHR established in 1995 after the Dayton Peace Agreement and the creation of the Peace Implementation Council (PIC). Today the country needs EU technical assistance and political guidance to become a credible candidate for EU membership, not an international overseer to legislate for it or maintain security. Member states should rapidly install a comprehensive plan to reinforce the EU presence, including an embassy led by a strong ambassador, strengthen the membership perspective and build local credibility. OHR should withdraw from domestic politics and, unless a threat to peace emerges, focus on reviewing past decisions.

Abstract:
The 2011 Conference on Disarmament (CD) began contentiously when Ambassador Zamir Akram, Pakistan\'s permanent representative to the United Nations, criticized United States\' support of India\'s membership in export organizations that would allow it to engage in nuclear trade. Pakistan believes such membership would further favor India and accentuate the asymmetry in fissile materials stockpiles of the two states. Strategic and security concerns drive Pakistan\'s commitment to block negotiation of a fissile material cutoff treaty. Progress during the CD seems unlikely if the United States and Pakistan remain entrenched in their respective positions.

The ongoing peace process in Cyprus, started in March 2008, is still work in progress, which has not yet reached the point of no return. All negotiating matters have been explored, classified and discussed. Some of them have been negotiated in depth and a few agreements have even been reached. But most of the knots to reach a comprehensive settlement are yet to be untied. A solution to governance matters is in sight, whereas a compromise on the all important question of property is still elusive. The UNSG Ban Ki-moon will meet the leaders of the two Cypriot communities in Geneva on January 26th to take stock of the outstanding problems and of the leaders' plans to solve them. In reconstructing and analysing the main developments, this article strives to keep equal distance from the contending sides.

477. Conventional Prompt Global Strike: Strategic Asset or Unusable Liability?

Abstract:
The Conventional Prompt Global Strike (CPGS) concept calls for a U.S. capability to deliver conventional strikes anywhere in the world in approximately an hour. The logic of the CPGS concept is straight - forward. The United States has global security commitments to deter and respond to a diverse spectrum of threats, ranging from terrorist organizations to near-peer competitors. The United States might need to strike a time-sensitive target protected by formidable air defenses or located deep inside enemy territory. Small, high-value targets might pop up without warning in remote or sensitive areas, potentially precluding the United States from responding to the situation by employing other conventional weapons systems, deploying Special Operations Forces (SOF), or relying on the host country.

The "Open Door" policy of the North Atlantic Treaty Organization (NATO) has been an article of faith for Allies and aspirants alike for more than a decade. Its most recent formulation, approved at the November 2010 Lisbon Summit, states: "The door to NATO membership remains fully open to all European democracies which share the values of our Alliance, which are willing and able to assume the responsibilities and obligations of membership, and whose inclusion can contribute to common security and stability."

Amid efforts to relaunch and sustain Israeli-Palestinian peace talks, Israel's claim for recognition as a Jewish state continues to generate controversy. While Israel's leaders have insisted that such recognition is fundamental to any peace agreement, Palestinian and other Arab leaders have responded to the claim with consistent and widespread antipathy. To begin to explore how this issue might be appropriately addressed in the context of Israeli-Palestinian negotiations, it is necessary to place the claim for recognition in its historical, political, and strategic context. We must consider the nature and legitimacy of the interests at stake and examine the alternatives for addressing them.
