141. With or Without You: How the G20 Could Advance Global Action towards Climate-Friendly Sustainable Development

Abstract:
With a collective responsibility for 80% of global greenhouse gas emissions, while representing 80% of global wealth, it is imperative that the countries of the G20 throw their weight behind the implementation of both the Paris Climate Agree-ment and the 2030 Agenda for Sustainable Develop¬ment. In the past, the G20 has demonstrated that it can do that. The G20 Summit in November 2015 in Antalya, Turkey, provided strong support for the climate agreement signed a month later at the UN Climate Change Conference (COP21) in Paris. In 2016 in Hangzhou, China, the G20 adopted an Action Plan on the 2030 Agenda for Sustainable Develop¬ment and committed to “further align its work” with the 2030 Agenda. Even though both agendas have emerged in the multilateral context of the United Nations system, the G20 is expected to exert strong political leadership to address global climate change and to achieve sustainable development. Yet, since 2017 the G20 has struggled to provide such leadership, as support for multilateral commitments, especially those involving ambitious climate actions, appears to be fading. Crucially, opposition to strong multilateral climate policy in the US and Brazil resorts to outright climate denialism at the highest levels of government. These developments are challenging the G20, and BRICS and the G7 for that matter, to sustain support for multilateral commitments on climate and sustainable development. The rise of populist and unilaterally minded parties in European club members may further the risk of side-lining climate and sustainability-related issues in the G20 process. This does not bode well at a time when the G20’s support could be a vital ingredient for the success of the United Nations’ summits on climate action and sustainable development, both scheduled to convene in New York in September 2019 – less than three months after the Osaka G20 Summit in Japan. Following our analysis, we identify four ways forward that should be conducive to harnessing the G20’s economic weight and political clout to push more ambitious global action towards climate-friendly sustainable development, in spite of apparent discrepancies between domestic agendas and global understandings.

European Commission president-designate Ursula von der Leyen has made climate change a top priority, promising to propose a European Green Deal that would make Europe climate neutral by 2050. Th e European Green Deal should be conceived as a reallocation mechanism, fostering investment shifts and labour substitution in key economic sectors, while supporting the most vulnerable segments of society throughout the decarbonisation process. Th e deal’s four pillars would be carbon pricing, sustainable investment, industrial policy and a just transition.

143. Darkening Horizons: Global Violent Deaths Scenarios, 2018–30

Abstract:
The year 2017 saw the second highest annual rate of global violent deaths in the period 2004–17, according to this Briefing Paper from the Small Arms Survey. In 2017, 589,000 people—including 96,000 women and girls—lost their lives due to lethal violence. This corresponds to a rate of 7.80 violent deaths per 100,000 population, the second highest since 2004. The same figure for 2016 was 560,000 people, or 7.56 deaths per 100,000 population. The data for 2017 compared to 2016 was also the third-largest annual change during the period 2004–17. Overall, the proportion of female victims of lethal violence remained stable at 16%. This increase in the number of global violent deaths is primarily due to a rise in homicides, ie: non-conflict deaths. ‘In 2017, some 403,000 people were victims of intentional homicides, compared to 106,000 who were killed as a result of war or other conflicts,’ noted Gergely Hideg, co-author of the Small Arms Survey Briefing Paper Darkening Horizons: Global Violent Deaths Scenarios, 2018—30.

