41. Tunisia’s Upcoming Challenge: Fixing the Economy Before It's Too Late

Abstract:
During its first years of transition to a democratic order, Tunisia's efforts were predominantly focused on addressing political challenges. The performance of the country in this regard has been generally positive, as it has managed to consolidate democratic gains despite challenges related to the polarization of politics around identity and religious issues, the rise in insecurity related to attacks by extremist groups, and even the general disenchantment of voters for the existing political elites. However, the gains on the political front came at the expense of economic setbacks. One of the main challenges for the coming period will thus be largely economic. High unemployment, unfulfilled demands for social justice, the rise in corruption, and most importantly in the short term, an unsustainable macroeconomic trajectory, all threaten to upset recent political gains. If the upcoming administration does not address them, social discontent would endanger the hard-won democratic gains.

Abstract:
The People Power Movement (PPM) in Uganda has its roots in the growing politics of discontent in Africa and across the world. On the continent, the growth of popular movements has been evident in countries like Zimbabwe, Sudan, Algeria, Burkina Faso, Egypt, and Tunisia to mention but a few. These public protests have increased notably in number with their most significant recent manifestation being the Arab Spring. An important aspect of these pro- tests is the central role played by youth movements such as Y’en Maarre (Fed Up) in Senegal, Balai Citoyen (The Civic Broom) in Burkina Faso, and La Lucha (The Struggle) in the Democratic Republic of Congo. Over the past decade, mass uprisings in Africa have accounted for one in three of the nonviolent campaigns aiming to topple dictatorships around the world. With twenty-five new nonviolent mass movements, Africa has experienced almost twice as many as Asia, the next most active region with sixteen. What is common to all these movements is not only the active and public expression of discontent but also the existence of a long entrenched and increasingly indifferent ancien regime whose priority is political survival. In some ways, one could argue that emerging protests are largely a continuation of incomplete democratic struggles in authoritarian or semi-democratic regimes.

43. Twenty Days of Lebanese Protests: Between Continuity, Innovation and Uncertainty

Abstract:
This paper examines the uprisings that have been taking place in different parts of Lebanon since 17 October relying on direct observation of the protests and interviews with various participants. Acknowledging that the protest movement and the situation in Lebanon remain highly dynamic, it proposes some elements to better understand and contextualize the movement. Although Lebanon generally avoided the wave of protests that swept the Arab world in 2011, there were early attempts to criticize the sectarian system and dysfunctional public services. The paper outlines what current events owe to a recent history of protests in Lebanon, in particular, the short-lived 2011 protests demanding the fall of the sectarian regime and the 2015 “you stink” movement (Tala’at Rihatkum) which denounced the public mismanagement of garbage and called for accountability for political corruption. While the current protests have some roots in past citizens’ activism, it is also clear that there are new aspects that continue to evolve as protesters experiment day by day with new ways of doing politics.

44. The Rising Tide of Change in Iraq: An Assessment of the 2018 and 2019 Protests

Abstract:
The stability and legitimacy of the post-2003 Iraqi state are undermined by the provision of poor basic services, soaring unemployment, and political paralysis. This has driven ordinary citizens towards waves of protests that peaked in August 2018 and re-surged again in October 2019, demonstrating that without addressing the underlying causes behind these protests, much larger and more aggressive protest waves may shock the system, again and again, threatening its existence. The initial phase of the 2019 protests was similar to the first period of 2018 protests (April - June) in terms of their small scale, their focus on specific issues such as unemployment, and their largely peaceful nature. But quickly, within a few weeks, the 2019 protests escalated with protesters blocking key economic facilities and attacking government buildings and political parties’ headquarters. This escalation mirrored the trajectory of the 2018 which also intensified over time, but what is striking is the speed with which the 2019 intensified and moved from socio-economic focused demands to demands for fundamental political reforms, including new elections. While the involvement of political actors was evident in efforts by politicians, such as Muqtada Al-Sadr, to try to ride the wave of protests as well as the crackdown on protests by armed elements of certain political parties, the 2019 mobilization has also shown the emergence of a new generation of protesters and the rising role of new social actors, such as professional groups. The increasing frequency of protests since 2018 and their widening and deepening scope suggest that the post-2003 Iraqi governance model, with its stalemate between the different political actors, needs a fundamental new formulation that is able to renew trust in a reformed political system. The stalemate could either develop into genuine reforms to address the ills of the post-2003 political and economic system, away from ethno-sectarian politics, or descend into violence.

