Abstract:
What are Israeli Prime Minister Benjamin Netanyahu's real intentions vis-à-vis Israeli–Palestinian negotiations and the two-state solution? What does he really want? Speculation aside, a great deal can be gleaned about both Netanyahu's core beliefs and his intentions by examining his words and his actions with respect to Jerusalem. Jerusalem is universally recognised as a key permanent status issue, which, for any peace agreement, will require the reconciling of competing Israeli and Palestinian claims as well as recognition and protection of Jewish, Muslim and Christian equities. In the context of the current political stalemate, however, it has become much more than that. Today, Jerusalem is both the volcanic core of the conflict – the place where religion and nationalism meet and combine in a potentially volatile mix – and a microcosm of the conflict and the imbalance of power that characterises developments on the ground.

Abstract:
Syria is geo-strategically, historically and politically the most central of Middle East countries, hence the over-riding importance of the conflict there. Yet any discussion of the regional implications of that conflict is necessarily highly speculative. Its points of departure are the instances of regional intervention and "overflow" from the situation already taking place. Turkey, with its open support for the armed Syrian opposition, is the leading candidate to establish "safe zones" or even "humanitarian corridors" that could conceivably lead to war. Ankara's growing rivalry with Iran is increasingly being acted out in Syria and is interacting with tensions between Sunni Muslims and Alawites/Shias not only in Syria, but in Lebanon and Iraq as well.

Abstract:
With no agreement on a two-state solution to the Palestinian-Israeli conflict in sight, one-state dynamics are gaining momentum – a development that will be difficult to reverse or even contain. In the medium and long term, no one benefits from such a development. Indeed, all might lose: an ugly one-state dynamic has no happy ending, and such a solution is rejected by Palestinians and Israelis alike. Instead, the emerging one-state reality increases the potential for various kinds of conflicts and contradictory impulses. The international community too finds itself unprepared and perhaps unwilling to confront this emerging reality, but in doing so it imperils the prospects for peace in the region – the exact thing it seeks to promote.

Abstract:
When the West Bank and Gaza first split between two rival Palestinian governments in 2007, Western governments promised to turn the West Bank under President Mahmoud Abbas, their Fatah protégé, into a model state and reduce Gaza under its Islamist rulers, Hamas, to a pariah. Almost five years on, the tables have turned. While the West Bank slips into economic and political crisis, Gaza is fast reviving. Abbas finds himself bereft of a political horizon for achieving a two-state settlement and the state-building experiment of his prime minister, Salam Fayyad, has reached an impasse. Gaza's economy, by contrast, has grown strongly under Prime Minister Ismail Haniya, who is experiencing a wave of increasing popularity, as Hamas looks to tie the enclave ever more closely to the political economies of North Africa, where the Arab awakening is bringing affiliated Islamist movements to power. A recent agreement signed in the Qatari capital, Doha, between Abbas and Hamas's exiled leader, Khalid Meshal, is intended to heal the split between Palestine's two halves. Under the agreement, the separate governments governing Gaza and the West Bank would be replaced by a single technocratic government under Abbas, which is a radical about-turn on the part of the exiled Hamas leadership that Hamas politicians in Gaza find difficult to swallow. For its own reasons, Israel too rejects the agreement. With so many previous attempts at intra-Palestinian reconciliation ending in failure and so many obstacles dogging this latest round, the prospects for the Doha agreement remain bleak, but not beyond the realm of the possible.

Abstract:
The Jordan Valley, located in the eastern part of the Occupied Palestinian Territory (OPT), makes up 30 per cent of the West Bank (see Map 1 on page 7). Requisitions and expropriations of Palestinian land by the Israeli authorities continue to destroy the livelihoods of Palestinians living in the area and, unless action is taken, there are strong indications that the situation will only get worse. The Israeli government recently announced proposals and policies for the expansion of settlements, which, if implemented, will further threaten the living conditions and human rights of Palestinian communities in the Jordan Valley, undermining efforts to bring peace and prosperity to the OPT and Israel.

The proposed Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Bill sets out to reconcile two agendas that have so far clashed: it aims to secure the land requirements of the government's development agenda, while addressing the mounting resistance of people whose land is acquired. The bill is a major step forward because it links land acquisition with rehabilitation and resettlement (R). By doing so, it brings to the forefront questions that have long since been at the heart of conflicts around land acquisition.

The ceasefire agreed between the Government of Israel and Hamas on 21 November 2012, following the recent military escalation in Gaza and southern Israel, provides an unprecedented opportunity to end the cycle of violence that has affected too many innocent Israeli and Palestinian civilians. In the ceasefire understanding, the parties agreed to negotiate 'opening the crossings' into the Gaza Strip and to put an end to 'restricting residents' free movement and targeting residents in border areas'. It is therefore also a unique chance to once and for all lift the Israeli blockade on Gaza, which has had a devastating impact on the lives and well-being of Gaza's civilian population and on Palestinian development.

158. 'Our Land, Our Lives': Time out on the global land rush

Today, stories of communities driven from their lands, often at the barrel of a gun, left destitute and unable to feed their families, have become all too familiar . As the scale and pace of large - scale land acquisitions increases globally, evidence is mounting that the land rush is out of control and that the price being paid by affected communities is unacceptably high. A huge amount of land has been sold off or leased out globally in the past decade: an area eight times the size of the UK. In poor countries , foreign investors bought up an area of land the size of London every six days between 2000 and 2010. Commercial interest in land could accelerate once again as recent food price spikes motivate rich countries to secure their own food supplies and make land a more secure and attractive option for investors and speculators. The 2008 boom in food prices is widely recognized as having triggered a surge in investor interest in land : from mid - 2008 – 2009 reported agricultural land deals by foreign investors in developing countries rocketed by around 200 per cent .

Abstract:
China's powerful Central Military Commission has approved the formal establishment of a military garrison for the disputed South China Sea, the state media has announced, a move which could further boost tensions in already fractious region. This news comes after China established the city of Sansha, on 21 June as a rhetoric to Vietnam's Maritime Law announcement on the same day. Vietnam's Maritime Law which reportedly takes effect early 2013, forms a legal framework to serve the utilisation, management and protection of Vietnam's sea and islands, including the Paracels and Spratlys, as well as the development of sea-borne economy, so as to facilitate it's international integration and boost cooperation with other countries.

160. Curbing Violence in Nigeria (I): The Jos Crisis

Since 2001, violence has erupted in Jos city, capital of Plateau state, in Nigeria's Middle Belt region. The ostensible dispute is over the “rights” of the indigene Berom/ Anaguta/Afizere (BAA) group and the rival claims of the Hausa-Fulani settlers to land, power and resources. Indigene- settler conflicts are not new to Nigeria, but the country is currently experiencing widespread intercommunal strife, which particularly affects the Middle Belt. The Jos crisis is the result of failure to amend the constitution to privilege broad-based citizenship over exclusive indigene status and ensure that residency rather than indigeneity determines citizens' rights. Constitutional change is an important step to defuse indigene-settler rivalries that continue to undermine security. It must be accompanied by immediate steps to identify and prosecute perpetrators of violence, in Jos and other parts of the country. Elites at local, state and federal level must also consistently implement policies aimed at reducing the dangerous link between ethnic belonging and access to resources, power and security if intercommunal violence is to end.
