111. Lessons Learned from the UN’s Transition in Côte d’Ivoire

Abstract:
In April 2016, after four years of progressive downsizing, the Security Council decided to close the UN Operation in Côte d’Ivoire (UNOCI) within a year. This decision reflected a consensus that it was time for UNOCI to leave and hand over to the UN country team with no follow-on mission. However, the transition was abrupt, without sustained dialogue, capacity transfer, or financial fluidity, leaving the UN country team unprepared to take on the mission’s responsibilities. This policy paper examines the political dynamics in Côte d’Ivoire and in the Security Council that led to the decision to withdraw UNOCI, as well as the stages of the withdrawal and handover. It also analyzes the gaps and shortcomings that left the country team ill-prepared to take over, highlighting two main challenges. First, the Security Council viewed the transition as a political process. Its objective of withdrawing the mission superseded all others, leading it to underestimate, if not overlook, the continued peacebuilding needs of the country. Second, the transition was accompanied by waning donor interest, undercutting programming by the country team in priority areas like reconciliation, security sector reform, human rights, and land tenure.

112. Mission in Transition: Planning for the End of UN Peacekeeping in Haiti

The process of reconfiguring, closing, and handing over responsibilities to a UN country team or host-state institutions is a crucial—and challenging—part of the life cycle of a UN peacekeeping mission. Transitions have been a central feature of UN peacekeeping in Haiti, in particular, which has gone through numerous transitions since the 1990s. This paper focuses on the two most recent peacekeeping transitions in Haiti: one from the UN Stabilization Mission in Haiti (MINUSTAH) to the UN Mission for Justice Support in Haiti (MINUJUSTH), or from a multidimensional peacekeeping operation involving a substantial military component to a small peace operation focused on police and rule of law; and the ongoing transition toward the closure of MINUJUSTH and preparations for the eventual handover to other actors. For both missions, the paper focuses on three issues: (1) transition planning, including the political dynamics that influenced decision making, gaps between plans and the reality on the ground, and the limited role of the host state, UN country team, civil society, and donors; (2) management, logistical, and administrative challenges; and (3) issues related to business continuity and changes in substantive areas of work. It concludes by offering lessons learned from the past and current transitions that can inform the next drawdown and exit of peacekeepers from Haiti.

Abstract:
Following the victory of the National League for Democracy (NLD) in November 2015 elections, many vested their hopes in the NLD’s leader, Nobel Peace Prize–laureate Aung San Suu Kyi, whom they saw as a force that would propel Burma toward democratic transition. Constitutional constraints have severely limited Suu Kyi’s power to transform Burma’s political life, with the military continuing to be the most politically influential institution. Even given these limitations, however, Suu Kyi has thus far disappointed her supporters at home and especially abroad. Economic reforms have come slowly, democratic standards have slipped, and Suu Kyi and her government have faced international condemnation for their treatment of the Rohingya Muslim minority.