45. Algeria’s Presidential Elections: Stopping a Democratic Transition?

Abstract:
Since pluralism was introduced in Algeria in the February 1989 constitution, presidential elections have become a means of conferring legitimacy to the civilian façade of military authority. Historically, the army has held centre stage in the country’s configuration of power, holding power explicitly until 1989, then indirectly after facing popular anger in October 1988, which led the armed forces to relinquish their “revolutionary legitimacy” and replace it with elections-sanctioned legitimacy. The conditions of this political openness, however, and the slide into violence in 1991, allowed authorities the opportunity to disable the capacity of elections to bring forth a democratic alternative. Elections were thus rendered periodic events designed to provide the veneer of democratic legitimacy to a supposedly civilian elected president – but who was always chosen in advance by the authorities under a rigged bureaucratic system. While this model didn’t allow Liamine Zéroual to continue his term (1995-1999), Abdelaziz Bouteflika knew how to manipulate the system to the greatest extent, allowing him to stay in power for four full terms, regardless of his deteriorating health conditions, and to even try to devise loopholes for extending to a fifth term.1 The regime did not expect to pay a high cost for running this model. Nor did it understand that the resources needed to maintain the effectiveness of this system in the collective imaginary of the Algerian people were in fact dwindling, be they material resources (revenues from oil and gas used for generous social programmes and clientele networks) or symbolic (revolutionary legitimacy, Bouteflika’s charisma). As such, the planned presidential election of 18 April 2019 – designed to renew the existing contract between the regime, its cronies, and its clientele networks - instead became the catalyst for a peaceful revolutionary movement to emerge. It was the moment when millions of Algerians took to the streets demanding radical change to the state’s mode of operating, the production process, and the distribution of power in society. As a result of the peaceful popular uprising, Algeria’s top brass was forced to intervene to remove the president who was running again for office, and the elections were cancelled in a bid to contain the unprecedented and widespread anger. However, the authorities soon realized that Algerians were demanding something deeper: the cancellation of the de facto delegated power that the military had enjoyed since independence, to be replaced with a true electoral process. In the wake of this realization, the authorities have been trying to neutralize the effectiveness of the popular uprising, going to great lengths to renew the civilian façade.

46. From “Overthrowing the Regime” to “All Means All”: An Analysis of the Lebanonisation of Arab Spring Rhetoric

Abstract:
Only a few hours after the start of 17 October 2019 demonstrations in Lebanon, protesters started to demand the overthrow of the regime under the slogan “all [of them] means all [of them]”. What does this slogan mean in Lebanon today, eight years after it was first launched? And how has the discourse of overthrowing the regime developed since 2011? When I was a university student in 2011, I took part in several demonstrations calling for the overthrow of the regime. However, it quickly dawned on me that the immediate conditions for such a demand were not then available, making the slogan, without it being adapted to the Lebanese context, inappropriate relative to other countries. In this paper, I aim to revisit the 2011 campaign to critique it and highlight the reasons behind its failure. This is pertinent given its close affiliation with what have been observed in Lebanon since 17 October. In the last few weeks, I have had conversations with six people1 who were active in the 2011 campaign and are involved in the current revolution. We discussed their understanding of the developments in the Lebanese political landscape since 2011, the accumulated experiences that have pushed the Lebanese public to revolt against the regime in a broad mobilisation that has been ongoing for more than two months. We discussed how the slogan “overthrowing the regime” has developed into its current formulation of “all means all” which is met with broad public resonance.

Abstract:
This research provides three additional insights into the concept of tolerance. First, it provides empirical insights to the previous research, distinguishing between two dimensions of tolerance; political tolerance and social tolerance. Second, it investigates the extent these two dimensions of tolerance prevail in different civilizations in the world. Third, it shows how etiology of tolerance differs across civilizations. In short, this research shows that tolerance of national and religious groups differs from tolerance of social groups in both kind and degree and investigates to what extent the prevalence and etiology of these two dimensions of tolerance differ across civilizations. In this research time series evidence from subsequent rounds of the World Values Survey (WVS) for over seventy countries are analysed using Ordered Probit models.

Abstract:
The struggle for LGBTIQ rights in Kenya provides a unique and fascinating case study of the powerful social change taking place right now. On May 24, 2019, the High Court of Kenya will rule on whether to decriminalize same-sex relationships, which are currently punishable by up to fourteen years in prison. The court was originally scheduled to decide this case in February but delayed the ruling, citing mounds of documents that had still not been read. Activists pointed out that judges had already had several years to read the documents, and some worried that the delay was a sign of government interference with the judicial process.

Abstract:
The Chinese Communist Party allows no public commemoration of the protest movement that it violently crushed in the vicinity of Tiananmen Square in 1989, but its private reckoning with that tragedy has never mattered more. President Xi Jinping has quietly taken Tiananmen as a guiding light, reading it as a cautionary tale of regime decay and a playbook for revival. This view has inspired his campaigns to tackle corruption, restore ideological discipline, and reclaim control over history. And the most lasting contribution of all to Xi’s tenure may be the selective rehabilitation of traditional Chinese culture as a source of political legitimacy.
