Abstract:
European politics is not simply divided between left and right, and between pro- and anti-European integration attitudes – but between different ‘crisis tribes’ whose members have been traumatised by key events. In the last decade, Europe has undergone crises of the economy, security, health, climate, and migration, which have created political identities that run through and between countries. Germany is the only country whose citizens select ‘immigration’ as the issue that has affected them above all else. In France and Denmark, people choose climate change as the most important crisis. Italians and Portuguese point to global economic turmoil. In Spain, Great Britain, and Romania, the covid-19 pandemic is the principal issue. Estonians, Poles, and Danes consider the war in Ukraine to be the most transformative of crises. In the upcoming European Parliament election, covid-19, the economy, and Ukraine are unlikely to be key mobilising issues. The climate and migration crises are dominating headlines and will be especially influential in how people vote.

3. 'Retraumatized': Assessing the Impact of the Earthquake on Northern Syria's Humanitarian Crisis

Abstract:
The Syrian conflict, now in its 13th year, has generated a complex humanitarian emergency resulting from the dislocation of half of the country’s population and the disintegration of the Syrian public health system, greatly exacerbating the pre-existing global refugee crisis. The conflict and mass displacement have additionally had a severe psychological impact on civilians, resulting in high levels of mental health problems, such as depression, anxiety, and post-traumatic stress disorder. The earthquake that struck northern Syria on Feb. 6, 2023 — the worst in the region in 200 years — compounded and retraumatized an already acutely affected population. Last February, MedGlobal deployed a team of psychiatric professionals to conduct post-disaster mental health training in northwestern Syria — their experiences led to the publication of a groundbreaking new report: “Retraumatized: The Psychological Impact of the Earthquake on War-Torn Syria.” The Middle East Institute (MEI) is pleased to host a discussion with the report’s authors, who will present their findings and policy recommendations and explore the many wider aspects of Syria’s humanitarian crisis, including the upcoming United Nations Security Council vote on cross-border aid access into northwestern Syria.

Abstract:
IIn recent years, there has been a growing recognition of the importance of understanding vicarious trauma among practitioners and researchers of sexual and gender-based violence as well as other forms of violence. Mental health practitioners and organisations working with people affected by violence are framing the provision of resources and tools to prevent vicarious trauma as a crucial ethical and institutional obligation. This comes from the understanding that trauma exposure can affect both the research participants and the researcher and can have lingering effects well beyond the duration of the study in the form of re-experiencing thoughts, feelings and sensations that were experienced during a traumatic event or the re-telling of that event. Among these risks faced by researchers, scholars have included the challenge of blurred boundaries between interviews and therapy during qualitative research, the spillover effects of traumatic experiences and emotional collateral experienced by research staff, and countertransference of trauma which has mostly been described in the context of therapists and clients but also extends to researchers. Research has also shown that plans for researcher safety and well-being are a necessary strategy for building researcher resilience and preventing vicarious trauma. The growing literature on this topic reveals the centrality of this issue to the area on qualitative research, violence and trauma. The work that the Center for the Study of Violence and Reconciliation (CSVR) has done on violence and how it impacts communities over the past few decades has highlighted the importance of support mechanisms and systems to ensure the well-being of the staff who carry out research with participants who have witnessed or experienced violence. Our own reflections from CSVR researchers, fieldworkers, and mental health practitioners have shown the need to establish a rigorous and consistent framework to adequately capacitate staff to understand the risks that come with designing and carrying out research with participants on their experiences of violence. More specifically, these reflections have highlighted the reality of how trauma from these experiences affects research participants in their engagement with researchers, and how the repeated exposure to people recounting their traumatic experiences can inadvertently affect researchers too. These reflections indicate the need for research frameworks that take the effects of trauma into account, to guide researchers in their research design in order to safeguard their own well-being as well as that of their participants during the project. This practice brief consolidates the feedback of researchers, data collectors, and mental health practitioners about the challenges they face in the field and offers practical strategies on how to use a trauma-informed approach in research to provide adequate support, training, and measures to ensure that these adverse effects are limited with appropriate planning and implementation. The objective of this practice brief is to promote a trauma-informed research practice that ensures that research projects: Address research participants in a manner that is sensitive to traumatic experiences of violence and its effects; Avoid re-traumatising participants; Avoid second-hand traumatisation of researchers and data collectors; and, Contain any adverse effects on the researchers and data collectors that may emerge from the context and exposure to people who have witnessed and experienced violence. This brief seeks to improve and consolidate the existing tools within CSVR’s own research methods and operationalise trauma-informed approach into the research design process and distress protocol. Furthermore, this brief seeks to provide guidance for CSVR’s partners, as well as other research and nonprofit organisations, social intervention projects, and practitioners who conduct research in areas such as gender-based violence, conflict, and other forms of violence that may result in traumatic effects on individuals, families, and communities.

