Abstract:
International interest in Antarctica is rising. Major powers such as China and Russia have voiced their interest in the continent's resource potential, strongly suggesting the current prohibition of resource exploitation will be revisited after 2048. These developments pose a potential threat to the longevity of the Antarctic Treaty System as well as Australia's dormant claim to 42 per cent of the continent. Australia has limited Antarctic presence and capability, and posits its policy in terms of science and environmental management rather than national security. This raises questions about its ability to preserve its sovereignty claim.

182. The September UN Vote on Palestine: Will the EU Be Up to the Challenge?

Frustrated by years of inconclusive peace talks, the Palestinians are turning to the United Nations to gain recognition as an independent state. Their bid is opposed by Israel and the United States, with the latter threatening to block any bid for full UN membership in the UN Security Council. To bypass the US veto, the Palestinians plan to request recognition to the UN General Assembly, where they are sure to get the two-third majority of votes needed for the approval of the resolution. While legally non-binding, a favourable vote in the UNGA would be a political boost for the Palestinians' cause - or so they hope. Full EU backing would give critical political weight to the Palestinians' claim. EU states are deeply divided on the issue of Palestinian membership of the UN but instead of opposing the initiative altogether, the EU has been engaging the Palestinian leadership in the hope of modifying its stance. Should the EU fail to persuade the PA to give up on its request for full UN membership, it should abstain in bloc while tabling a concurring resolution that would spell out clearly the parameters for renewed peace talks.

183. Curb Your Enthusiasm: Israel and Palestine after the UN

In diplomatic lexicon, September 2011 is shorthand for a Palestinian statehood bid at the UN, ensuing Israeli and U.S. retaliation and, in fine, a train-wreck. There are legitimate fears about the fallout, but obsession with what will happen at the UN and the disproportionate energy invested in aborting it are getting in the way of clear thinking. This could well produce a cure more lethal than the ailment. Were Palestinian President Abbas to back down, he could decisively discredit his leadership, embolden his foes and trigger unrest among his people; quickly resuming peace talks as an alternative could lead to a breakdown with consequences far graver than anything that effort might induce. The focus should be on shaping a UN outcome that produces tangible gain for the Palestinians in their quest for statehood while providing some reassurance to Israelis, minimises risks of violence or the Palestinian Authority's collapse and enshrines core principles for a two-state solution. With little time remaining, the burden has shifted to the EU to craft this compromise. It has long sought that role. Now it must live up to it.

Abstract:
Twenty years after the fall of the Soviet Union and the independence of the three Caucasian Republics of Georgia, Armenia, and Azerbaijan, the region remains characterized by a state of “managed instability” due to the absence of solutions to the conflicts between Armenia and Azerbaijan (over the territory of Nagorno-Karabakh) and between Georgia and Russia (over territorial issues and political differences). Negotiation mechanisms aimed at solving these issues exist (since 1992 for Nagorno-Karabakh, and since 1991 for Georgia), but they do not appear to produce meaningful results, raising questions on the purpose of these mechanisms and the future of the region beyond the lasting status quo. A movement toward deeper instability in the region, which cannot be excluded, would pose a direct security threat to Europe, as well as to Russia.

The paper's background is a revival of the historically dominant narrative on the large-scale and plantation farming (LSF and PF) in Africa, in reaction to the contemporary phenomenon of 'land grabbing'. The historical antecedents of this narrative are examined and its central contentions – that features including low productivity and limited employment generation normally, if not intrinsically characterize LSF and PF – are problematized. This is undertaken on the basis of comprehensive reviews of the historical and contemporary literatures on African LSF and PF farming and labour control systems.

Abstract:
Haiti continues to experience overwhelming urban population growth and scarcity of land, causing increasing numbers of people to live and work in high-risk, low-potential or marginal urban environments. The land tends to be characterized as unplanned and sprawling, on public lands without proper municipal control, or on private land with informal ownership. Over time these settlements become inadequate, lacking infrastructure and direct access. Settlements tend to be situated precariously in inaccessible locations, such as on steep slopes or on outer city rubbish dumps (Overseas Development Institute, 2010). These lands are most attractive because the land rents tend to be much lower, or land is cheaper for people to build their homes – usually illegally. The informal status of housing for many of the urban poor can inhibit productivity, and the fear of eviction prevents people's willingness to invest in their homes.

Abstract:
It is time to reconsider U.S. policy in Colombia, including adding a peace agenda to our strategy. Following problematic and inconclusive results of more than a decade of support known as Plan Colombia, which is largely directed to the Colombian military, the Obama administration should retool U.S. policy. Adding support for a peace process offers specific policy benefits , including: protecting civilian populations by reducing violations of human rights and humanitarian law; strengthening democratic practice and creating consensus on a post-conflict Colombia; improving relations between Colombia and its neighbors; creating clearer policy channels for other U.S. priorities, including free trade and efforts to control the illicit narcotics trade; and renewing respect for American leadership in the region.

Abstract:
This paper investigates the security impacts of climate change in three Southeast Asian cross-border areas– the Greater Mekong Subregion, the Heart of Borneo and the Coral Triangle – through an examination of the ways in which climate change results in human insecurity and possibly social unrest, tension and conflict. The three cross-border areas are significant in that they host unique but threatened large-scale freshwater, terrestrial forest, coastal and marine ecosystems. In addition, they are home to more than 400 million people and provide important ecosystem goods and services to many countries in the region. This paper explores and evaluates regional agreements and actions in each of the three areas, with an emphasis on the mainstreaming of climate adaptation as well as mitigation in the development agenda. The analysis also points to the importance of reaching out to other actors beyond state and intergovernmental ones if adaptation and mitigation efforts were to succeed. There is a need to identify other actors, such as the business sector, local communities and the public, with the aim of getting them involved in these important issues.

Abstract:
Amid efforts to relaunch and sustain Israeli-Palestinian peace talks, Israel's claim for recognition as a Jewish state continues to generate controversy. While Israel's leaders have insisted that such recognition is fundamental to any peace agreement, Palestinian and other Arab leaders have responded to the claim with consistent and widespread antipathy. To begin to explore how this issue might be appropriately addressed in the context of Israeli-Palestinian negotiations, it is necessary to place the claim for recognition in its historical, political, and strategic context. We must consider the nature and legitimacy of the interests at stake and examine the alternatives for addressing them.
