381. How Indonesia Sees ASEAN and the World: A Cursory Survey of the Social Studies and History textbooks of Indonesia, from Primary to Secondary Level

Abstract:
Over the past few years Indonesia's political landscape has altered somewhat as a result of the rise of new nationalist NGOs and mass movements, that have called upon the Indonesian government to take a stronger stand when defending Indonesia's national identity and position in ASEAN. Observers of Indonesian politics have asked if this marks the rise of hyper-nationalism in the country, and how this may affect Indonesia's relationship with its ASEAN neighbours. This paper looks at how Indonesia's school textbooks present the other countries and societies of ASEAN to ordinary school children in Indonesia, and looks at how Indonesian identity is framed in relation to the other countries around it. It argues that Indonesian school textbooks do indeed give a rudimentary but objective and correct view of the other countries in ASEAN, and that the rise of nationalism among some groups in Indonesia today cannot be attributed to the education that millions of Indonesian students are given on an annual basis.

Abstract:
The Trans-Pacific Partnership (TPP) is a trade agreement currently under negotiation between nine countries in three continents, including Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore, United States and Vietnam. In late 2011 three additional countries--Japan, Canada and Mexico--announced their intention to join as well. The TPP has always been called a "high quality, 21st century" agreement that covers a range of topics not always found in free trade agreements. This includes not just trade in goods, services and investment, but also intellectual property rights, government procurement, labor, environment, regulations, and small and medium enterprises. This paper traces the complex negotiations and evolution of the talks since the early 2000s to the present.

383. The EU's Conditionality Policy: A New Strategy to Achieve Compliance

Abstract:
Through the inclusion of human rights and democracy clauses in the trade and association agreements of its common external trade policy, the European Union seeks to promote and transmit the values of human rights, democracy, and the rule of law globally. However, trade partners from the developing world often feel that these clauses offend their national sovereignty, and sometimes resort to alternative agreements offered by countries notorious for cutting corners. This working paper offers an assessment of the motives for non-compliance and sketches out how the EU could engender compliance. The paper concludes that there is a pivotal role to be played by education, civil society, business, and political parties in the nexus between economic growth, democracy, and the respect for human rights. The EU must target these factors directly, as they largely determine the domestic enforcement of HR clauses. In addition, the EU should develop a human rights strategy coordinated with global, regional, and local actors.

International efforts for security sector reform (SSR) and state building more broadly, have faced major challenges in the Palestinian Territories. Donor countries struggled to overcome an unwillingness at home to use aid funding for police reform purposes, while managing Israeli obstructionism and security concerns, rivalries between Palestinian police generals and a lack of Palestinian preparedness for the technical and practical aspects of police reform. In this context, the European Union Coordinating Office for Palestinian Police Support (EU COPPS) was established in 2005 as an EU Common Security and Defense Policy (CSDP) mission; the European Union Police Coordinating Office for Palestinian Police Support (EUPOL COPPS), the followup EU police mission, began in 2006. The role of EUPOL COPPS was to provide support to the Palestinian Civil Police (PCP) for immediate operational priorities and longer-term transformational change.

Abstract:
Subnational comparative research has received increasing attention as a method that is academically rigorous and offers in-depth knowledge about specific cases. However, the practical difficulties surrounding the selection of cases to be researched and compared are seldom discussed in a meaningful way in academic circles. Even though a research design may itself be very elaborate, we need significant information on the cases before we can actually decide on useful comparisons. Based on our experiences in studying how power-sharing peace agreements affect the local level and why conflict dynamics often continue, we consider the following basic question: How do we actually know that a specific case suits a particular research design?