Abstract:
At its 15th meeting, the China Analysis Group promoted insightful discussions on global environmental challenges shared by Brazil and China, highlighting priority topics for bilateral cooperation in the short-, medium- and long-term, within and beyond the 2030 Agenda for Sustainable Development. Despite the huge potential for bilateral cooperation in areas ranging from the bio-economy to climate-resilient cities, participants consensually noted a lack of bilateral frameworks dedicated to sustainable development between China and Brazil – for instance, the absence of a sub-committee aimed at environmental cooperation within the Sino-Brazilian High-Level Coordination and Cooperation Committee (COSBAN). Ultimately, better exploring the co-benefits associated to bilateral cooperation on shared environmental challenges – including but not restricted to climate change – could contribute to strengthening multilateral frameworks and global environmental cooperation. The speakers at the 15th meeting were CEBRI Trustee Izabella Teixeira; Vice-President of the Institute of Science and Development (ISD) of the Chinese Academy of Sciences (CAS) Wang Yi; Professor of Contemporary Chinese Politics at the University of Tokyo Akio Takahara; Head of the Environment Division II at the Ministry of Foreign Affairs Marco Túlio Scarpelli Cabral; and China Programme Manager at Climate Bonds Initiative Wenhong Xie. Istanbul shopping center market is currently facing considerable internal and external socioeconomic challenges. After the recent shopping center investment rush, problems (not only in the commercial sphere, but also in social and environmental spheres) have become more visible. In this study, an evaluative multi factor model for the Istanbul market that is based on the principles of “sustainable development” has been put forward. After the identification of the three major pillars (i.e. Commercial, Social and Environmental Pillars), what they mean for the shopping center business and their industry-related sub-factors (three for each pillar, nine in total) through literature review, valuable primary data has been gathered from two sources. First source is the face-to-face surveys based on the analytical hierarchy process model (AHP) conducted with the top decision-makers of twenty-one out of twenty-five members of the Council of Shopping Centers – Turkey (AYD) which have at least one self-developed Istanbul shopping center. The pre-determined pillars and subfactors have been offered to AYD participants for pair-wise comparison and they strongly prioritized the Commercial Pillar (with 58.1%) above Social and Environmental Pillars. In the light of this outcome, a second primary research layer in the form of an expert panel to re-think the commercial stance of AYD participants is conducted. Accordingly, structured face-to-face interviews that contained two open-ended questions are realized with three sustainability experts. Their insights are in line with the findings of the literature review. This has led to assigning ethical protection to the Social and Environmental Pillars of the model against the risks created by the commercial practices.

146. The International Development Finance Club and the Sustainable Development Goals

The Sustainable Development Goals (SDGs) face a key dilemma . Although major multilateral institutions like the World Bank and the other core multilateral devel- opment banks (MDBs) have played a leadership role in shaping the SDG financing framework, there is a sig- nificant misalignment between the structure of these institutions and SDG financing needs . Specifically, the SDGs put countries, not multilateral institutions or foreign donors, at the forefront in achieving desired outcomes . Further, the SDG financing agenda identi- fies an important role for the private sector and other nonsovereign actors . Although the MDBs will remain key players in SDG financing, other leading actors—and particularly, other ways of organizing across institu- tions—will be needed to meet the SDGs . The International Development Finance Club (IDFC) is uniquely positioned to play a leadership role on the SDGs . A diverse group of development finance insti- tutions (DFIs), IDFC members collectively embrace a strong country-led focus and private-sector orienta- tion . Members represent a variety of models . Some act as national banks, focused primarily on domestic financing . Others act as bilateral aid agencies and DFIs . Still others act as regional and multilateral develop- ment institutions . Together they bring considerable financial and strategic resources to meet SDG financing needs, and they appear to be well matched to respond to key SDG requirements, including the call for nation- ally led development strategies and the need for sub- stantial private-sector and nonsovereign investment, particularly in infrastructure . This report surveys 22 IDFC member institutions to identify the club’s role in meeting SDG financing needs . Through institutional snapshots, aggregated financial data, qualitative inputs, and case studies, the report reveals a high degree of SDG relevance in these development institutions . We find that the total assets of IDFC institutions are significantly greater than the total assets of core MDBs, indicating that as an orga- nization, IDFC has untapped power as an organiz- ing platform for the SDG agenda . We also find a high degree of alignment between IDFC-reported activities and the full range of SDGs, though only a minority of IDFC members inform their operations with an explicit SDG strategy . Most relevant to the question of leveraging private financing for the SDGs, especially infrastructure, our survey indicates that as a group, IDFC members primarily finance nonsovereign enti- ties, especially private firms, in the course of pursuing development objectives . The IDFC could play a stronger leadership role on behalf of its membership by better aligning its mandate with the SDG agenda . We see a future in which IDFC members adopt common standards for SDG frame- works and for tracking the inputs and outputs relevant to the SDGs . Members should consider the degree to which they wish to make the club a meaningful plat- form for coordination, deliberation, and visibility for the broader SDG agenda . This agenda implies a wid- ening set of demands on members and may require a more robust secretariat to support a wider range of reporting activities, information gathering, agenda setting, and convening . Through a greater commitment to SDG-oriented activ- ities, IDFC members could demonstrate the value of organizing around national, bilateral, and multilateral development institutions to address the leading devel- opment challenges in the years ahead .

