Abstract:
Securing safe and reliable water and sanitation services for all is one of the leading challenges facing sustainable development. All but a few OECD countries have connected 100% of their populations to safe water supplies, and the majority are connected to wastewater treatment. Progress has also been made in developing countries, where between 1990 and 2000 access to safe water supply rose from 73% to almost 80% of the population. But there is still a long way to go. Over 1 billion people worldwide still lack access to safe water and 2.6 billion people are without access to adequate sanitation. About 80% of all diseases in developing countries are water-related, leading to an estimated 1.7 million deaths each year.

102. Developing Countries and the WTO Agriculture Negotiations

Abstract:
The Doha 'Development' Round of trade negotiations at the WTO has featured agricultural trade liberalization as one of its key aims. But developing countries were frustrated with both the process and the content of the agricultural agreement negotiations early on in the Round. This prompted these countries, through a number of developing country groupings such as the G-20 and others, to call for changes in the talks to ensure that developing country voices and concerns were heard. Though developing countries were in many ways successful in registering their concerns in the latter half of the negotiations and have maintained a fairly high degree of cohesion across the Global South, it remains unclear whether this cohesion will last as the uneven impacts of agricultural trade liberalization become apparent.

103. Trade, Development and the Doha Round: A Sure Bet or a Train Wreck?

Abstract:
This paper explores the strategy and assumptions that are pushing the Doha Round into dangerously troubled waters, and it assesses the different agendas on the table. It summarizes how we reached the current deadlock, and examines the state of the WTO's legal dispute mechanism. It then critically assesses how divergences play out in the key policy areas of water exports, generic drugs, textile quotas, service-sector liberalization, and agricultural subsidies. Lastly, it will try to answer the question of whether Doha is 'a sure bet, or a train wreck' by looking at several of the prospects and possible scenarios that face the WTO post-Hong Kong. What is now evident is that a target deal seems more distant than ever. It would appear that evolution is not going to be kind to the WTO. The Doha Round is too complex which increases the possibility of failure; too intrusive to assuage many of global civil society's concerns and too anti-development for numerous countries in the Global South to come on board. Paradoxically, many countries are proving to be resilient and innovative when faced with the negotiating impasse and are not pushing the panic button. The global economy is not drifting towards protectionism and the core trading nations seem ready to accept a less dynamic WTO.

104. Payments for Progress: A Hands-Off Approach to Foreign Aid

Abstract:
There are significant differences of opinion about the merits of additional aid in meeting the MDGs, including whether and how aid should be given in 'fragile states', whether additional aid on the scale envisioned can be effectively used even in well-managed economies, and whether the aid system, particularly in highly aid-dependent countries, undermines instead of strengthens local institutions. We discuss an approach to scaling up foreign aid that would explicitly be aimed at strengthening local capacity and institutions, including in fragile states. “Payments for progress” would link additional aid to clear evidence of progress already achieved on the ground. This approach would give flexibility and autonomy to local institutions, providing an opening for local institutional experimentation, while at the same time ensuring that aid pays only for real, measurable achievements. Donors would bind themselves as a group to pay a specific amount for clear evidence of progress against one or more agreed goals in low-income developing countries. Developing country governments would present an independently audited statement reporting their progress on the measures, and donors would pay the agreed amount. Payments would be determined as a function of the outcomes, and not linked to the implementation of any particular policies, any other intermediate outputs, or “tied” to purchases from particular suppliers or companies. Governments that found ways to provide services efficiently and so reduce the costs of providing them would benefit from a larger surplus. We discuss the issues such an approach raises—in setting the benchmarks against which progress is measured, in avoiding cheating, and in managing unintended negative consequences of an incentives-based approach. We conclude with a summary of the advantages for donors and recipients.

