Abstract:
My testimony draws on experience and perspective gained during my career as a US Army Special Forces officer with deployments to Afghanistan most recently in 2010- 2011 as commander of the International Security Assistance Force (ISAF) Counterinsurgency Advisory and Assistance Team (CAAT) deploying experienced counterinsurgency advisors across all five ISAF regional commands and reporting directly to COMISAF. It is also informed by participation in efforts to build host nation security force capabilities in the Philippines and elsewhere as well as by scholarly research on the effective employment of state security forces to combat insurgency.

On November 22, 1963, Lee Harvey Oswald, a deluded little man with grandiose visions of his own importance, managed, largely because of luck, to assassinate President John F. Kennedy. Since then, many people have contended that such a monumental event could not have been accomplished by such a trivial person. Some of these disbelievers have undertaken elaborate efforts to uncover a bigger conspiracy behind the deed.

Abstract:
PENANG—One of the major repercussions following the September 11, 2001, attacks on New York and Washington was new interest in certain regions that were previously regarded as of relatively low importance with regard to terrorism hotspots. Southeast Asia is one such example. The extremely diverse ethnic, religious, cultural and linguistic texture of Southeast Asia—coupled with an alarming number of legislative deficiencies—provides a safe haven for many different varieties of extremism. The prevalence of groups such as Abu Sayyaf (the Philippines) and Al-Ma'unah (Malaysia), as well as events such as the 2002 Bali bombing, clearly demonstrate the attractiveness of Southeast Asia as a terrorism hub—and the potential for terrorist activity there. The reasons are obvious. Southeast Asia is home to more than 20 percent of the world's Muslims, making Islamic radicalism a core security challenge for countries such as Malaysia, Singapore, Thailand, the Philippines, and Indonesia. Indeed, after knowledge of al-Qaeda's extensive global terrorist network was made public, several extremist groups in Southeast Asia were identified as Al-Qaeda regional partners and terrorist cells. These include Jemmaah Islamiah (JI), Abu Sayyaf, the Moro Islamic Liberation Front (MILF), the Islamist separatists of Patani and Laskar Jihad (LJ).

515. Haqqani Network Financing: The Evolution of an Industry

Abstract:
The purpose of this report is to understand and outline the financial architecture that sustains the Haqqani faction of the Afghan insurgency. The Haqqani network (hereafter “the network” or “the Haqqan is”) is widely recognized as a semi-autonomous component of the Taliban and as the deadliest and most globally focused faction of that latter group. What gets far less attention is the fact that the Haqqan is also appear to be the most sophisticated and diversified from a financial standpoint. This report will illustrate that the Haqqani business portfolio mirrors a mafia operation, and illustrate why an understanding of the illicit business side of the network is critical to enriching our understanding of the group. In addition to raising funds from ideologically like minded donors, an activity the Haqqan is have engaged in since the 1980s, information collected for this report indicates that over the past three decades they have penetrated key business sectors, including import-export, transport, real estate and construction in Afghanistan, Pakistan, the Arab Gulf and beyond. The Haqqan is employ violence and intimidation to extort legal firms and prominent community members, and engage in kidnap for ransom schemes. According to investigators, they protect and engage in the trafficking of narcotics and the precursor chemicals used to process heroin (although to a much lesser degree than other factions of the Afghan Taliban). The Haqqan is also appear to operate their own front companies, many of which appear to be directed at laundering illicit proceeds. The broad range of business activities in which the Haqqan is engage suggests that the pursuit of wealth and power may be just as important to net work leaders as the Islamist and nationalistic ideals for which the Haqqan is claim to fight.

The terrorist attacks of 9/11 represent a watershed for the United States, redefining its national security priorities in the twenty- first century. Today, the greatest threat to the United States is no longer powerful rival states; rather, it is fragile and failing states that pose the greatest danger to U.S. borders. These “ungoverned spaces” with poor, ineffective, or absent governments lack basic services and fall behind on economic development. With today's interconnectivity, these unchecked pockets of the world that propagate corruption, terrorism, and the trafficking of drugs, arms, and humans create major security threats that can permeate across insecure borders

Abstract:
Incidents of “homegrown terrorism”—extremist violence perpetrated by U.S. citizens or legal U.S. residents, and linked to or inspired by al Qaeda's brand of radical Sunni Islamism—have increased in the aggregate since 9/11. Homegrown extremists, as defined in the CSIS report A Threat Transformed: Al Qaeda and Associated Movements in 2011, are “radicalized groups and individuals that are not regularly affiliated with, but draw clear inspiration and occasional guidance from, al Qaeda core or affiliated movements.” A growing number of Muslims—both naturalized citizens and American-born—have communicated with extremists who are linked to al Qaeda and Associated Movements (AQAM), have sought terrorist training, or have attempted to carry out attacks either inside the United States or abroad. While not official members of al Qaeda or its affiliates, these individuals and small groups have been influenced by and have sought to involve themselves in AQAM's global war against the West.

519. Dividing the Korean Peninsula: The Rhetoric of the George W. Bush Administration

Abstract:
This paper suggests that an examination of the discourse and rhetoric of the George W. Bush administration offers a more comprehensive understanding of the developments that occurred during the years of South Korea's Sunshine policy (1998-2008). Such an approach supplements the traditional neorealist perspective and helps to account for the direction of certain policies. The paper argues that in its inter-Korean discourse, the Bush administration framed South Korea as an ally and partner against North Korea, while imagining the North as part of the “axis of evil” and a threat to international security. Since the US occupies an essential role in inter-Korean affairs, its framing of North and South Korea as unalterable opposites impeded inter-Korean reconciliation under the Sunshine policy. Rhetoric from two events will illustrate this point –the 2001 US-South Korea summit and the 2004 US Presidential Elections campaign.

Writing in 1813 to his old friend and political adversary Thomas Jefferson, John Adams vividly described the scene in Philadelphia when the French Revolutionary Wars broke out: “You certainly never felt the Terrorism excited by Genêt, in 1793, when ten thousand People in the Streets of Philadelphia, day after day threatened to drag Washington out of his House, and effect a Revolution in the Government, or compell it to declare War in favour of the French Revolution and against England.”1 Adams andWashington had witnessed firsthand this “terrorism” incited by Edmond Genêt, Foreign Minister from France, and it powerfully influenced their appraisal of the risks political parties and other extra-constitutional amalgamations posed to the young Republic. Just a few years after the Genêt Affair, President George Washington issued his often-quoted Farewell Address, in which he admonished the American people to avoid foreign entanglements and be wary of the “baneful effects of the spirit of party.”2 These two recommendations went hand-in-hand: political parties, in Washingtonʼs view, would only continue to polarize a polity divided by foreign war.3 The first President was particularly suspicious of the Jeffersonian Republican Party, which he believed had encouraged Francophile partisans to take up arms in support of the French revolutionary struggle against Britain and other powers.