Abstract:
Decent work for all is a shared global concern. It is enshrined in Sustainable Development Goal 8, ‘to achieve full and productive employment, and decent work, for all women and men by 2030’. Countless initiatives by companies, governments, CSOs and global aid agencies are dedicated to making this happen. These efforts are labelled as ‘decent work’, ‘inclusive businesses’, ‘responsible sourcing’ or ‘economic empowerment’. They share a concern for raising the standards of working conditions – globally, nationally, and across sectors. SenseMaker is a research method that analyses the experiences of large numbers of people to help understand their perspectives on a specific issue or question. This paper shows what is possible when using SenseMaker to capture and understand workers’ perspectives. It aims to inspire anyone working in the private sector, within civil society organizations and government agencies responsible for strengthening decent work, inclusive business and responsible sourcing.

Abstract:
Since the publication of the Brundtland Report in 1987, social inequality has been a topic of concern for the international development community. In the last decade, given the rise of global inequality the subject gained even more prominence as several international organizations (UNDP, World Bank, OECD) began emphasizing the negative impact of social inequality on human well-being. The Agenda 2030, the current development strategy adopted by the United Nations in 2015, elevated “reducing inequality” to one of the 17 Sustainable Development Goals (Goal No. 10). This paper connects with this growing concern over the impact of social inequalities on the opportunities for sustainable development. It proposes a research agenda for the social sciences to contribute to the debate by identifying the causal mechanisms that constitute the nexus between social inequalities and sustainable development. The focus on these intermediary steps is important in order to understand in more detail the barriers that social inequalities pose for more sustainable social, economic and ecological arrangements. This is especially necessary when it comes to designing or implementing strategies (political or technological) that aim to promote sustainable development, above all in highly unequal societies.

Abstract:
The 2030 Agenda for Sustainable Development is more than a set of goals and targets: it is a comprehensive “plan of action” that countries are translating into relevant policies. While this plan recognizes a need for different national paths towards the Sustainable Development Goals (SDGs), it also provides guidance for policymaking, establishing means of implementation and follow-up and review mechanisms that are indivisible from the SDGs. Moreover, analyzing the 2030 Agenda as a framework for policymaking reveals general principles that are both explicit and implicit in the UN’s Transforming Our World document. After examining previous relevant UN and OECD frameworks; official 2030 Agenda documents; current international literature on the SDGs, and consulting key 2030 Agenda stakeholders in Peru, this paper identifies eight general principles for sustainable development policymaking in 2030 Agenda implementation that are relevant to all SDGs and sectors, and suggests areas for further research.

150. Pursuing Sustainable Development under Sectarianism in Lebanon

The 2030 Agenda calls for inclusiveness, which can contribute to stability and peace as well as development in Lebanon. However, while Lebanon’s power-sharing model was instrumental in ending fifteen years of civil war, it is outdated as the country embarks on a process to achieve the 2030 Agenda and advance the seventeen Sustainable Development Goals (SDGs). Although sectarianism is impeding political processes and development in Lebanon, the SDGs can provide an opportunity for the country to address some of the political model’s limitations. Based on two weeks of field research, this paper explores how Lebanon is confronting challenges related to the environment, education, economic growth, poverty, and gender, all while hosting more than a million Syrian refugees. This paper is part of the International Peace Institute’s (IPI) SDGs4Peace project, which seeks to understand how the 2030 Agenda is being rooted at the national and local levels and to support the implementation of the Sustainable Development Goals. The project focuses on five case studies: the Gambia, Greece, Guatemala, Lebanon, and Myanmar. Implementation of the 2030 Agenda provides each of these countries an opportunity not only to buttress existing aspirations but also to build new partnerships that transcend traditional approaches.