Abstract:
The Troubles period in Northern Ireland (1968 to 1998) left victims, their families, and the region with a legacy of trauma that has remained unaddressed for the past 24 years. Despite various legislative proposals to provide victims with forms of recourse, leaders have yet to implement justice provisions detailed in political agreements. As a result of government inaction, victims and survivors have lived without the truth of the past and without the ability to seek criminal charges against perpetrators who inflicted violence against them and/or their loved ones. This paper explores why civil society organizations are the best option to meet victims’ needs in the absence of government intervention.

Abstract:
This study focuses on the cultural diplomacy of Crimean Tatar and Lithuanian American diasporas, who both suffered from deportation at the hands of the Soviets and are conducting anti-Russian diplomacy today. Historical films are useful in terms of showing how the diasporic communities seek to reconstruct a collective memory on a traumatic event and tame their anxieties of death, meaninglessness, and condemnation that constitute “unknown unknowns” by turning them into the fear of a “known unknown” through securitization. Therefore, this study aims to grasp the multiplicity of anxieties reflected upon the Crimean Tatar and Lithuanian diasporas’ recent historical films that demonstrate how diasporas’ varying anxieties translate into diverse strategies of political representation and mobilisation against Russia. It thus reconciles the scholarship on diaspora’s memory politics with anxiety/fear nexus in securitization theory.

Abstract:
Stalin’s Millennials examines Joseph Stalin’s increasing popularity in the post-Soviet space, and analyzes how his image, and the nostalgia it evokes, is manipulated and exploited for political gain. The author argues that, in addition to the evil dictator and the Georgian comrade, there is a third portrayal of Stalin—the one projected by the generation that saw the tail end of the USSR, the post-Soviet millennials. This book is not a biography of one of the most controversial historical figures of the past century. Rather, through a combination of sociopolitical commentary and autobiographical elements that are uncommon in monographs of this kind, the attempt is to explore how Joseph Stalin’s complex legacies and the conflicting cult of his irreconcilable tripartite of personalities still loom over the region as a whole, including Russia and, perhaps to an even deeper extent, Koba’s native land—now the independent Republic of Georgia, caught between its unreconciled Soviet past and the potential future within the European Union.

Abstract:
The Middle East Institute's Arts and Culture Center and The Cultural Services of the French Embassy are pleased to host a conversation with leading Syrian contemporary artists, Bady Dalloul and Nagham Hodaifa. The Paris-based artists will reflect on the past decade of conflict and trauma, its impact and influence on their work and their relationship to their homeland. They will be joined by Lyne Sneige, the Director of the Arts & Culture Center at the Middle East Institute. Dalloul grew up in France, the son of prominent Syrian artists. His work confronts the notion of what is real and imagined while challenging the process of writing history. Hodaifa, who left Syria in 2005 to pursue her studies, explores the human condition through the representation of the body. Both artists are in the current MEI Art Gallery exhibit In This Moonless Black Night: Syrian Art After the Uprising, featuring leading contemporary Syrian artists chronicling the hope, trauma, and pain of the past decade through their practice. The artists will be in conversation with Vanessa Badré, art historian, lawyer, and faculty fellow at American University.

Abstract:
On January 6, 2021, the former Republic of Vietnam (RVN) flag of the vanquished South Vietnam regime flew alongside the Confederate flag and other emblems of white supremacy on the steps of the Capitol. This panel, which includes Pulitzer Prize winner Viet Thanh Nguyen, acclaimed human rights activist and lawyer Hoi Trinh (his father is a reeducation camp survivor), Law Professor and author Lan Cao, as well as Hang Nguyen and John Phan, discussed the contested memory of the Vietnam War, the politics of the RVN flag in U.S. politics today, and the impact on US-SRV relations moving forward. This event was organized by the Weatherhead East Asian Institute and cosponsored by the Center for the Study of Ethnicity and Race (CSER) at Columbia University.

Abstract:
The International Civil Society Action Network (ICAN), with the support of Global Affairs Canada, has developed a set of “Case Studies on the Role of Gender and Identity in Shaping Positive Alternatives to Extremisms,” in Cameroon, Indonesia, Jordan, Libya, Pakistan, Somalia, Sweden, and the United States. The case studies demonstrate how conducting a Gender-Based Analysis Plus (GBA+) improves understanding of the drivers, narratives and roles that engender extremisms and violent extremist activity. By profiling examples of peacebuilding, deradicalization, reintegration and counternarrative work in these contexts, the case studies emphasize how attention to gender and intersectional identities can improve the effectiveness of interventions to transform extremisms – not only by preventing or countering it, but by providing positive alternatives that enable people to realize a peaceful, pluralistic future. The case studies cover a number of themes relevant to contemporary preventing/countering violent extremism (P/CVE) and counterterrorism (CT) work, including countering white supremacist extremism, the role of masculinities in recruitment and disengagement, addressing trauma and deploying mental health and psychosocial support (MHPSS) approaches in reintegration and rehabilitation, and work with religious leaders to promote peaceful, pluralistic and gender-just interpretations of religious texts and traditions. The case studies are intended for use by practitioners and policymakers to guide them in conducting a gender analysis and in integrating responsiveness to gender and identity factors in policies and interventions.
