1311. Renewing Energy Security

Abstract:
Energy security has risen on the policy agendas of many countries as a result of: reaction to the oil price surge of 2000; commitments to restrict greenhouse gas emissions following the Marrakesh Agreement; uncertainty about stability of supplies to final consumers following the California shortages and European fuel price protests of 2000; the 'war against terrorism' following 11 September, and the growing Israeli-Palestinian conflict. This paper reviews the broad policy context within which energy security is placed, the outlook for energy supply and its key uncertainties, the security risks involved at the national and consumer level, and the scope for 'dialogues' between producers and consumers. The broad conclusions of the paper are that: international trade and investment provides the best route to national energy security for most countries; the benefits of international energy trade and investment can be compatible with policies to protect the environment and reduce greenhouse gas emissions, although such policies do not necessarily reinforce energy security; within countries the security of distribution of energy to final consumers requires policy support, whether or not the primary sources of energy are imported or domestic; the international framework for energy trade and investment will work best if the interests of countries dependent on energy exports are taken into account.

Abstract:
In April 2002, the National Intelligence Council sponsored a conference that examined the impact of events in Afghanistan since 11 September on a variety of regional actors, including Russia, Iran, Turkey, India, Europe, Pakistan, and the Central Asian states of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. The conference brought together government and outside experts and consisted of four workshops with presentations from ten academic and regional experts, followed by lengthy discussion sessions. The purpose of the conference was not to arrive at a consensus but to deepen understanding of the complex geopolitical dynamics at work in the region.

The terrorist attacks of September 11 swept away much of the uncertainty about Central Asia's importance to the international system and its relationship with the major powers, especially the United States. Indeed, the five states of the region—ajikistan, Uzbekistan, Turkmenistan, Kazakhstan, and Kyrgyzstan—have become among the most important frontline states in America's war on terrorism. But the war did not alter many basic long-term trends in the region that will complicate U.S. activities as well as color Central Asian perceptions of the United States. Beyond the immediate demands of the war on terrorism, many fundamental questions remain unanswered: How important is Central Asia to the United States? What is the nature of U.S. interest in the region? What role should the United States play in Central Asia: security manager, hegemon, limited partner? Defining the right role for the United States in Central Asia is no easy task. The region is geographically remote, unknown to much of the American public, and not easily accessible. It has few evident connections to the United States. U.S. interests in Central Asia— beyond the most basic ones such as peace, stability, and alleviation of human suffering, as well as those associated with terrorism—are not easy to identify in ways that the American people and their leaders would readily embrace. Moreover, the early record of U.S. engagement in Central Asia immediately after the breakup of the Soviet Union and through the 1990s was not a positive one, resulting in mutual disappointments in Washington and the Central Asian capitals. That record offers important lessons that will be considered below.

To operate effectively, transnational terrorists and criminals need ready access to money and the ability to maneuver it quickly and secretly across borders. On a large scale, such money maneuvers can ripple across entire regions, embroiling global markets and threatening vital American economic interests as well as destabilizing other countries politically. The ability to move vast quantities of wealth rapidly and anonymously across the globe—sometimes combining modern-day wire transfers, faxes, and Internet connections with centuriesold practices, such as the hawala, of personal connections and a handshake—gives terrorist and criminal networks a strategic advantage over many states. Yet it also might be their vulnerability.

Americans have become accustomed to the idea of a forward defense of U.S. interests. Accordingly, the Nation has organized, trained, equipped, maintained, and deployed its military forces to deal with threats beyond its shores—an engagement strategy that generally has been met by stationing or deploying over 250,000 U.S. forces at key points around the Eurasian periphery. The strategic construct is evolving to include an element of internal engagement.

Abstract:
The attacks of September 11, 2001, have made Americans acutely aware of their vulnerability to terrorism. Now the Nation is focused on improving defensive measures and rooting out and destroying the global infrastructure of terrorism. In response to the terrorist offensive, the Bush administration has engineered an international coalition against terrorism; dedicated substantial new resources to prevent or deter this blight; undertaken military action against blatant practitioners of terrorism; and established a new Office of Homeland Security, under the leadership of former Pennsylvania governor Tom Ridge, to coordinate the Federal response to terrorism.

Abstract:
At previous RAND-GCSP workshops in 1999 and 2001, participants examined, respectively, possible roles for NATO in the Middle East and the challenges to Turkey as both a European and Middle Eastern actor. The 2002 workshop, scheduled for June 23-25, 2002, was originally intended to take a broad look at issues relating to Southwest Asia, where Europe and the United States have long grappled with a range of strategic and political differences. However, in light of the terrorist attacks on the United States on September 11, 2001 and the subsequent U.S.-led military campaign in Afghanistan, the organisers decided to refocus the workshop around the specific theme of terrorism and asymmetric conflict in Southwest Asia. The workshop focused on both the global and regional aspects of the terrorist threat.

Abstract:
The emergence of a political ideology based on Islam is commonly attributed to Jamal Eddine al-Afghani (1838-1898) of Afghanistan, Mohammad Abduh (1849-1905) of Egypt and Abdurrahman al-Kawakibi (1849-1902) of Syria. These early Muslim intellectuals are called "reformers," because they advocated a reversal of what they perceived in their era as a slow but inexorable decline of Islam. In their views, this could be accomplished only through a purification of the faith and a return to strict observance of the word of Allah (i.e. the Koran) and imitation of His prophet's behaviour (i.e. the Sunna). But at the same time, those thinkers believed that Muslims should not shun science and knowledge even if they came from non-Muslims. Thus saved from decay and decadence, the reformed and renovated Islam could inaugurate a period of renaissance (nahdha) that would allow it to join and participate in the economic and social transformations that were under-way in the West.