114. Green growth and its global-local meanings – Insights from Morocco

Abstract:
Energy transition towards renewable energy sources (RES) has been a high priority for many industrial as well as developing countries. Besides its positive effects on the ambitions to mitigate climate change, energy transition has been also seen as a mean to increase energy independence and energy security. While some countries have been particularly successful in developing and deploying energy transition solutions (including technologies and governance models) others are at the beginnings. Particularly in developing countries there is growing interest in the transfer of RES solutions as they are often considered to be drivers for modernization and socio-economic development (Romer 1990; Gruber et al. 2017). The transfer of RES technologies, which includes not only turnkey power stations but also the transfer of the governance models, needed for successful implementation of technology in the hosting society and its long-term usage with as little impacts as possible on local communities and benefits for hosting countries at the same time, is considered a key in facilitating climate change mitigation efforts around the globe (Karakosta et al. 2010; Metz et al. 2000). In 2009, Morocco initiated an ambitious energy transition program. The goal is to cover 42 percent of its power generating capacity with RES by 2020 and to increase this to 52 percent by 2030 (RES Med). Moroc-co’s ambitious plans are often highlighted by various organizations in the international context as a model for deployment of RES in developing countries (Gruber et al. 2017). The country’s energy transition strategy mainly focuses on the construction of large and middle-size centralized solar energy plants. The largest project are the so called “Noor” (light) plants, a number of large and medium scale solar plants to be constructed across the country until 2020. The Noor plants are hoped to increase Morocco’s energy production, decrease the country’s dependence on fossil imports and even enable the export of energy to European and African neighbors. In turn, effects on electricity prices in Morocco are expected to remain low. Despite a clear preference for rather centralized energy solutions, mainly the result of state planning in the capital Rabat, the Moroccan state’s ambition of inducing “Green Growth” has also had effects on the regional, provincial and local levels. Many associations and initiatives defending, promoting and lobbying for climate change mitigation and renewable energy solutions have emerged at the local level. Green Growth and Morocco’s aims at de-centralizing the state’s administrative structure have opened new spaces for participation. Similar to Morocco, Austria has also developed ambitious plans for transition to climate friendly energy productions. The long-term vision is to reach 100 percent independence from fossil energy. In 2009, the so called Climate and Energy Model Regions (CEM) were established. The governance concept of Climate and Energy Model Regions (CEM) aims at promoting energy transition at the regional and local levels. Each CEM pursues the goal of becoming independent from fossil fuels by 2050 and thereby contributes to the overall national climate goals. The decentralization of climate goals, linking energy transition with regional development has reflected the country’s federal administrative and political structure. In that regard, this governance model represents a best practice for a decentralized policy approach to climate mitigation goals. As much as this often entails strong involvement and ownership on societal level, as much its success is dependent on a complex set of diverse political entrepreneurs on different political and administrative levels (national-federal-district and local). Most of the energy relevant issues are regulated by federal law, but the federal states are highly involved in the specification and implementation of these laws. The country’s energy strategy and measures for the reduction of emissions (including investments in renewables) are elaborated in collaboration between the federal government and the federal states. The measures taken are brought in line with the climate and energy package issued by the EU in 2008 which sets besides the promotion of renewables and the increase in energy efficiency the goal to reduce emissions until 2020 by 20 % (compared to 1990). This working paper builds on the insights gained from the LINKS project. LINKS (Linking climate change mitigation, energy security and regional development in climate and energy model regions in Austria) identified structural differences among the Austrian Climate Model Regions (urban, semi-urban and rural), human factors such as the willingness to use RES and to pay for them, as well as differing public acceptance and participatory governance measures. As a result, the two Austrian CEM regions of Güssing and Freistadt were determined as potential models to be transferred to Tata. These two CEMs illustrate the two opposite poles of different governance rationales. While the establishment of a CEM in Güssing was mainly initiated by the former mayor in a top-down process and enjoyed strong political support on the national and regional levels, Freistadt represents a bottom-up approach which has been located at the grassroots level and is informed by more participatory and flat governance structures. The overall objective of our work package was to assessing the transferability of these insights to different socio-political environments, such as Morocco’s Tata region. To do so, the working paper explores the visions and different notions of “green growth”. Moreover, it is concerned with the forms of participation of different stakeholders (including official authorities) in the making of renewable energy in a remote area of Morocco. Situated in the coun- try’s southeast, Tata has been designated as the location of one of the Noor solar plants. It analyzes the meanings produced in general discourses on energy policy in Tata and puts them into context with the political, territorial and economic orders that shape opportunity structures. Based on interviews, talks, a stakeholder forum and a focus group discussion, the paper identifies three threads of discourses and three perspectives on the Moroccan orders. 115. Unheard Voices: What Syrian Refugees Need to Return Home

Abstract:
As the Syrian regime regains territory, there have been growing calls in neighboring countries for refugees to go home. Yet refugees have conditions for a return—conditions that political efforts to resolve the Syrian conflict have largely ignored. To understand refugee attitudes toward return, the Carnegie Middle East Center listened to the concerns of Syrians—both male and female, young and old—struggling to build meaningful lives in Lebanon and Jordan. What is most striking is that despite the increasingly difficult challenges they face, a majority are unwilling to go back unless a political transition can assure their safety and security, access to justice, and right of return to areas of origin. Economic opportunity and adequate housing are important but not requirements. Above all, their attitudes make it clear that both a sustainable political settlement and a mass, voluntary return are contingent upon international peace processes that account for refugee voices.

