Abstract:
Three years after their August 2008 war over the South Ossetia region, tension is growing again between Russia and Georgia, and talks are needed to restore stability and create positive momentum in a situation that is fragile and potentially explosive. Diplomatic relations are suspended, and the two have only started limited negotiations, with Swiss mediation, on Russia's World Trade Organisation (WTO) membership. Yet, they share interests in improving regional security, trade and transport and should start discussions on these rather than continuing to exchange hostile rhetoric that only makes renewed dialogue more difficult.

Abstract:
The tenth anniversary of the 9/11 attacks has become an occasion for reevaluating the terrorism threat to the United States. Three key questions have been raised. What is the status and current strength of al-Qa`ida, the group that perpetrated 9/11? Have measures taken since 9/11 made Americans any safer today? Why has the United States not been attacked again—at least in the sense of being attacked on a scale approaching 9/11? These are worthwhile questions, although they each involve a restricted perspective toward terrorism and counterterrorism. The first is inherently limited by being focused on only a single variety of terrorism or even just a single group. The second usually omits reference to any standard of success and failure in securing Americans from terrorism or to the costs and trade-offs entailed in obtaining a given degree of safety. The third question is usually a yearning for an explanation that would be too simple to be an accurate analysis of what has determined the amount of terrorism directed against the United States during the past decade.

563. Afghanistan Win or Lose: Transition and the Coming Resource Crisis

Abstract:
The US confronts a wide range of challenges if it is to win the Afghan conflict in any meaningful sense, and leave a stable Afghanistan and Pakistan: Decide on US strategic objectives in conducting and terminating the war. These objectives not only include the defeat of Al Qaeda, but deciding on what kind of transition the US wishes to make in Afghanistan, what goals the US can achieve in creating a stable Afghanistan, US goals in Pakistan, and the broader strategic goals the US will seek in Central and South Asia. Defeat the insurgency not only in tactical terms, but also by eliminating its control and influence over the population and ability exploit sanctuaries in Pakistan and win a war of political transition. Create a more effective and integrated, operational civil and civil-military transition effort by NATO/ISAF, UN, member countries, NGO, and international community efforts through 2014 and for 5-10 years after the withdrawal of combat forces. Build up a much larger, and more effective, mix of Afghan National Security Forces (ANSF). Give the Afghan government the necessary capacity and legitimacy (and lasting stability) at the national, regional/provincial, district, and local levels by 2014. Dealing with Pakistan in reducing the Taliban-Haqqani network in the NWFP and Baluchistan, and dealing with the broader risk Pakistan will become a failed nuclear weapons state. Shape a balance of post-transition relations with India, Iran, "Stans," Russia, and China that will help sustain posttransition stability. Make effective trade-offs in terms of resources relative to the priorities set by other US domestic and security interests.

Abstract:
During the coming months, the US must reshape its strategy and force posture relative to Iraq and the Gulf States. It must take account of its withdrawal of most of its forces from Iraq, and whether or not it can give real meaning to the US­Iraqi Strategic Framework Agreement. It must deal with steadily increasing strategic competition with Iran, it must restructure its post-­Iraq War posture in the Southern Gulf and Turkey, and define new goals for strategic partnerships with the Gulf states and its advisory and arms sales activity. It must decide how to best contain Iran, and to work with regional friends and allies in doing so. In the process, it must also reshape its strategy for dealing with key states like Egypt, Jordan, Turkey and Yemen.

566. Al Qaeda in the Islamic Maghreb

Abstract:
Al Qaeda in the Islamic Maghreb (AQIM) emerged from a decades-long militant Islamist tradition in Algeria. In 1998, the Salafist Group for Preaching and Combat (Groupe Salafiste pour la Prédication et le Combat, or GSPC) broke away from the Armed Islamic Group (Groupe Islamique Armé, or GIA) because of the GIA's extensive targeting of civilians. Gradually, the GSPC evolved to encompass global jihadist ideology in addition to its historical focus on overturning the Algerian state. In 2006, the GSPC officially affiliated with al Qaeda core, soon rebranding itself as al Qaeda in the Islamic Maghreb. In the following years, AQIM was able to conduct a small number of large-scale attacks, most notably its 2007 bombing of the UN headquarters in Algiers. In recent years, counterterrorism pressure and weak governance have combined to shift the center of AQIM's presence to the Sahara-Sahel region. AQIM continues to make its presence known through smuggling operations, kidnappings, and clashes with security forces in the desert. In the coming years, general instability within the region could allow AQIM to further expand its influence.

Abstract:
September 11th 2011 will mark the tenth anniversary of the terrorist attacks which toppled the World Trade Center buildings in New York City and killed approximately three thousand people. These attacks marked the beginning of an escalation of global Islamic terrorism which shows no signs of fading in the near future. The purpose of this paper is to examine whether Islamic terrorism has seen a marked increase in Canada since 9/11 and further identify what this might mean for Canadians and policymakers moving forward. Investigating the terrorist incidents which have unfolded in Canada over the past ten years not only provides valuable information about the threats and challenges Canada has experienced since 9/11, it also provides clues about what we might expect moving forward. This paper argues that an analysis of terrorist incidents in Canada from 9/11 until today reveals a disturbing trend. However, it also provides a clear indication of several areas which need to be investigated and addressed in order to mitigate this threat moving forward.

Events in Yemen are moving at a rapid pace. Economic, environmental and political crises that have long limited Yemen's attempts at developing a strong centralized state now threaten to overwhelm the country. Protest movements similar to those that pushed out autocratic regimes in Tunisia and Egypt have plunged Yemen into deeper instability, and multiple competing factions are currently fighting for control of the government. Reports of rising Islamist militancy and a stream of terror attacks by al-Qa'ida in the Arabian Peninsula (AQAP) have raised fears that soon large parts of the country may be overrun by jihadists intent on striking the United State.

Abstract:
Terrorism and transnational organised crime can no longer be studied in isolation. Both criminal and terrorist groups are increasingly cooperating. Some groups are transforming into new crime-terror groups displaying the characteristics of both. A decade ago terrorism and organised crime were perceived to be driven by different motivations: terrorists were perceived to have political, ideological, religious or ethnic goals and organised criminals mostly economic goals. Terrorism was viewed not as a criminal activity but as a form of political violence. Today, most terrorists are engaged in some form of organised crime and a growing number of organised crime cartels are engaging in political violence. Trafficking drugs is the most common criminal act that is uniting organised criminals with terrorists. These groups are being labelled by law enforcement officials in such new terms as narcoterror, narcoguerillas and narcofundamentalism. Narco–terrorism, for example, could be defined as the use of drug trafficking to finance and advance the political and ideological objectives of non-state actors, criminal groups and terrorists in such a way that they threaten the rule of law, the state and the region.

570. The nature of a friendship: making sense of Sino-Pakistani relations

The May 2nd 2011 Abbottabad raid that resulted in the death of Osama bin Laden heightened long-standing tensions between America and Pakistan. What little trust still existed between the establishments of the two countries almost completely disappeared. It is in this context that Pakistan made immediately clear that it was not dependent on Washington's benevolence and that it could turn at any time to its “all-weather friend” China for assistance that is free of criticism. Originating more than 60 years earlier, the Sino-Pakistani relationship until then had gone relatively unnoticed by most observers. After Abbottabad, while American policymakers were busy questioning the reliability of the Pakistani state and suspending some of the huge flows of military aid that had been poured into that country since 2001, Islamabad was swiftly taking countermeasures.