Abstract:
The proliferation of investment treaties is perhaps exceeded only by academic studies of those treaties. Legal scholarship has long been attentive to the evolution in international investment agreement (IIA) content -- but until recently, quantitative assessments of IIAs have tended to treat them as interchangeable: the only measure of investor protections encoded in IIAs is whether a treaty had been signed and/or entered into force. Thankfully, the United Nations Conference on Trade and Development has been at the forefront of capturing not just IIAs' proliferation but also the evolution in their content. Its work shows that treaties apply for differing durations, have conflicting procedures for termination and include varying definitions of even basic terms, such as “investors” and “investment.” Other quantitative studies have begun to measure these variations, focusing initially on differences in dispute resolution. 1 Some IIAs demand that investors choose between domestic and international dispute resolution; some provide explicit consent of both parties to international arbitration; and some designate a particular forum for arbitration, whereas others specify multiple options. Of course, IIAs vary across many dimensions, but our initial examination of dispute resolution provisions alone demonstrates the importance of examining IIA content.

387. Toward a Political Settlement in Afghanistan

Abstract:
A negotiated political settlement is a desirable outcome to the conflict in Afghanistan, but current talks with the Taliban are unlikely to result in a sustainable peace. There is a risk that negotiations under present conditions could further destabilise the country and region. Debilitated by internal political divisions and external pressures, the Karzai government is poorly positioned to cut a deal with leaders of the insurgency. Afghanistan's security forces are ill-prepared to handle the power vacuum that will occur following the exit of international troops. As political competition heats up within the country in the run-up to NATO's withdrawal of combat forces at the end of 2014, the differing priorities and preferences of the parties to the conflict – from the Afghan government to the Taliban leadership to key regional and wider international actors – will further undermine the prospects of peace. To avoid another civil war, a major course correction is needed that results in the appointment of a UN-mandated mediation team and the adoption of a more realistic approach to resolution of the conflict.

388. Fighting climate change: A structural shift towards renewable energies requires concerted policy action

Renewable energies will be the major contributor to any future low carbon energy system and the share may be as high as nearly 80% of the world's energy supply by 2050. Renewable energies have vast potential but require a set of coherent policies to reach necessary deployment rates, because the market place neither accounts sufficiently for their climate change-related and wider benefits nor for the benefits of technological learning, making them appear less competitive than they really are. Renewable energies can be integrated in all supply systems and end-use sectors but at some point they will require investment and change. In electricity, an enhanced Pan-European network infrastructure (smart grid) would smooth variability and the remaining non-renewable generation capacity would be highly flexible. Energy security would be enhanced by greater efficiency and a broader and less import-dependent energy portfolio with less vulnerability to energy price volatility. Network stability needs to be addressed but some renewable energies are fully dispatchable and part of the solution. The transition to renewable energies is possible and beneficial, not only due to climate change but also because it serves energy security concerns and necessary infrastructure improvements. The EU's proposed long-term strategy concerning emission reductions and competitiveness, as well as the related legislation, is moving in the right direction and it is up to the member states to pick this up and push it forward.

389. Myanmar: White elephant or new tiger economy?

Abstract:
The new government in Myanmar has made a series of liberalising gestures over the past year, raising hopes that it is serious about meaningful political reform. Coming after national elections in November 2010, the release from house-arrest of the pro-democracy icon, Aung San Suu Kyi, and by-elections in 2012, many observers are concluding that Myanmar is finally embarking on a process of genuine democratisation. Aung San Suu Kyi is among those who have expressed optimism over future changes in the country, with her confidence bolstered by the release of hundreds of political prisoners in recent months. As ties with Western governments slowly thaw, there is now a high probability that sanctions and other restrictions on trade and investment will be lifted over the next year or so, and foreign investors are taking note of the opportunities that could soon present themselves.

Abstract:
People who live in the industrialized world are often emotionally detached from each other; modern urban life has narrowed many of our senses, and we are losing acuity in our feeling of ourselves and others. Accordingly, most people tend to understand negotiation as just a rational process, as a mental game they play around the table in competitive interactions with others. There are many, predominantly rationalistic models and concepts of negotiation that propose rather calculative approaches and algorithmic thinking and pay little attention to human sensuousness, feelings, intuition, spontaneity, creativity, and body language. Tai Chi can be helpful in realizing more intuitive, sensual aspects of dealing with others in negotiation and could give modern negotiators useful insights in making fuller use of their human potential.