116. How Turkey Can Ensure a Successful Energy Transition

Abstract:
Turkey needs to transition its energy system rapidly in order to reduce its reliance on imports, which account for 3 out of 4 units of Turkey’s total primary energy supply. With a growing population and economy, the country’s imported energy costs have reached alarming levels, driving a significant share of Turkey’s current account deficit. Turkey’s population grew from 70 million only a decade ago to 81 million people in 2017—the equivalent of adding a metropolitan region the size of the Rhine-Ruhr in Germany or Chicago in the United States.1 Alongside this population growth, the economy has seen gross domestic product (GDP) per capita growth averaging 3 percent per year, with growth exceeding 7 percent in 2010 and 2017 and 9 percent in 2011.2 This increasing demand has driven rapid growth of the country’s energy system, including in conventional fossil fuels and renewable energy. Fortunately, Turkey is endowed with significant renewable energy resources, a flexible financial sector, an entrepreneurial business approach, and a large manufacturing and engineering base. Turkey’s auction scheme for tenders—or awarding the rights to undertake renewable energy projects—means that much of the installed renewable energy equipment will also be locally produced, a product of government efforts to position the country for the wider, global energy transition as part of its ambitious plan for the 2023 centenary of the Republic.3

118. American Radical Economists in Mao’s China: From Hopes to Disillusionment

American radical economists in the 1960s perceived China under Maoism as an important experiment in creating a new society, aspects of which they hoped could serve as a model for the developing world. But the knowledge of ‘actually existing Maoism’ was very limited due to the mutual isolation between China and the US. This paper analyses the First Friendship Delegation of American Radical Political Economists (FFDARPE) to the People’s Republic of China in 1972, consisting mainly of Union for Radical Political Economics (URPE) members, which was the first visit of a group of American economists to China since 1949. Based on interviews with trip participants as well as archival and published material, this paper studies what we can learn about the engagement with Maoism by American radical economists from their dialogues with Chinese hosts, from their on-the-ground observations, and their reflection upon return. We show how the visitors’ own ideas conflicted and intersected with their perception of the Maoist practice on gender relations; workers’ management and life in the communes. We also shed light on the diverging conceptions of the role for economic expertise between URPE and late Maoism. As the first in-depth study on the FFDARPE we provide rich empirical insights into an ice-breaking event in the larger process of normalization in the Sino- U.S relations, that ultimately led to the disillusionment of the Left with China.

119. Rebuilding Nepal: Women's Roles in Political Transition and Disaster Recovery

April 25, 2018 – Today marks three years since a massive earthquake and violent aftershock leveled Nepal, killing 9,000 people, injuring an additional 22,000 people, and affecting roughly one quarter of the country’s population. The earthquake struck while Nepal was attempting to implement a political transition and rebuild following the resolution of its ten-year civil war in 2006. Following both the earthquake and the conflict, Nepali women played a crucial yet underappreciated role in relief efforts, and many continue to help the country as it moves into long-term recovery initiatives. This study and video by Georgetown’s Institute for Women, Peace and Security explore how gender-based discrimination and legal barriers amplified the adverse impacts of the conflict and the earthquake on women. In spite of these challenges, the report illuminates how women and women’s organizations led relief efforts and met the needs of marginalized communities—including women—following the conflict and disaster. Their work helped to save lives, preserve communities, and rebuild livelihoods. Finally, the study details how Nepali women continue to advocate for policy and humanitarian changes that better address women’s needs and open opportunities for marginalized groups, ultimately helping communities become stronger and more resilient. “This report ties together two fields of study that are often seen as discrete, but are actually intertwined: post-conflict transitions and disaster risk reduction,” said Briana Mawby, who co-authored the research study. Of the 15 countries with the highest vulnerability to disasters, 14 are among the top 50 most fragile states. “Given the increasing effects of climate change, understanding the intersection of post-conflict recovery and disaster response will be even more important in the years to come,” added co-author Anna Applebaum.

Abstract:
This article sketches out general approach to using cultural semiotics as a cognitive tool for analyzing international relations in general and in post-Soviet area in particular. The authors discuss how the homegrown school of cultural semiotics associated with the University of Tartu can be helpful for IR studies. In this respect we place cultural semiotic knowledge in a multidisciplinary perspective and look for projections of its concepts into the vocabulary of foreign policy. Then we intend to discuss the Tartu school from a political perspective, thus claiming that its premium put on cultural issues renders strong politicizing effects. Ultimately, we use cultural semiotic notions and approaches for problematizing the concept of the post-Soviet with its conflictual split between reproducing archaic policies and discourses, on the one hand, and playing by the rules of the post-modern society, with entertainment, hybridity and the spirit of deconstruction as its pivots.
