Abstract:
On January 2, 2010, President Barack Obama confirmed that he had "made it a priority to strengthen our partnership with the Yemeni government -- training and equipping their security forces, sharing intelligence and working with them to strike al-Qaeda terrorists." Increasing military aid to Sana will involve a delicate balancing act. On the one hand, the United States has a strong interest in degrading al-Qaeda in the Arabian Peninsula (AQAP) to prevent them from attacking U.S. interests in Yemen, strategic sea lanes, or international targets. On the other hand, in this weak and divided country, significant segments of Yemen's security forces are used for internal repression, and parts of the intelligence system are sympathetic to Islamic militancy, raising the prospect that U.S. aims could be undermined.

Abstract:
Algeria's intrastate war in the 1990s, during which militant Islamists and the state fought fiercely against each other, still raises questions concerning the decisive factors leading to its onset and escalation. This paper uses the resource curse approach and the rentier state theory to understand the impact resource wealth could have had on the outbreak of this violent conflict, then goes one step further, adopting a context‐sensitive approach. This approach attempts to juxtapose those conditions directly linked to the resource sector with the general conflict‐fueling conditions diagnosed in Algeria. It takes into account conditions both within the country and in the international context. The application of a context matrix allows us to examine the interplay of resource‐related factors and other conflict-driving forces, such as socioeconomic, demographic and ideological changes. Such an approach not only broadens the general understanding of the resource‐violence link but also enhances our understanding of the eruption of violence in Algeria.

Abstract:
Terrorists from Lashkar-e-Taiba—a group historically supported by Pakistan—laid siege to Mumbai in November 2008, crippling the city for three days and taking at least 163 lives. But India's response was restrained; it did not mobilize its military forces to retaliate against either Pakistan or Lashkar camps operating there. A former Indian chief of Army Staff, Gen. Shankar Roychowdhury, bluntly stated that Pakistan's threat of nuclear use deterred India from seriously considering conventional military strikes.

614. Traditional Dispute Resolution and Stability in Afghanistan

Abstract:
Stability in Afghanistan will remain elusive unless disputes between individuals and among communities can be resolved through peaceful and equitable means. However, state justice institutions are barely functioning in much of the country and are incapable of meeting many justice and dispute resolution needs of Afghans. Instead, the majority of Afghans turn to traditional justice mechanisms—including tribal councils and village and religious leaders—to address both civil and criminal disputes. In many parts of the country, including areas recently cleared of insurgents, the best way to make signi_cant, visible, short-term (12 to 18 months) gains in peacefully resolving disputes is to work with community-based structures. USIP has drawn important lessons from its work with Afghan partners to implement pilot programs exploring links between the state and traditional justice systems in four provinces across the country (in Nangarhar, Khost, Paktia and Herat). Programs designed to create or strengthen existing links between traditional justice bodies and state institutions can build mutual trust and harness the strengths of each. Donor-funded traditional justice programs need to involve the Afghan government while also accounting for the practical needs of communities to settle disputes in line with their own traditions and procedures, as well as Afghanistan's laws and human rights norms.

615. The Threat from Jammat-ul Mujahideen Bangladesh

Abstract:
Jamaat-ul Mujahideen Bangladesh (JMB), a terrorist organisation, remains active and dangerous despite the decimation of its ranks over the last five years. Its links to the Pakistan group Lashkar-e-Tayyaba (LeT) remain a particularly serious concern. Since its coordinated bombing attack across the country on 17 August 2005, police have arrested hundreds of JMB members; they have also executed every member of its original leadership, including its founder, Shaikh Abdur Rahman. Its last successful attack was in January 2006. The state has succeeded in tackling the Islamist extremist threat to the extent that organisations such as JMB are struggling to survive. But the arrest of 95 JMB operatives since October 2008 and discoveries of huge caches of explosives demonstrate that JMB was able to regroup, recruit and raise funds. No one should take its demise for granted: the possibility of another attack remains, and the government should move quickly to create a planned policeled counter-terrorism force. It should also step up counterterrorism cooperation, particularly with neighbouring India.

616. Strengthening the IAEA: How the Nuclear Watchdog Can Regain Its Bark

Abstract:
The United States has a great interest in the success of the International Atomic Energy Agency (IAEA), given the important role it can play in reducing the risks of nuclear proliferation and nuclear terrorism. Stalled investigations of Iran and Syria have put the credibility of the IAEA at stake. The agency detected neither Iran’s hidden uranium enrichment facility near Qom nor the reactor being constructed by Syria near al Kibar. These examples underscore the importance of strengthening the agency’s verification capability, by both increasing its authority and sharing more information. The IAEA can also help shape the global growth of nuclear power, ensuring the highest levels of safety and security, while discouraging the spread of sensitive technologies that can be misused to build nuclear weapons. The IAEA Board of Governors’ recent decision to establish a nuclear fuel bank in Russia is a step in the right direction. Success requires a new “Spirit of Vienna”—a willingness of delegates to work toward consensus on even difficult topics—surrounding the agency’s important role in nonproliferation. It also requires a conscious effort by the new Director General to remove the politics from IAEA business and return the agency to its technical mandate.

Abstract:
The State Department's recently released Country Reports on Terrorism 2009 (CRT 2009) reveals several important trends in the evolution of global terrorism. The good news is that al-Qaeda is facing significant pressure, even as the organization and its affiliates and followers retain the intent and capability to carry out attacks. What remains to be seen is if the dispersion of the global jihadist threat from the heart of the Middle East to South Asia and Africa foreshadows organizational decline or revival for al-Qaeda itself and the radical jihadist ideology it espouses. How governments and civil society alike organize to contend with the changing threat will be central to this determination. The bad news is that governments and civil society remain woefully ineffective at reducing the spread and appeal of radical Islamist extremism.

Information provided by Iranian insiders such as Reza Kahlili became critically important in this regard.

Abstract:
Four years ago this week, Israel launched a military campaign in Lebanon in retaliation for a brazen Hizballah attack on its soldiers. The goal, according to an Israeli official, was "to put Hizballah out of business." But neither war nor subsequent U.S. diplomatic efforts aimed at weakening the group have succeeded, and some in the Obama administration now appear to view direct engagement as an option worth exploring. Reaching out to Hizballah, however, at a time when it is politically and military emboldened, would be an exercise in futility that could prove counterproductive.

Abstract:
Although al-Qaeda in the Arabian Peninsula (AQAP) is not the biggest problem -- or even the biggest security challenge -- facing the Yemeni government, the United States and much of the international community still place it above other issues. Successful counterterrorism is directly linked to state stability. If Yemen becomes a failed state within the next few decades, U.S. counterterrorism objectives would be decisively undermined. The challenge for U.S. policy is finding a way to bolster the struggle against AQAP without exacerbating other aspects of Yemen's overlapping security, economic, and political crises.
