Abstract:
The Spanish mass media have transmitted during the past weeks various news concerning the presence of jihadist activities in the cities of Ceuta and Melilla (two enclaves of Spain in North Africa): including the detention of suspected jihadists implicated in the terrorist attack of Casablanca in May 2003; the expulsion from the Spanish Army of three members belonging to professional troops for their supposed sympathy with radical Islam; and the appearance of a declaration on a internet forum from a group called Nadim al-Magrebi, calling for jihad against Spain and demanding expressively for the 'liberation' of both cities through terrorist attacks.

A lo largo del verano de 2006, de manera paralela a la crisis desatada entre Hezbollah en el Libano y el Estado de Israel, hizo su aparición ante la opinión púiblica una organización que proclamaba ser "Hezbollah en Amtrica Latina". Aunque su "presentación en sociedad" se produjo el 29 de julio de 2005 (fecha en la que se crea su primera página web), fue en los albores del conflicto militar en el Líbano cuando este grupúsculo adquirió mayor notoriedad. La preocupación ante la posibilidad de que organizaciones terroristas de inspiración yihadista estuviesen extendendo sus tentáculos por en Sudamérica confirió, a las proclamas procedentes de este grupo una considerable publicidad y reabrió el debate sobre las posibles derivas del fenómeno terrorista en esta región.

The United States just took one small step away from the brink. Congress has opted against funding research for a nuclear weapon that would target underground bunkers. This decision squelched a program that would likely have created a new nuclear warhead, something that is particularly incongruous at a time when nations around the world are fervently trying to convince the leaderships of North Korea and Iran that their countries do not need nuclear weapons. However, this wisdom on the part of the U.S. government may prove to be temporary.

Abstract:
When Israel reacted with military force to the Hamas and Hezbollah raids of June and July, world leaders recognized Israel's right to respond, but some charged it was using disproportionate force. International law supports both points. States may take defensive measures, but every use of force must be proportionate to the harm inflicted. These rules are found in the law regulating resort to force (jus ad bellum) and the law regulating the conduct of force (jus in bello). The most important rule in either category may w ell be the principle of proportionality. Respect for proportionality in the use of force can help foster stable, long-term peace.

Abstract:
America's unique position of power in the post-Cold War era has often inspired comparisons to that of Rome during the rule of Augustus. But the security policy adopted by the United States, especially since the 9/11 attacks, calls to mind a different ancient place and personage: Pyrrhus (318 - 272 B.C.E.), king of Epirus, a Hellenistic realm that comprised what is now northwestern Greece and southern Albania. Plutarch memorializes Pyrrhus as a “great man of war” – but also a fool. Although he waged successful campaigns against Macedonia, the Romans, and others, Pyrrhus was unable to preserve his gains, which came at great cost. In the end, his martial ambitions won him and his kingdom nothing but ruin and disapprobation. He is remembered today in the phrase “Pyrrhic victory”– meaning any victory not worth its cost.

Abstract:
The sympathy and support for the United States that surged worldwide in the aftermath of the 2001 attacks began to ebb as soon as US bombs began falling on Afghanistan. Supportive sentiments continued to recede through 2004, driven increasingly by the Iraq war and eventually settling at levels unseen since the early 1980s. The trend has temporarily reversed in some places at some times, either in response to hopeful news from Iraq (such as the December 2004 elections) or in reaction to local events (the November 2005 terrorist bombing in Jordan). Also, there are national exceptions to the trend (Israel) and partial exceptions (India). On balance, however, the United States today finds world opinion substantially at odds with its foreign policy and its leadership on most particulars.

Since the onset of the US “global war on terrorism”, the operational capacity of the original “Al Qaeda” centered around Osama bin-Laden has been significantly degraded. Hundreds of cadre formerly commanded by bin-Laden have been killed (mostly during the Afghan war). Several top leaders of the organization have been killed or captured – most notably Mohammed Atef, Abu Zubaydah, and Khalid Sheikh Mohammed – as have several leading regional associates, such as Abu Musab al-Zarqawi. Dozens of third tier operatives have been killed or captured. Nonetheless, the organization continues to function in a more decentralized form.

Abstract:
Stunned by the terrorist attacks of September 11, 2001, the Bush administration adopted a new National Security Strategy in September 2002. The UK government took a similar stance. This new strategy calls for anticipatory attacks against potential enemies with uncertain capacities and intentions, even before their threat is imminent. Rather than wait for evidence of weapons of mass destruction, it shifts the burden of proof, obliging “rogue” states to show that they do not harbor weapons of mass destruction or terrorist cells, or else face the possibility of attack. This new strategy amounts to the adoption of the Precautionary Principle against the risk of terrorism. We offer two main conclusions about precaution against terrorism. First, any action taken to reduce a target risk always poses the introduction of countervailing risks. Moreover, a precautionary approach to terrorism is likely to entail larger, more expensive interventions, so the expected opportunity costs are likely to be higher. While considering worst-case scenarios is important for the development of sound policy, taking action based only on worst-case thinking can introduce unforeseen dangers and costs. We argue that a better approach to managing risk involves an assessment of the full portfolio of risks – those reduced by the proposed intervention, as well as those increased. We argue that decision makers developing counterterrorism measures need mechanisms to ensure that sensible risk analysis precedes precautionary actions. Such a mechanism currently exists to review and improve or reject proposed precautionary measures against health and environmental risks, but not, so far, for counterterrorism and national security policies. We urge the creation of such a review mechanism.
