Israeli authorities in the West Bank have long worried about stopping Palestinian terrorism. Now, they need to add a new item to the agenda: stopping radical Jewish settlers who have begun attacking innocent Palestinians and Israeli soldiers alike. Jerusalem has to the stop the violence, and Washington should help.

Abstract:
This lecture draws lessons from the experience of the first decade of the 21st century about how best to think about national security in modern times. Two related themes are identified. The first theme explores the connections between how we define the risks – both threats and hazards - to national security in human terms, how we use approach of risk management to maintain adequate public security, and as a result how we need to invest in modern intelligence to help in that task of risk management. The second related theme is about what can be learned specifically about maintaining security against terrorism and political violence since 9/11, and the connections that need to be made between public security, civil liberties, and human rights and the limits of counter-terrorism policy in a democracy.

The face of extremism in Indonesia has changed dramatically over the past decade. While the security threat from Jemaah Islamiyah (JI) and other Salafi-Jihadist groups remains, it has diminished significantly from its heyday in the early 2000s. With many hardline leaders now in prison or dead and current mainstream leaders reluctant to support terror attacks, violence as a means to establish an Islamic state appears to be losing favor in militant circles. New followers continue to be radicalized through a number of channels, but there are also former radicals who are disengaging as they grow disillusioned with movement tactics and leadership, as they develop new relationships, and as their priorities shift. The organized, large-scale bombings have declined, largely in response to a changing security environment. Small-scale attacks and targeted assassinations are still prevalent, but these are often the actions of small splinter groups or unaffiliated individuals. Within JI itself, support for terror attacks on Indonesian soil is increasingly a minority-held view.

Abstract:
This article explores the causes and dynamics impacting the development of the EU's security policy on Africa. The changing global structure in Africa has influenced the EU's foreign and security policy in Africa. The new global actors, such as China, India, Brazil, and Turkey have recently consolidated their political and economic relations with both African states and organisations with an impact on the EU's approach to the continent. At the same time, the new challenges, like international terrorism and immigration, also left their mark on the EU's policy in Africa. This article argues that the EU members' economic interests have played a central role in developing the EU's security policy towards Africa. Meanwhile, the new global threats and challenges and the emergence of new actors in Africa have also had an impact on the formulation and implementation of the EU's security policy in Africa.

On 19 November, the Council of the EU welcomed the Crisis Management Concept for a possible EU training mission for Mali, paving the way for the launch of a CSDP operation replicating the work done in Uganda with Somali troops. And many in Brussels have started to speak of EUTM Mali, as if EUTM and more generally the EU approach to the crisis in Somalia was a relevant model for action in Mali.

Cybersecurity concerns everyone, and is everyone's responsibility. It is a genuine example of a society-wide security issue. The United States is ahead of Europe in discussing and integrating (military) cybersecurity into its foreign and security policies. For the US, the biggest challenges at the moment are: updating legal frameworks, creating cyber rules of engagement for the military, building cyber deterrence and clarifying the cybersecurity roles and responsibilities of government and private sector actors. Cooperation at national and international levels is integral to improving cybersecurity. This includes updating international and domestic legal frameworks to ensure that state actions are accountable, and to protect citizens from wanton strikes at critical infrastructure. Governments must hold private sector partners accountable, and through partnerships ensure that societal cybersecurity is not overshadowed by private interests – public-private partnerships have a crucial role to play in this.

470. The threat of growing extremism in Punjab

Abstract:
During the last few years Punjab has experienced a deep social crisis in which Islamist organisations have been able to challenge the Pakistani authorities' power – as certain Islamist organisations, including extremist ones, increasingly are filling the role of welfare providers to the people. Punjab is experiencing a shift from the traditional Barelvi (Sufi) Islam towards more orthodox interpretations of the faith – often in quite radical variants. Some of the most important extremist Islamist organisations instrumental in this reorientation have become involved in criminal activity and in settling scores between competing bodies at the local level. Local judiciary, police and politicians often function as enablers for the extremists. This is not only troublesome for Pakistan: rising radical Islamist tendencies can be witnessed in Norway among certain Norwegian-Pakistanis. This policy brief describes some initial findings regarding the potential consequences of Punjab's social crisis, its patterns of extremism and the reorientation of religion in the province. It argues that in addition to being problematic for Pakistan, this development may have an adverse effect on diaspora communities living in the West.
