Abstract:
This article focuses on the history of terrorism in West Africa in the first half of the 21st Century and attempts by regional and international bodies to combat it. It argues that although recently much attention has been paid to the sub region as a zone of terrorism, such terrorism has deeper historical roots and as such pre-dates the position taken by most contemporary scholars. West Africa has been a victim of terrorism over the years and to take on board only recent happenings is to do injustice to history. What has changed and continued? Who have been the key players? What attempts have been carried out by the respective organizations to stamp out terrorism?

352. The Metrics of Terrorism and Instability in Pakistan

The total number of terrorist attacks reported in Pakistan increased 36.8 percent between 2012 and 2013. Fatalities increased 25.3 percent and injuries increased 36.9 percent. No specific perpetrator organization was identified for 86.2 percent of all attacks in Pakistan. Of the remaining attacks, nearly half (49%) were carried out by the Tehrik-i-Taliban Pakistan (TTP). Attacks attributed to the TTP killed more than 550 and wounded more than 1,200 in 2013. Twenty other groups, including a number of Baloch nationalist groups such as the Baloch Republican Army, the Baloch Liberation Army, the Baloch Liberation Front, and the Baloch Liberation Tigers, carried out attacks in Pakistan, particularly in Balochistan. More than 37 percent of all attacks in Pakistan took place in Khyber Pakhtunkhwa province, 28.4 percent took place in Balochistan, and 21.2 percent took place in Sindh province. The proportion of attacks in the Federally Administered Tribal Areas (FATA) decreased from 19.6 percent in 2012 to 9.4 percent in 2013. The most frequently attacked types of targets in Pakistan were consistent with global patterns. More than 22 percent of all attacks primarily targeted private citizens and property, more than 17 percent primarily targeted the police, and more than 11 percent primarily targeted general (non-diplomatic) government entities. However, these three types of targets accounted for a smaller proportion of attacks in Pakistan (51.1%) than they did globally (61.7%). Instead, terrorist attacks in Pakistan were almost twice as likely to target educational institutions (6.4%) and more than three times as likely to target violent political parties (4.4%), organizations that have at times engaged in both electoral politics and terrorist violence.

Abstract:
The French government recently announced a plan to “combat radicalization” and a series of measures to prevent recourse to violence. Although the term is not entirely new in the French political parlance, it marks a departure from a counterterrorism policy justified mainly by a judicial approach and enforced in great part through administrative measures. France is thus moving closer to the Netherlands and the United Kingdom, which both began to develop such policies in the mid-2000s. Yet what exactly does it mean to “combat radicalization”? What explains the French government’s change of approach? And what can be learned from a decade of experience in these two European countries? This study shows that the concept of radicalization serves as an effective discourse to legitimize the extension of police action beyond its usual purview, by becoming involved in areas of diversity management such as education, religion, and social policy. The study traces the dissemination of the discourse through European institutions and, using the notion of “policed multiculturalism,” analyzes the effects of its legal, administrative and preventive forms.

Abstract:
A cornerstone of strategic thinking is a clear understanding of one’s opponent. Developing such an understanding in dealing with the Islamic State (IS) is challenging. Constraints on access to the frontlines in Iraq and Syria make it unusually hard for researchers to ground assessments in evidence‐based approaches. This occasional paper contributes to the development of an empirically grounded understanding of the IS by analyzing the finances and management of the group’s predecessor, the Islamic State of Iraq (ISI), which changed its name to the Islamic State of Iraq and the Levant (ISIL) in April 2013 and then the Islamic State in June 2014. There is a direct line of descent from Al‐Qa’ida in Iraq (AQI) through the Islamic State of Iraq to today’s Islamic State, despite changes in the group’s territorial holdings and the announced scale of its ambitions. Using historical documents to understand how AQI and the ISI were run can therefore help us better understand the current incarnation of the group, as well as the strengths and weaknesses it may have inherited.

Abstract:
As President Obama prepares to address the nation tomorrow night regarding the threat of the Islamic State of Iraq and Syria (ISIS), Chicago Council Survey results from May 2014 show that the Americans remain concerned about the threat of international terrorism, though less intensely now than in the past. Still, combating terrorism remains a top foreign policy goal for the US public, and one of the few situations where majorities of Americans say they are willing to support the use of US troops. That support is reflected in recent polls from CNN/ORC International and ABC News/Washington Post, which find majorities of Americans in favor of conducting airstrikes against ISIS.

Abstract:
Examining global cybercrime as solely a legal issue misses an important facet of the problem. Understanding the applicable legal rules, both domestically and internationally, is important. However, major state actors are using concerted efforts to engage in nefarious cyber activities with the intention of advancing their economic and geostrategic interests. This attempt to advance a narrow set of economic interests through cybercrime and economic cyber espionage holds to the potential to erode the trust in the digital economy that has been a necessary condition for the success of the Internet as an economic engine for innovation and growth. By pursuing these efforts, states are prioritizing short-term interests over long-term stability and a responsibly governed, safe and secure Internet platform. This paper explores the recent unsealing of a 31-count indictment against five Chinese government officials and a significant cyber breach, perpetrated by Chinese actors against Western oil, energy and petrochemical companies. The paper concludes by noting that increased cooperation among governments is necessary, but unlikely to occur as long as the discourse surrounding cybercrime remains so heavily politicized and securitized. If governments coalesced around the notion of trying to prevent the long-term degradation of trust in the online economy, they may profitably advance the dialogue away from mutual suspicion and toward mutual cooperation.

Abstract:
Growing dependence on ever evolving information technology and continuous occurrence of cyber- attacks against nations demonstrate the need for solid security strategy in cyberspace. South Korea, a country keen to explore benefits brought by the Internet, has suffered a heavy blow from a series of North Korea's cyber-attacks in the past. This paper analyzes the 2013 March 20 cyber-attack against South Korea in detail and sheds light on the fast developing cyber capabilities of North Korea. The severity of the March 20 attack which simultaneously targeted major banks and broadcasters in the country spread panic through South Korea. The malware used in the attack was later nicknamed "DarkSeoul" because of the repetitive use of the term in the malware programming source. The attack illustrates the changing nature of the conflict on the Korean Peninsula, reflecting the need for a new concept of national security in which cyberforce plays a critical role.

360. Getting it right: US national security policy and al Qaeda since 2011

Abstract:
Current national security policy is failing to stop the advancement of al Qaeda and its affiliates throughout the Muslim-majority world. While there are many reasons for this failure, three key issues stand out: a poor definition of the enemy, an incorrect view of its objectives, and the adoption of a strategy that will not defeat the latest evolution of this adaptive organization. If the US understood al Qaeda as it is: the leadership and field army of an insurgency with worldwide linkages that hopes to impose its extremist version of shari'a , govern territory, and overthrow the leaders of every Muslim- majority country, the current national strategy for combating al Qaeda would not be confined to counter - terrorism and attrition, but would instead make counterinsurgency-without large numbers of American ground forces-its main technique for confronting and defeating the organization.
