Abstract:
The topic of this conference, “The War on Terror and its Impact on Security Sector Governance and Society”, gives us the opportunity to engage in an intensive dialogue with participants from various countries and with different expertise. Let me briefly introduce my approach to this session. Since June 2003 I have been working at the Geneva Centre for Security Policy, currently responsible as the Co-Director of the International Training Course on Security Policy training 30 participants from 23 different countries, amongst them two Russian participants. As our objective is to prepare the participants for international and national assignments in security policy branches, we are trying to create a fruitful balance between academic debates, concepts, practitioners' views and experiences and practical hands-on training. I would like to follow this approach today.

1162. Weakening Indonesia's Mujahidin Networks: Lessons from Maluku and Poso

In the wake of a second terrorist attack on Bali, the need to understand Indonesia's violent jihadist networks is greater than ever. Two incidents in May 2005 -- the execution of paramilitary police in Ceram, Maluku, and the bombing of a market in Tentena, Poso -- offer case studies of how those networks are formed and operate. Weakening the networks is key to preventing further violence, including terrorism. In Maluku and Poso, sites of the worst communal conflicts of the immediate post-Soeharto period, one place to start is with programs aimed at ex-combatants and imprisoned mujahidin due for release. These men are often part of networks that extend beyond the two conflict areas, but if they can be "reintegrated" into civilian life, their willingness to support mujahidin elsewhere in Indonesia and engage in violence themselves might be lessened. Addressing broader justice and security issues would also help.

Abstract:
Although the dangers are evident, the international community continues to support General Pervez Musharraf because of his perceived cooperation in the war on terror, ignoring unconstitutional constraints on the civilian opposition. However, the military's refusal to cede real power to civilians and its marginalisation of moderate parties has boosted religious extremists. Instability is worsening, and sectarian conflict threatens to spin out of control. Lacking robust international support for a democratic transition, mainstream parties struggle to survive, subjected to coercion and violence. They can be the most effective safeguard against the religious lobby's manifestly anti-Western agenda, but only if allowed to function freely in a democratic environment. They need outside help but must also get more serious about reforming themselves.

Nearly four years after 9/11 , hardly a day passes without the "war on terrorism" making headlines, with Iraq, Afghanistan, Indonesia and now London holding centre stage. But away from the spot light, a quiet, dirty conflict is being waged in Somalia: in the rubble-strewn streets of the ruined capital of this state without a government, Mogadishu, al-Qaeda operatives, jihadi extremists, Ethiopian security services and Western-backed counter-terrorism networks are engaged in a shadowy and complex contest waged by intimidation, abduction and assassination. The U.S. has had some success but now risks evoking a backlash. Ultimately a successful counter-terrorism strategy requires more attention to helping Somalia with the twin tasks of reconciliation and state building.

Instead of healing the growing divisions between Iraq's three principal communities -- Shiites, Kurds and Sunni Arabs -- a rushed constitutional process has deepened rifts and hardened feelings. Without a strong U.S.-led initiative to assuage Sunni Arab concerns, the constitution is likely to fuel rather than dampen the insurgency, encourage ethnic and sectarian violence, and hasten the country's violent break-up.

Abstract:
U.S. led coalition forces killed 12 militants and arrested nine others in a raid in Zabul province on Sept. 5. Coalition forces did not suffer any casualties. U.S. military officials said the militants used their hideout location to stage attacks before the upcoming Sept. 18 elections. In a remote area of Kandahar province, U.S. and Afghan forces killed 13 Taliban fighters and captured more than a dozen more on Sept. 5. The U.S.-led assault targeted Taliban rebels suspected of the murder of Abduallah Kalid, a candidate for the upcoming elections.

Abstract:
In the aftermath of Sept. 11, 2001, the task of wiping out radical Islamist groups and their support networks gained a new urgency for the United States. U.S. attention landed squarely on Afghanistan and Central Asia, the home base of Al Qaeda, the Taliban, and several other radical Islamic groups. The war in Afghanistan created the need for large number of U.S. troops in the region and a base from which to operate, while the newly proclaimed “War on Terror” created a strategic interest in maintaining this presence to suppress further Islamic radicalism.

Abstract:
The U.S. State Department's list of Foreign Terrorist Organizations (FTOs) began in 1997 as a method of tracking down and striking back against specific terrorist groups around the world. FTOs are designated as such based on a demonstrated capability and/or willingness to engage in terrorist methods that threaten the U.S. national security interests. These methods include attacks on U.S. nationals, and American national defense, military, diplomatic, and economic interests. The FTO list provides the U.S. government with the legal authority to conduct prosecutions against U.S. citizens, or foreign nationals within the country, for aiding — financially, ideologically or logistically — any designated FTO. FTO designation can also mean certain members or representatives of the designated terror group can be denied entry to the United States through visa rejection or other means. The United States also maintains the authority to compel U.S. financial institutions to freeze any assets linked to an FTO and to report them to the U.S. Department of the Treasury pursuant to Executive Order 13244.

The U.S. economy was in recession when the 9/11 terrorist attacks struck New York and Washington, D.C. Yet within a few months, despite fears of a collapse in confidence, consumption growth surged to a fourth-quarter annualized rate of nearly 5 percent, up sharply from a 1 percent rate during the third quarter. That consumption surge was enough to drag the economy out of what turned out to be a mild recession. By the first quarter of 2002, overall growth reached a booming 5 percent rate.

1170. Energy Conservation: An Economic Perspective

Abstract:
With oil and gas prices at record levels, Persian Gulf producers threatened by terrorists, and exploding demand from China likely to strain supplies for years to come, surely it is time for Washington to get serious about energy conservation. Well, yes . . . and no. While most economists (including me) are deeply skeptical about the value of government mandates for energy efficiency, in principle there is a case to be made for using taxes to “internalize” the costs of consumption that are not otherwise reflected in prices. But those costs are lower than you might expect—lower, perhaps, than the taxes currently charged at the pump. Moreover, while oil-security worries are now driving the calls for conservation, a careful look suggests that the neglected costs are actually related to traffic congestion and the threat of global warming. Taxing oil consumption (as opposed to taxing road use or carbon emissions) would hardly get to the roots of these problems.
