341. ABM Defense Prospects of a New Russia-us 'Reset'

Abstract:
The Obama administration recently suggested concluding a legally binding agreement on transparency that would confirm that American BMD does not pose a threat to Russia's deterrence forces, and also concluding a framework agreement on further cutting Russian and American nuclear arsenals. The USA may be interested in reducing the tensions with Russia over the missile defense with a view to break the deadlock on a wide complex of hard security and proliferation issues, including the hot problems of nonstrategic nuclear weapons in Europe and Iran and the North Korean nuclear programs, and also to ensure Russia's support in managing regional crises – these days, especially that in Syria.

Abstract:
Handbook is based on a workshop on the ratification and implementation of the Kampala amendments on the Crime of Aggression that took place at New York University on 25 June 2012. The workshop was co-hosted by the Permanent Mission of the Principality of Liechtenstein to the United Nations and the Global Institute for the Prevention of Aggression (recently affiliated with Middlesex University School of Law, London), with the support of the Liechtenstein Institute on Self-Determination at Princeton University (LISD). The handbook benefited further from the Colloquium «From Rome to Kampala – the first two amendments to the Rome Statute,» organized by the Belgian Interministerial Commission for Humanitarian Law on 5 June 2012 in Brussels. Part II of the handbook was drafted with the kind assistance of the International Committee of the Red Cross (ICRC).

The economic relationship between the United States and the European Union (EU) is so strong and so deeply integrated into multinational supply chains that policymakers often forget about it. Even with recent economic turbulence, the EU is America's largest trading partner. The EU remains one of the most important markets for the United States in terms of exports, two-way investment, and domestic job creation. But our marriage could be even stronger—especially at a time when both sides are seeking to recover from several years of lean economic growth. Breaking down trade barriers and spurring cooperation in key sectors would have significant benefits for American manufacturers and consumers in terms of the movies you watch, the car you drive, and the products you use.

To be successful, the initiative demanded political leadership and a commitment to regionalism. In the aftermath of World War II, the greatest concern facing the United States and its European allies was restraining the Soviet Union and preventing the spread of communism. Cooperation on military security was paramount, and the United States and Europe rose to the challenge by creating NATO, a new type of multilateral defense agreement. Once again, the transatlantic relationship is at a new and perilous crossroads. But now it is economic, rather than military security that is at risk. Crisis grips the economies of Europe, just as the United States, mired in historic levels of unemployment in the wake of the 2008 recession, is rethinking its strategic priorities and place in the world. As before, fears mount concerning the future of liberal democracy and Western capitalism. The question is whether transatlantic cooperation will again rise to the challenge.

Abstract:
The birth of the African Union (AU) a decade ago coincided with the birth of what has been termed the African Renaissance. This encompasses Africa's resolve to challenge the normative analysis, the stereotypes and the criticisms that the world has imposed on it. It involves a determination to take control of its destiny, to develop authentic solutions, and to stand up and be counted. Fortunately such a development is provided for in Chapter VIII of the United Nations (UN) Charter, and is also acknowledged in Article 12 of the treaty by which the North Atlantic Treaty Organization (NATO) was founded - both of which recognize universal as well as regional jurisdictions.

Abstract:
This article examines the conflict emerged in the Sudan’s states of Southern Kordofan and Blue Nile between the Government of Sudan and the Sudan People’s Liberation Movement/Army - North (SPLM/A-N) in the aftermath of the Referendum for self-determination that led to the separation of South Sudan from Sudan. It makes the point that the conflict in the so-called Two Areas - the North/South border regions of Sudan that fought alongside the SPLM/A during the country’s second civil war - is the direct result of the failure of the Comprehensive Peace Agreement (CPA) to address Sudan’s issue of sovereignty beyond the north/south divide, both in its design and implementation. As a result of the CPA, neither peace nor democracy was reached in Sudan. The analysis also looks at the question of liberal peacebuilding and its flawed application in the country.

Abstract:
In January 2005 the signing of the Comprehensive Peace Agreement (CPA) brought Africa’s longest-running war in Southern Sudan to its formal end. Essentially a two-party power-sharing treaty between the Government of Sudan and the largest rebel organization in Southern Sudan, the Sudan People’s Liberation Movement/Army (SPLM/A), the CPA, which provided a roadmap for peace between the main warring parties and facilitated the secession of Southern Sudan in July 2011, faced a number of challenges due to being imposed over a complex landscape of local political actors. This article analyzes the external intervention during the CPA implementation in Southern Sudan in 2005-2011. It treats state-building and nation-building as separate in order to demonstrate the limits of the current intervention aimed at building a legitimate and authoritative state. The article argues that the external intervention in Southern Sudan, characterized by “peace-through-state-building” approach, was unable to ensure peace during the period examined due to its lack of focus on nation building.

I have published most of the items in this booklet before. Denktaş's speech before the United Nations (UN) Security Council in 1964 was included in my edition of Rauf Denktash at the United Nations: Speeches on Cyprus (The Eothen Press, Huntingdon, 1997); and except for a few small changes, my opening essay here differs little from the first chapter of my book Sovereignty Divided: Essays on the International Dimensions of the Cyprus Problem (CYREP, Nicosia, 1998; third enlarged imprint, 1999). These earlier works are now out of print and will probably remain so.