105. Beyond the IMF

Abstract:
A consensus has developed that the International Monetary Fund (IMF) is not fulfilling its role, prompting multiple proposals for reform. However, this paper argues that the focus on reform should be complemented with an exploration of alternatives outside the IMF which hold the potential to not only give developing countries greater bargaining leverage with the Fund but also, by increasing competition, spurring the institution to better performance. The paper argues that most of the IMF's functions are being carried out in part through alternative institutional arrangements. It focuses in particular on the insurance role of the Fund and argues that developing countries are developing alternative insurance mechanisms, from a higher level of reserves, to regional co-insurance facilities to remittances as a counter-cyclical source of foreign exchange. The de facto exit of its clientele has been driven by the high political costs associated with Fund borrowing and now poses unprecedented challenges for the Fund, in particular pressures on its income. The paper argues for a rapid restructuring and significant cuts of the Fund's administrative budget with the budget savings instead directed to lower the interest rates charged to borrowers.

106. The U.S. External Deficit and the Developing Countries

Abstract:
In the absence of US fiscal adjustment and a further correction of the dollar, the current account deficit is headed to $1.3 trillion by 2010 (8 to 8.5 percent of GDP) and net US foreign liabilities to over $8 trillion (50 percent of GDP). According to CGD/IIE Senior Fellow William R. Cline, the rising trade deficit and associated borrowing from abroad are now financing a decline in personal saving and a rise in the government deficit. This imbalance will increasingly put the US economy—and the developing countries—at risk. This working paper focuses on the impact that the US external deficit and a possible “hard landing” for the US and world economies will have on developing countries. Cline finds that these countries are at risk since they have relied heavily on a continuing expansion of trade surpluses with the United States as a source of demand. Developing countries with high borrowing abroad are also doubly sensitive to a spike in world interest rates—once directly from higher US interest rates, and once indirectly through higher risk spreads—that might be associated with a hard landing. 107. Governance and Corruption in Public Health Care Systems

Abstract:
What factors affect health care delivery in the developing world? Anecdotal evidence of lives cut tragically short and the loss of productivity due to avoidable diseases is an area of salient concern in global health and international development. This working paper looks at factual evidence to describe the main challenges facing health care delivery in developing countries, including absenteeism, corruption, informal payments, and mismanagement. The author concludes that good governance is important in ensuring effective health care delivery, and that returns to investments in health are low where governance issues are not addressed.

The evolution of the development doctrine over the last six decades is analysed in some detail in this paper. The development doctrine is defined as the body of knowledge consisting of four interrelated components: (1) the prevailing development objectives; (2) the conceptual state of the art relating to development theories, models, techniques and applications; (3) the underlying data system; and (4) the resulting development strategy. The main contributions and changes in these four components are traced through, decade by decade, starting with the 1950s.

109. Gender and the Distribution of Wealth in Developing Countries

Only recently has it been recognized that women may not share in the wealth of men, even within the same household or family. Moreover, there is growing evidence that the gender distribution of wealth matters. This paper first reviews the available evidence for developing countries on the gender asset gap and finds that it is significant. It then considers the constraints on women's asset ownership with particular attention to the role of legal marital and inheritance regimes. The paper then turns to a more detailed examination of women's land ownership in Latin America and Africa. The final section considers the impact of women's land ownership on household income and welfare.

110. Estimating the Balance Sheet of the Personal Sector in an Emerging Market Country: South Africa 1975-2003

Abstract:
Official balance sheet estimates for the household sector are not currently available in South Africa, yet, with the country's well developed financial sector and deep capital markets, asset market channels are likely to be important determinants of aggregate consumer spending and saving, consumer demand for credit and their broad money holdings. The current paper aims to produce comprehensive estimates of household balance sheets for South Africa. The paper draws, where feasible, on best practice from the Office of National Statistics of the UK and assesses the quality of the data sources and suggests areas where additional surveys or improvements in data collection procedures would be helpful to further improve the quality of the balance sheet estimates. Furthermore, quarterly balance sheet measures to 2003 are provided, and linked to quarterly measures. The main balance sheet categories are liquid assets, household debt and various categories of illiquid financial and tangible assets, including pension wealth, directly held shares and bonds, and housing. Revised debt estimates and new estimates of tangible assets for households and unincorporated businesses are provided. The paper describes the trends of the estimates of the household sector's balance sheets and of total net wealth. The paucity of data for developing and emerging market countries is illustrated by means of a survey, and lessons are drawn from the South African research for the compilation of household sector balance sheets.
